00:23Ngayon po nga parehong insufficient in substance ang dalawang impeachment complaints laban po kay Pangulong Marcos.
00:28Well, ang consequence nito, Connie, this is similar to a dismissal.
00:35However, ito po ay subject sa approval ng at least one-third of all the members of the House of Representatives.
00:44So this coming Monday, continuation po yan ng aming committee meeting
00:49kung saan amin pong i-pre-prepare ang aming committee report
00:53at ito po ay pagbobotohan din sa Justice Committee
00:56and after that we will be transmitting this to the plenary.
01:01Doon naman po sa plenary kung kailan po ito ma-include sa agenda,
01:05pagbobotohan din po ito.
01:07Kung ito po ay approban ng at least one-third of the members of the House,
01:11then the impeachment process is terminated already.
01:15Pero kung ito po ay i-disapprove ng at least one-third of all the members of the House,
01:21that is tantamount to reversal of our decision.
01:24In which case, ibabalik po sa amin yung aming committee report
01:28and we will be constrained to prepare the necessary articles of impeachment.
01:33Pag nagawa po namin yung articles of impeachment,
01:36ibabalik po ulit namin ito sa plenary subject again
01:39to the approval of at least one-third of all the members of the House.
01:44Pag in-approve po yan, that warrants transmittal to the Senate.
01:48At kanina po, sa panayam ng unang hirit kay Rep. Terry Ridon,
01:52sabi po niya malaburaw na maabot talaga itong one-third na mga miyembro ng Kamara
01:56para ma-reverse itong desisyon ng committee.
01:59Ano po ang reaction niyo dyan?
02:00Well, I do not want to pre-empt what will happen on Monday, no?
02:05I do not want to pre-empt kasi wala naman akong nakakausap sa kanila.
02:08I would like to maintain my independence and impartiality here
02:13in my capacity, of course, as the justice chairperson, no?
02:17So, I cannot comment on that about the statement of the Honorable Ridon.
02:22Okay, pero ito po, reaction niyo na tila naprotektahan daw eh
02:25ng Kamara si Pangulong Bongbong Marcos.

03:04because my objective then is to ventilate lahat ng mga possible opinions
03:10which the Filipino people may have, the people we are representing, no?
03:15And ako bilang chairperson ng justice committee, really,
03:21I am convinced and I maintain that the members of the justice committee
03:27acted with independence and impartiality when they voted
03:31on the insufficiency in substance of both impeachment complaints.

03:42Pati yung video ni Zaldico, kaya may mga bumotong insufficient in substance
03:46yung reklamo laban po sa Pangulo.
03:49Sa parehong batayan niyo rin ho ba susuriin ang impeachment complaint?
03:52Laban naman kay Vice President Sara Duterte?
03:55Definitely, Connie, sapagkat isa lang rules ang aming ipinapatupad.
03:59We're following the rules of impeachment of the House of Representatives
04:05adopted by the 20th Congress.
04:07We're following the Constitution and we can assure the Filipino people
04:11na kung anong naging parameter namin, kung anong naging procedure namin,
04:16kung anong naging deliberation namin in the impeachment deliberation
04:21against the President, no?
04:24Will be observed as well from the referral of the impeachment complaints
04:29against the Vice President.
04:31Sabi po ni Speaker Bojidi, hindi pa raw niya natatanggap
04:34yung impeachment complaints laban kay Vice President Sara Duterte?
04:38Ano ho ba ang petsa o timeline kaya na tinitignan nyo para simulan na
04:42ng committee ninyo yung pagtalakay sa impeachment complaint?
04:44Laban naman kay VP Sara.
04:46We cannot start, Connie, hanggat hindi na-refer sa Justice Committee.
04:50So, same rules tayo ng kamukhanong kay President Bongbong Marcos, no?
04:57The Secretary General has to transmit to the Speaker immediately
05:01and then the Speaker has a period of 10 session days
05:04to include it in the order of business of the plenary
05:07and then from the plenary, they have 3 session days
05:09to refer that to the Committee on Justice.
05:11I can assure the Filipino people na once matanggap yan
05:15ng Committee on Justice, we will proceed immediately
05:19to the proceeding before the Justice Committee.
