The film follows Clancy Miller, a 12-year-old runaway fleeing an abusive home. She encounters Nick, a cynical homeless Gulf War veteran. A corrupt mayor attempts to exploit their situation for political gain by staging a "heroic" rescue, forcing the pair on the run.
