State Labor has turned its attention to winning over renters in the latest of its string of housing announcements, pledging reforms that would ensure tenants don't have money tied up in two bonds at once. It came as the Premier defended his party's latest stamp duty pitch, which offers major financial benefit for homeowners aged 60 and over.

00:37offering concessions of up to $100,000 for downsizers who move into a new build.
00:41The pledge, coming less than six months after the former Treasurer,
00:45said relief for downsizers wasn't on the table.
00:48We've got to ask ourselves as a government, who do we want to help the most?
00:52People who feel like they're locked out of the housing market and can't break their way in,
00:56or people who for some years have already had the benefit of home ownership
01:00and are enjoying the massive capital gains as a result of that.
01:04The Premier denies there's been any change in the government's approach,
01:07insisting Labor's scheme is all about adding supply rather than giving downsizers a leg up.
01:13It's not an incentive to downsize, it's an incentive to move into a new build.
01:18Labor is hoping that a policy helping those who have already benefited from the property boom
01:23will pay off, but the Liberals have had their own challenges with stamp duty reform.
01:28While they initially promised to abolish the tax entirely,
01:31their policy now includes a $15,000 discount
01:35for downsizers who move into new or established smaller homes.
