00:00The chair now recognized the gentleman from Delaware, Representative McBride, for five minutes.
00:08Mr. Speaker, I rise today to congratulate Lieutenant Colonel Chaplin Reverend Dr.
00:15Achellarine Addison on her recent promotion at the Delaware Army National Guard.
00:20I rise today to congratulate Lieutenant Colonel Chaplin Reverend Dr. Achellarine Addison on her
00:25recent promotion at the Delaware Army National Guard. Earlier this month, I was honored to attend
00:31her promotion ceremony and celebrate her historic role as the first woman to hold this rank at the
00:36Delaware National Guard, and I was moved hearing about her commitment to her fellow guardsmen.
00:42Before her time at the Delaware National Guard, she served as the first woman chaplain at the
00:46National Guard Bureau in Arlington, Virginia. Her devotion to spiritual empowerment and
00:51trauma-informed healing has made her an indispensable leader to Delaware's Army National Guard,
00:56and I look forward to seeing the work she continues to do in shaping the spiritual lives of those
01:01around her. Well done, Lieutenant Colonel Addison. Mr. Speaker, I rise today in recognition of the
01:09closing of Grassroots, a gift shop in Newark, Delaware, after 50 years in business. What started
01:15as a small shop on Newark's Main Street grew into a Delaware institution, with locations across
01:21our state, from Wilmington to Hocasson to Rehoboth Beach, but its heart always stayed in Newark.
01:28Grassroots weathered changing times. It survived recessions. It adapted as retail shifted online,
01:35and through it all, it remained a constant presence, helping define the character of downtown Newark for
01:40a generation. Marilyn Dickey, who co-founded Grassroots in 1975, poured more than half her life
01:47into the store. Grassroots wasn't just a business. It was part of the rhythm of Newark, a reminder that
01:55local businesses create connections and build community. As Grassroots closes this chapter and
02:01Marilyn begins a well-earned retirement, Delaware wishes you all the best and thanks you for your years
02:07of community service and creativity.
