00:00Good morning, everyone. First of all, I want to acknowledge
00:03and there's only one reason we're gathered here this morning,
00:08is to send out the alarm, alert all New Yorkers
00:12that we are heading into a very, very dangerous
00:15weather event that is unfolding later today and throughout
00:20this weekend into Monday, throughout every corner of the state.

00:27So, I'm here to say this is a very dangerous
00:31combination of heavy snow and extreme, extreme
00:36cold temperatures. And the risks are so intense
00:39that as I'm standing here right now, I'm declaring
00:43a state of emergency throughout the entire state of New York.

00:51So, right now, here's the bad news. Temperatures
00:55across New York are plummeting. By tomorrow night, we'll be
00:58experiencing some of the most dangerous cold we've seen in years.
01:03And if you're heading up to the north country, you're living
01:06in that beautiful part of our state, you better bundle up.
01:10You'll be experiencing minus 40 to minus 50 degree wind chills.
01:15The rest of the state, real field temperatures will be, feel like, below zero tonight and tomorrow.
01:23Down to a negative minus 20 all across the I-90 corridor from Buffalo to Albany will feel like
01:32it's below zero and also down minus 20.
01:36And even in downstate, the temperature will feel like minus 10, Hudson Valley.
01:41Minus 10 in New York City and Long Island.
01:43And that is not something that part of our state is accustomed to.

01:53So, we've got the extreme cold. Bundle up.
01:57Let's talk about the volume of snow.
01:59We're expecting more snow than they were talking about even 24 hours ago.
02:08So, pay attention to these totals.
02:1012 to 18 inches of snow possible across Long Island, New York City, Hudson Valley, Capital Region,
02:15Southern Tier, Mohawk Valley, and Central New York.
02:18The rest of the state could see upwards of a foot of snow.
02:22Now, up to a foot of snow downstate,
02:25it could be paralyzing in a dense area like New York City.
02:29They have not seen snow totals like this in years.

02:39And so, I'm always concerned about reminding people that you have to stay indoors.
02:44I mean, this was a lot of, there was a loss of life because people were outside,
02:49maybe didn't understand how severe it was, did not hear the warnings,
02:52did not, you know, whatever reason, they were outside and the most horrible things happened to them.
02:58And so, that's what I'm trying to prevent,
03:00is always reminding people that hypothermia can settle in quickly,
03:03frostbite can settle in, and that's something that maybe a lot of people
03:06in other parts of our state aren't even aware of.
