Community clubs in the Northern Territory claim they return millions in pokies profits to the community, but until now, what form those contributions took has been hidden from view.

00:01Remembrance Day, a time for solemn reflection.
00:07But in Darwin last year, it was also a time for celebration,
00:11with the grand opening of the Services Club,
00:13rung in by the sound of 40 poker missions.
00:17We understand there is, you know, socially,
00:20it's probably not acceptable to a degree anymore,
00:23but it is a very good level of income for the club itself.
00:27Management here says 80% of Poki's profits
00:30go to veteran services via the RSL.
00:33But other clubs are not so generous with their gaming revenue.
00:36Not-for-profit clubs with poker machines
00:38are required to publicly report their community contributions.
00:41And last financial year, the NT's 20 existing clubs
00:45claimed they contributed almost $4 million to worthy causes.
00:49But documents obtained by the ABC reveal,
00:52some of those claims are dubious at best.
00:55Silks Darwin claimed $22,000 in donations from patrons
01:00through meat trays and other raffles,
01:02and the Nightcliff Sports Club claimed $10,000
01:05in donations to CareFlight and the RSPCA via collection tins,
01:10despite guidelines ruling them ineligible.
01:13Nightcliff Sports Club also claimed hundreds of thousands of dollars
01:17in community contributions for money spent upgrading club infrastructure,
01:22while other venues claimed for free ice and members' birthday parties,
01:26also in apparent breach of the guidelines.

01:57Statistician Matt Stephens says like pubs and casinos,
02:00clubs with pokies should also be forced to pay
02:03into the government's community benefit fund,
02:06set up to redistribute gambling losses via grants.
02:09It's not really costing them any money.
02:12So it's not...
02:13I wouldn't call that a community contribution,
02:15but it gets counted as an in-kind community contribution
02:18when they're filling out their audit.
02:21Dr Stephens was the lead author on a gambling study
02:24released quietly by the NT government late last year.
02:27It found the Territory has doubled the national average
02:30of problem gamblers,
02:32with 4,324 people pumping almost $122 million,
02:38or $28,000 each, into the pokies each year.
02:42The latest budget papers also show
02:45they poured more than $50 million into NT government coffers
02:49via a direct tax on poker machines.
02:52If you actually want to reduce harm,
02:54they've got to be prepared to reduce the revenue
02:57as well.
02:58In a statement, the Nightcliff Sports Club
03:00says it's under new management
03:01and is working with the department
03:03to correct previous reporting errors
03:05and ensure future compliance.

03:09to contribute to the community benefit fund
03:11would leave some financially unviable.
