00:25ADG, ilang kataon na po ang natukoy ng NSC na di umanoy espia o spy para sa China?
00:31At gaano po tayo nakakasigurado na sila ay kumikilo sa utos ng Chinese intelligence?
00:36We were able to apprehend three people, three persons.
00:41And we are very sure na after the investigations and the intelligence operations that we have done,
00:50it all points out to a foreign entity.
00:54The documents that we were able to get, the documents that were shared,
01:00the information that were given to them, all points to one country.
01:05And that's why we're very sure.
01:08Sir, saan ang mga agensya nagtatrabaho itong mga individual na ito?
01:12At anong uri ng impormasyon?
01:13Yung napag-alaman ninyong hinihingi ng kanilang mga Chinese handler?
01:17At meron po ba kayong profile nito mga ito?
01:20Anong klase yung trabaho ang ginagawa nila?
01:22Ano yung background po nila?
01:24One of them came from the Defense Department.
01:29He was working as an assistant.
01:31Another one is from the Philippine Navy.
01:36Another as a researcher of the Navy.
01:39And one is a close person to a Philippine Coast Guard officer that have access to important or sensitive information.
01:52So yung mga nakuhang information include list of personnel of the Philippine Navy.
01:59So yung mga datos about sa mga officers natin na engaged dito sa West Philippine Sea.
02:07And then operational details and data.
02:13A work-related problem for security and for their safety.
02:19Currently they have confessed and they are cooperating with us to find is the one handling on what probable cases
02:27that can be filed against them.
02:29So sir, pwede niyo po bang ipaluwanag para na rin po sa kaalaman ng ating mga kababayan na ano?
02:33Ano po bang ibig sabihin itong insider threat program?
02:36At ano yung pangunahing layunin nito?
02:39Ganun po ba kalaki ito?
02:41At ganun po makikinabang dito ang ating mga ahensyon ng pamahalaan para matukoy talaga yung mga threat na sinasabi?
02:48Pati na rin po yung ibang pwede pang mga espiya?
02:51Well, the inside threat program of the National Security Council is organized way back in 2023.
03:00If we would recall, in 2023, we came up with a national security policy.
03:05And ang direction na po natin ngayon is from internal security to external security.
03:12That is when we realized the need to reorganize ourselves.
03:15So, kung if we go back to 2023, you would notice that the security sector reorganized.
03:23We strengthened yung ating capabilities towards the external threats, including itong espionage.
03:31So yung ating counterintelligence was there.
03:33And the inside program is but part of it.
03:40So, the inside is not only about people.
03:44It is also about hardening our systems from cyberattacks, hardening our procedures of how you handle sensitive information.
03:55It is also about hardening the organization itself.
04:01In communications, we have improved a lot since 2023.
04:05And that is part of the insider program.
04:07The insider program also identifies problems in espionage, like what we have right now.
04:14So, it is an interagency program.
04:18And it is for protecting our time-sensitive data and information about our capabilities, about our operations, and about our
04:27national interest.
04:30ADG, given the scope ng mga kailangan natin i-address, ano-ano ang mga ahensya ang kasama sa programang ito?
04:35At masasabi din po ba natin na laganap ang banta sa siguradad sa loob ng ating pamahalaan?
04:41Well, going back again to 2023, we were trying to create an awareness of national security about risk.
04:52I would be remiss in my job if I would name the agencies that are participating.
04:58So, I would just say, it is, the threat is not widespread, but significant.
05:05And other agencies have different capabilities, from technical to human.
05:11These are all combined to produce results.
05:15So, the other agencies participate in a lot of ways.
05:21When we find a threat, more than the security sector, we have to protect our diplomatic information, economic information.
05:31They have to know the risk, and they have to establish their own systems.
05:35ADG, nabanggit mo yung tatlong departamento, no?
05:38Isang adito yung, tatlo dito yung Defense Department, Philippine Navy at PCG.
05:41Ngayon, sa part po ng NSC, paano po nila o paano po yung coordination ninyo para maprotektohan
05:47yung iba pang ahensya ng pamahalaan, maliban po dun sa cooperation na nabanggit mo kanina?
05:52So, we are going around, as I've said, and we are really reminding the different agencies
05:59that they have to strengthen their cybersecurity systems, protect our information, change,
06:06change, classify their documents, what are sensitive, what are not,
06:11what cannot be shared to others, what can be shared.
06:15That's the first thing.
06:16And then, teach our personnel how to handle sensitive information.
06:20Do you have to seal it in an envelope?
06:22Can you share it through the internet?
06:25Can you share it through the message apps?
06:30So, we have to be clear to our people how to handle these things.
06:35And we can teach them.
06:37It's a matter of coordinating with us.
06:40Siguro, importante din dyan yung pagkilala ng mabuti sa mga hinahire, lalo na dun sa mga ahensyang yun.
06:49Kasi ang AFP, meron silang mga civilian employees, diba?
06:52So, ganun din yung Defense Department.
06:54So, sir, sa tingin ninyo, paano makakatulong kung bibigyang prioridad ngayon ng Kongreso itong bagong anti-espionage app?
07:02We really want, the NSC is really pushing the new espionage law.
07:09Remember, the one we have right now is focused on defense only.
07:16National security has already expanded in scope.
07:19It would include diplomatic, it would include economics.
07:23So, the 1941 Commonwealth Act 616 is not applicable anymore at the current time.
07:32It doesn't also include threats coming from espionage or malign influence coming from or using the cyberspace or technologies.
07:47So, this new law that we're trying to push in Congress is very important.
07:53Last January day, the technical working group has been meeting and now it's moving from...
07:58...information, kasama ho na dyan, eh, no?
08:00So, again, having said that, nakinrelig kami, ibig buong sabihin nito, ADG, na ang mga lumang batas natin,
08:06nagpapahirap sa ating mga security agency para pigilan or hadlangan yung mga operasyon na ito
08:11at ano yung magandang idudulot sa basa nitong bagong anti-espionage law?
08:17The anti-espionage law would make it easier or it would enable the security sector to investigate incidents.
08:29It would also harden us.
08:32It would make protections so that our national interest will not be divulged to other countries.
08:37We cannot prevent other countries from trying to get our information.
08:43But what we can do is harden ourselves and ensuring that we are not going to allow people sharing our
08:53information without punishment.
08:56So, the espionage law is going to put penalties, categorized penalties, on the gravity of espionage that you have done.
09:10Okay. ADG, dito po sa, I'm not sure if I'm pronouncing this right, anti-FIMI law,
09:15gaano po kahalaga ito at pakipaliwanag po sa amin at hindi po ba ito sa klaw na mga umiiral natin
09:21mga batas?
09:21Well, foreign interference, malign influence, is a new thing.
09:28It's very different.
09:29Before, wars are kinetic.
09:32Purus bomba, kanyun, ganyan.
09:36But now, the war is in the cognitive domain.
09:40It's cognitive warfare.
09:42And the Filipinos are being subjected to it right now with fake news.
09:48With a bombardment of information, then you do not know already what is true.
09:54So, we have freedom of expression without accountability.
09:58So, the FIMI law, the FIMI law will be an enabler for the security sector to be able to investigate
10:08these violations of our freedoms of speech.
10:14It will make sure that the way we think, the values that we have as Filipinos will remain
10:20and it will not be tainted by imputations or changes coming from other countries.
10:28So, FIMI will protect us, harden the Filipinos, in realizing what we value and what we live for as a
10:37democratic nation.
10:39Okay, sir, mensahin niyo na lang po sa mga opisyal at empleyado ng pamahalaan tungkol sa pagprotekta sa kanilang sarili
10:45laban sa mga banta sa ating bansa.
10:47Pati na rin po yung mga, I'm sure, mayroon pa po kayong mga binabantayan na maaring nag-i-espia pa
10:51rin po hanggang sa ngayon.
10:53Ang isang tandaan po natin, saan man tayo or anumang ahensya tayo, tayo ay may responsibilidad sa ating bayan.
11:02We have to ensure, we have to think of the security of our agencies.
11:07Ano ba yung mga risks and ano ba yung mga sensitive information that we have?
11:11Now that the modus operandi is out, let us not be victims for espionage.
