00:00A top Republican senator says he thinks the GOP can muscle the SAVE Act through the upper chamber.
00:06Now, if you need a refresher, the SAVE Act, which stands for Safeguard American Voter Eligibility,
00:11would require Americans to prove their identity and citizenship before they are allowed to register
00:15to vote. It would also ban mail-in voting, with exceptions for military members, illness,
00:20disability, or travel. Senate Democrats are fighting to stop the SAVE Act from passing
00:25the upper chamber, and the president has said he won't sign other bills until this is passed.
00:30Now, the bill did pass the House, but it's stuck in the Senate, needing 60 votes to pass.
00:35Every Democrat, as well as a few Republicans, are standing in the way. Enter Louisiana Senator
00:41John Kennedy on Fox News Sunday. The Democrats will be against it, but we've got some free-range
00:47chickens on the Republican side, and we're going to have to go gather them up. Kennedy argues the
00:52bill should be passed through the reconciliation process. That lowers the threshold to pass from
00:5760 down to 51 votes. But, and this is a big but, reconciliation is meant to be used for bills
01:03dealing with the budget, and it's not clear whether the Senate parliamentarian, a nonpartisan official
01:09who advises the Senate on the interpretation of the rules, would allow the SAVE Act to be voted on
01:14in this fashion.
