00:23of arrests, investigations, raids, and the use of force.
00:27In the memorandum, the Coalition of Civil Rights Group said these cases cannot be viewed as
00:33isolated cases, as they instead reveal a recurring and systemic pattern of failure.
00:39They likewise raised concerns over years-long investigations, police statements which they
00:43claimed were defensive or inconsistent, and a deeply alarming rise in custodial deaths.
00:49Last week, Home Minister Saifurina Sutyan Ismail said 42 cases of death in custody were recorded
00:55in 2025, 8 deaths in prison, 22 while being detained by police, and 12 in police lockups.
01:02He said investigations found that the deaths stemmed from health factors, including heart
01:06attacks, strokes, and complications from chronic illnesses.
01:11In a press conference today, Azura said the memorandum centered on two key demands, the
01:16first being a comprehensive reform of police SOPs, which are largely classified under the
01:21Official Secrets Act, and the second demand was for greater public transparency and police
01:25accountability to Parliament via the release of data on arrests, use of force, custodial
01:31deaths, and cases under security laws.
