00:00In Caracas, Venezuela, thousands are rallying on Friday to mark the 68th anniversary of the
00:22popular rebellion that ended the dictatorship of Marco Jimenez and to call for the release
00:27of kidnapped President Nicolás Maduro and his wife, Deputy Celia Flores.
00:34In the United States, hundreds of businesses in Minnesota closed the doors on Friday in
00:41protests against the Donald Trump administration's immigration policies.
00:50Russia and the U.S. hold three-way talks in Abu Dhabi this Friday, marking the first time
00:56that the three countries have sat down together since the start of the conflict in 2022.
01:05Hello and welcome to From the South.
01:06My name is Belen de los Santos.
01:08I'm from the Tresor Studios in Havana, Cuba.
01:10We'll begin with the news.
01:11Venezuela National Assembly approved on Thursday a partial reform to the hydrocarbons law.
01:29Parliament President Jorge Rodriguez opened the vote for the reform under Article 203 of the nation's
01:36constitution, which was approved by a qualified majority.
01:40The reform seeks to ease and increase oil production in the Bolivarian nation.
01:45Rodriguez also highlighted the importance to implement a law to protect the income of the Venezuelan people.
01:51Also on Thursday, in Caracas, the capital of Venezuela, acting President Delcy Rodriguez,
02:02supported the partial reform of the organic law on hydrocarbons and assured that this new legal framework
02:09will strengthen energy sovereignty, attract investment, and develop oil fields that have not been exploited until now.
02:17In this regard, Delcy Rodriguez stated that activating currently inoperative oil fields through more flexible business schemes
02:24and greater participation by the private sector in partnership with the state and workers
02:30would lead to a notable improvement in crude oil production and generate greater resources for social investment.
02:38The acting President also described the legislative achievement as an imperative necessity
02:43for the development and well-being of the Venezuelan people.
02:52We are witnessing the development of the discussion on the partial reform of the hydrocarbons law
02:57within the framework of our energy sovereignty, a law that seeks to adapt, a law that seeks to attract investment
03:03for the development of fields never exploited by Venezuela,
03:07and that the exploitation of these oil fields be for the happiness of the people,
03:12directly for the happiness of our people.
03:14And meanwhile, in Caracas, thousands are rallying on Friday to mark the 68th anniversary of the popular rebellion
03:38that ended the dictatorship of Marcos Pérez Jiménez and to call for the release of kidnapped President Nicolás Maduro
03:45and his wife, Deputy Celia Flores.
03:47On January 23rd, Venezuela commemorates a date that marked the fall of the Marcos Pérez Jiménez dictatorship in 1958.
03:56For this, citizens are rallying through the central avenues of the capital
04:00with banners and chanting slogans in a great march in defense of sovereignty.
04:05The demonstration joins the continued showcase of support for the Bolivarian revolution
04:10as different sectors of the mobilized people have been staging marches since the United States' attack
04:16of January 3rd that culminated with the kidnapping of the constitutional president of Venezuela and his wife.
04:24Also on Friday, Venezuela marks the anniversary, as we were saying, of the popular rebellion that ended the Pérez Jiménez rule
04:37and is widely seen as a turning point that paved the way for democratic government in this context.
04:43Foreign Minister Iván Gil highlighted this date through his Telegram account.
04:47The top diplomat shared, on January 23rd of 1958, the popular rebellion that ended the dictatorship of General Marcos Pérez Jiménez
04:57culminated in a display of the power of civil-military unity.
05:02In this regard, Gil assured that after the end of Pérez Jiménez rule,
05:07the country entered a new era of two-party government political and economic crisis
05:13and great hardship for the population, which ended with the arrival of Commander Hugo Chávez
05:19and the triumph of the Bolivarian Emancipation Project.
05:22And the director of Russia's Foreign Intelligence Service, Sergei Naryshkin, asserted that with the kidnapping of Venezuelan President
05:35Nicolás Maduro, the United States had put the final nail in the coffin of the liberal order.
05:42During an interview with a national media outlet, Naryshkin expressed astonishment
05:46that some politicians in Washington were boasting about an operation that he described as a blatant violation of international law.
05:55The diplomat and security and intelligence experts affirmed that the attack against the Bolivarian nation
06:01is part of a series of U.S. imperialist actions over the last three decades,
06:08citing the cases of Yugoslavia, Iraq and the military intervention in Libya as well.
06:14In this regard, Naryshkin says that it is very symbolic that the end of what he called the totalitarian liberal order
06:22was sealed by Washington itself.
06:30Now we have a short break coming up, but first, remember you can join us on TikTok at Telesur English
06:34where you will find news in different formats, news updates and much more.
06:38We'll be right back. Stay with us.
06:44We continue in From the South.
06:52In Brazil, the closing of the 14th National Meeting of the Landless Workers Movement, the MST,
07:00was attended by President Lula da Silva, who could benefit 26,000 families with a new settlement package.
07:07During the closing ceremony of the meeting, President Lula da Silva is expected to announce a broad package of expropriations for the agrarian reform.
07:16According to reports, more than 230,000 families were included in the agrarian reform and cooperation program
07:23with the aim of promoting sustainable and sovereign rural development.
07:27In this scenario, on Thursday, a brigade of activists took the opportunity to denounce the aggression of the United States military forces against Venezuela
07:36and the kidnapping of President Nicolás Maduro and his wife, Celia Flores.
07:41And in other news on Thursday, the Colombian government has suspended electricity exports to Ecuador.
07:54The decision is one of the responses to the 30 percent tariff imposed unilaterally by Quito against Bogotá without prior notice or dialogue.
08:03When announcing the suspension of electricity exports, Colombia's Minister of Energy Edwin Palma stated that the purpose of the measure
08:11is to protect the national interest, energy, sovereignty and dignity.
08:16In this regard, Bogotá confirms that it remains committed to regional cooperation,
08:21but establishes priorities when the stability of the electricity service may be compromised.
08:27Later, President Gustavo Petro referred to this decision.
08:33To respond here to my colleague, the President of Ecuador, who doesn't like me at all,
08:43despite the fact that he invited me to his home, despite the fact that I don't like invitations like that,
08:49not even five, because I don't know what it was for.
08:52But well, we sold him energy when he needed.
08:56Now that he doesn't need it, he seemed to be the best friend of the one who shouts the loudest.
09:01What I don't like to shout sometimes, there in Ipiales, we know, and we are close to the sea,
09:09the transfer of narcotics from Colombia to Ecuador may be by ship.
09:13It is the safest way.
09:15But we need a prevention radar in the highlands of the Nudo de las Papas, near the border,
09:21so that there is no transfer of drug-laden aircraft.
09:25And in the United States, hundreds of businesses in Minnesota have closed their doors on Friday
09:33in support of protests against the Donald Trump administration's immigration policies.
09:38The strike was organized by local unions, religious leaders, and citizens urging Minnesota residents
09:43to avoid shopping and staying at home.
09:46In this scenario, protesters marched under the slogan,
09:51ICE out of Minnesota to reject the violence of immigration and customs enforcement against migrants.
09:57The strike comes after Vice President J.D. Vance suggested that ICE make a strong presence in Minneapolis.
10:04Let's recall that two weeks since 37-year-old U.S. citizen Renee Nicole Good was fatally shot by an ICE officer,
10:12the defiance of the city's residents remains on full display.
10:20And in this context, ICE agents continue to use aggressive and violent methods to make arrests
10:25in its mass deportation campaigns, including breaking down doors in Minneapolis homes.
10:31An internal memorandum from Immigration and Customs Enforcement authorized agents to use force
10:36to make arrests without a deportation warrant.
10:39In this regard, activists point out that these guidelines violate the protection of the Fourth Amendment
10:45to the U.S. Constitution, which establishes protection against searches and seizures without a warrant.
10:53And in other news, Denmark's Prime Minister arrived in Greenland on Friday
11:05in a show of support for the Arctic island amid ongoing annexation threats by U.S. State President Donald Trump.
11:13The Danish leader, Matt Fredriksson, landed in Nuuk to meet with her Greenland counterpart, Jens Fredrik Nilsson.
11:23Fredriksson's visit comes after two fraught weeks for Denmark and Greenland,
11:29culminating in Trump claiming he had reached an agreement with NATO Secretary General Mark Rutte on Wednesday
11:37that saw the U.S. leader withdraw his threats of military action and tariffs against European allies.
11:44Greenland is an autonomous territory of the Danish Kingdom,
11:47and both governments have assured the island is not for sale and its sovereignty is not up for discussion,
11:54but they are open to talks on other topics such as security and economic development.
12:05And Ukraine, Russia and the United States hold talks in Abu Dhabi,
12:10marking the first time that the three countries have sat down together since the start of the conflict in 2022.
12:17The meeting was confirmed after talks at the Kremlin between the Russian President Vladimir Putin,
12:22the U.S. envoy Steve Whitcoff and Jared Kushner.
12:26In this context, Kremlin diplomatic advisor Yuri Yushakov told reporters those talks were very useful in every respect,
12:35adding that the first meeting of a trilateral working group on security issues is underway today in Abu Dhabi.
12:43The full details of the talks in the United Arab Emirates were not released.
12:52And in this context, the U.S. negotiating team is headed by Envoy Steve Whitcoff
12:58and the Russian side by General Igor Kostikov, the director of Russia's GRU military intelligence agency.
13:07Meanwhile, Ukraine's delegation is led by Secretary of the National Security and Defense Council,
13:14Rustem Umerov, and include Lieutenant General Andrey Yentov, the chief of staff of the Ukrainian Armed Forces.

13:43Final short break. Don't go away.
13:44We're continuing from the south.
14:11Both in this case, we go to Palestine as the authorities have reported the death of at least 10 babies in the Gaza Strip,
14:18victims of low temperatures and the lack of basic conditions for survival due to the severe winter season
14:25and the ongoing genocide despite the ceasefire in place.
14:30The deaths are occurring amid a widespread humanitarian crisis where critical shortages of fuel and medicines
14:37are preventing medical centers from saving lives.
14:41Added to this scenario is a dangerous increase in pregnancy complications due to the destruction of health infrastructure
14:47and the impossibility of accessing specialized care.
14:51International organizations denounce that these deaths are the result of the Israeli blockade,
14:56leaving newborns as the most vulnerable population in the face of storms and health care neglect in the Palestinian territory.
15:05And for decades, local organizations in Okinawa have fought against the military station of the archipelago,
15:16which concentrates 70 percent of U.S. military bases in Japan.
15:21Our correspondent, Mauro Ramos, with more.
15:24Okinawa is an archipelago in southern Japan, representing only 0.6 percent of the country's total area.
15:30Yet, these islands house approximately 70 percent of all U.S. military assets stationed on Japanese territory.
15:41Local organizations fear that Okinawa could become a target in future conflicts
15:45and oppose the heavy militarization of the region.
15:49Keiko Yonaha is one of the leaders of the demilitarization and peace movement.
15:53In my opinion, the root of all the problems in Okinawa still lies with the U.S. military bases.
16:03Recently, even the self-defense forces bases have become part of the problem.
16:09I believe that almost all the problems Okinawa faces stem from these U.S. military bases.
16:15Beyond that, there are issues like sexual assault against women, as well as accidents caused by American soldiers,
16:23for example, helicopters or jets crashing in Okinawa.
16:28There are also problems like soil contamination.
16:30Kadeena is a city of nearly 13,000 inhabitants, with more than 80 percent of its territory occupied by U.S. military bases.
16:45Yoshihiro Fukuchi is one of the leaders of an organization pursuing legal action to stop the noise pollution caused by the U.S. aircraft, including F-35.
16:55At least from my perspective, it is highly anomalous that while the courts acknowledge that local residents have indeed suffered damages caused by noise generated within Japan's own territory,
17:08they simultaneously assert that there are no legal remedies available.
17:12This leads us to question, is Japan truly a sovereign state?
17:17Does Japan lack the rights inherent to any sovereign nation?
17:21We have reflected deeply on this question.
17:23The occupation of the archipelago occurred after the so-called Battle of Okinawa at the end of World War II in 1945.
17:34According to the Okinawa prefectural government, more than 100,000 civilians died victims of the U.S. or Japanese forces, forces suicides, starvation and disease.
17:45After Japan's defeat, Okinawa remained under direct U.S. military administration for 27 years, until 1972.
17:54Takamatsu Gushiken from the organization No More Battle of Okinawa is dedicated to recovering the remains of war victims.
18:03The reason I oppose military bases in Okinawa is to prevent Okinawa from becoming a battlefield again.
18:10This comes from my own experience, from the age of 28 until now, at 71, I have long dedicated myself to collecting the remains of those who died in the Battle of Okinawa.
18:24This work involves returning the remains to their families, and throughout this process, I have constantly felt a profound problem.
18:32Those who became victims were not just soldiers.
18:37There were ordinary residents, elderly people, children and women.
18:43From Beijing in China, Mauro Ramos reporting for Telesur.
18:46And we continue in Japan, because on Friday, Japanese Prime Minister Senai Takayashi officially dissolved the parliament ahead of the February 8th snap elections.
18:58The dissolution will end the terms of all 465 lower house lawmakers, and temporarily suspend budget talks ahead of a snap election.
19:06With this move, the Prime Minister seeks to strengthen support for her government, increase public spending, and revive the stagnant Japanese economy, one of her greatest challenges in this regard.
19:19Opinion polls show that the voters are split on the Prime Minister's political course.
19:24However, the February 8th ballot will decide both the next lower house and whether Takayashi retains public support to govern.
19:36Also on Friday, during the first plenary session of the 14th National Congress of the Communist Party, Talam was unanimously re-elected General Secretary of the Central Committee.
19:53Talam was re-elected by all 180 members of a newly formed committee at the end of Congress, held every five years to set key targets and make leadership decisions.
20:05The party also appointed the 19 members of the Liberal and the Inspection Commission.
20:12In the scenario, Talam said that he would maintain party unity and told the Congress he wants more reforms to foster a system based on integrity, talent, courage, and competence.
20:24The leader of the Communist Party also referred to the objective of conceiving reforms to boost the country's economic growth and maintaining the commitment to international and foreign relations.
20:35Talam said that he should also be able to build a couple of people in the country.
20:40About the economy, we will build up the growth model to ensure the objective of double-digit growth.
20:47In the face of international difficulties and volatilities, few countries reach double-digit growth.
20:55But we also raised the issue that we need to achieve double-digit growth to reach our goals.
21:07This time, one more new point is that Vietnam has increased the role of international relations,
21:15external relations of Vietnam to a new importance,
21:19on the same level with the attacks of defense and security.
21:25And the French Navy intercepted an oil tanker in the Mediterranean Sea that was traveling from Russia.
21:32In a joint operation with intelligence provided by the United Kingdom,
21:36the ship The Grinch was intercepted.
21:38According to French officials, French maritime authorities said that the ship,
21:42which departed from the city of Murmansk in northwest Russia,
21:46was intercepted in the western Mediterranean off the coast of the city of Almeria in southern Spain.
21:52For its part, the Kremlin complained that the French government did not inform it of the interception.
