00:06Good afternoon, Vice President.
00:09First, I ask for the authorization for my condition to present the law from my sitting session.
00:16Well, good afternoon.
00:18Once again, Vice President, dear parliamentary members,
00:23today we correspond to present the project in the first discussion of the Organic Law for the Acceleration and Optimization of the Administrative Procedures of the Public Administration Project of Law,
00:41which is an initiative of the National Executive presented by our Acting President, Delsi Rodriguez,
00:47on January 15th in her presentation of the Annual Message to the Nation.
00:52In this moment, it is exceptional that it lived by the nation.
00:56It demands extraordinary measures to strengthen the action of the state,
01:00guarantee the well-being and the human rights of the population,
01:04the fulfilling of their essential goals,
01:08and very particularly the economical development and integral of the nation.
01:12that is why, in this sense,
01:16the looking in the maximum efficiency of the acting of the state is in benefit of the people
01:22because it constitutes one of the central objectives in these types of challenges
01:28that we have to overcome and that are effectively we are overcoming
01:33because always we're going to continue prevailing in our country
01:37with the men and women with the people of Venezuela
01:41that day by day go out to do any administrative procedure,
01:46whether it's public or private.
01:47It exists a general consensus on the necessity of transforming the procedures of the state
01:54to do them simpler, faster, deeper, and especially to ensure their objectives.
02:02In general, the people are convinced that it is necessary to eradicate rules and practices
02:09that make bureaucracy and that obviously delay unnecessarily the results.
02:17Unfortunately, the degree with rank, value, and force of law of simplification
02:22of administrative procedures currently has not been enough
02:27to resolve this situation that day by day happens.
02:33From there, the demand of a new law presented by the National Executive
02:38that allows to adopt urgent measures from the National Executive
02:43to accomplish, accelerate, and especially to optimize all of the administrative diligences
02:50in favor of the citizenship of the Venezuelan people.
02:53This project of organic law that guarantees the constitutional rights
02:58and is presented has 13 dispositions in which we establish the objective finality
03:04and the fundamental principles that inspire its content.
03:08Likewise, it establishes the attributions of the National Executive
03:12in matters of acceleration and optimization of procedures of the state
03:17indicating with precision all of the competencies of the Executive of the President of the Republic
03:28for what to suspend, reduce, suppress, derogate, and modify procedures, authorizations,
03:37permits, and requisites in law, rules, resolutions, providence, and administrative acts,
03:44including the necessary digitalization, uniformity, and unification of those.
03:51Finally, Deputy, Citizen, President, and Vice President,
03:56the proposal of organic law creates a presidential commission
04:02to evaluate and propose to the National Executive
04:04the measures that need to be adopted in this matter attending wide procedures of participation
04:11and popular consultation.
04:13To finalize, it is duty to inform that this project of law does not require budget
04:22because the execution is assigned to the organs of the National Public Administration.
04:29On the contrary, it is possible that its development saves money through the National Treasury.
04:35I invite the deputies of this important forum to join in a single voice
04:40to be able to approve this law in the first discussion
04:43and for us to go in its public consultation and approval in the second discussion
04:48as it establishes the rules of interior and debate of the National Assembly
04:53and the pertinent law.
