00:02President Trump's tariff fight is now moving quickly back to the lower courts.
00:07The Federal Appeals Court has rejected the administration's request to delay implementation of the Supreme Court's ruling
00:13that struck down most of Trump's global tariffs.
00:17That clears the way for the U.S. Court of International Trade to begin working through what could be billions
00:22of dollars in refunds to businesses.
00:24Last month, the Supreme Court ruled 6-3 that the president did not have authority under federal emergency powers law
00:31to impose those sweeping tariffs.
00:33The decision dismantled a major pillar of Trump's economic policy, but it did not spell out how refunds should be
00:40handled.
00:40In fact, Justice Brett Kavanaugh wrote that it would be a mess.
00:44The administration asked for up to a 90-day delay, arguing that political branches needed time to consider options.
00:52But small business plaintiffs pushed back hard.
00:55In a court filing on Monday, their lawyers wrote nothing about the refund issue warrants any delay in issuing this
01:02court's mandate,
01:03let alone a staggering three-month delay.
01:05The proper time to issue the mandate is now.
01:08The appeals court agreed.
01:10More than 900 refund claims are already filed, including by companies like FedEx and Costco.
