00:00Now if we look at what can be I mean the highs and lows because the CPR results what it measures
00:28is two years before right when we say two years before it would the survey period would usually end
00:33one year before the mid of the year before right like June or July the year before so we got to see
00:39what has been implemented during that time but again it's two things here that's taken to account
00:44one is the strategy that's in place and what I have been mentioning now and then is what we call
00:52the say-do gap say-do gap is a lot has been said but not much has been done we understand the
00:58the PM has consistently said that there's constraints and there's discussions that need to be made
01:03between different different parties and whatnot but we believe that it should be faster right it's way
01:08too slow what's happening now we are not saying that reforms are not being done it is being done
01:12but way too slow so another another point is I think we are also well aware is the cases that are coming
01:18out and how these cases are being treated now the problem we are facing here again I don't want to go
01:23too much into it dulu lah but but we had DNAAs we had high level politicians that were charged for for
01:30corruption and then when they go to court we see that insufficient evidence so either the case is
01:34no longer pursued and such now this would create a bad public perception
01:38for me is again the widening sedu gap has to go down lah right you have to reduce that gap of what you
01:55see and what's being implemented right and if there is policy they they are plans or strategies in place
02:01ensure that they are implemented in accordance to what has been mentioned not a checklist it shouldn't be a
02:07checklist-based compliance like how even companies that are companies it's not checklist-based why are you
02:12doing it can you measure outcome what is that outcome that you measure and if not it's pointless
02:18and what has been implemented now according to NACP should also be measured based on outcome
02:23you've implemented now what what can we see what's the impact to it right and and just to cover a few
02:28more areas just now that probably we missed this uh talking about ombudsman for example yeah I want to
02:33make it clear also because these different understandings of what ombudsman is and there
02:38are different practices in different countries ombudsman is if to very to very easily understand it
02:45it will be a two-line reporting structure
02:59what so that's personal personal feeling of how i feel when i see cases of yeah i don't know i i have i
03:06still have hope i still have hope for me i believe that uh they you're never going to have a perfect world
03:12corruption can never be eliminated right i i don't use that word we want to mitigate
03:16you want to mitigate reduce so i i i do expect there will be cases but i don't want cases at the
03:22highest level because when you have when you have an ex-army chief at the top that's getting charged hope
03:30and if they get and they get convicted you know the whole structure is not right yeah i don't want to use
03:35the word rotten but whole structure may not be right right somebody has to step in
03:43so as i see cases i still have hope uh that things can change and we have to just keep pushing
03:49forward but i i haven't given up hope yet so i won't say that it is depressing but i mean i don't
03:57don't mind me saying this but uh the thing about history in Malaysia is we don't learn from it lah at all
04:03right 1MDB was massive it brought up the issue of grand grand corruption grand corruption does not mean
04:09big amount this is something that even media gets wrong sometimes the definition of grand corruption is
04:14when you are at the highest level you make policy changes and you you you make instruments which would
04:21facilitate abuse of power that is grand corruption
