Bingley residents have slammed a £35 parking charge for their street which has potholes big enough for ''kids to play in''.

00:05Residents of Balfour Street and Gladstone Street here in Bingley
00:08have to pay a £35 charge to park outside their own homes
00:12due to these being what's known as unadopted roads.
00:16Bradford Council introduced the permits to help raise £2.7 million over two and a half years.
00:23One resident said the potholes are so deep that children splash around in the water after it's rained,
00:28adding that the permits are a long outdated hangover
00:32from when the Bradford and Bingley Building Society was in the park
00:35when permits were used to stop employees parking outside residents' homes.
00:41Across Bradford there are around 14,000 parking permits issued each year,
00:46generating around half a million pounds.
00:48The permits used to be free, but the £35 charge has frustrated some locals,
00:53particularly with the roads not being maintained.
00:55A Bradford Council spokesperson said the unadopted roads form part of a wider scheme
01:01designed to manage residential, visitor and commuter parking in the area.
01:06While they're not maintained by the Council, they can still be classified as public highways,
01:11meaning all legal rights of passage apply,
01:13and the Council can introduce and enforce traffic and parking controls.
01:17In this case, a permit parking scheme has been implemented,
01:20and enforcement is carried out accordingly.
01:22The Council can adopt roads under the Highways Act 1980,
01:26but before adoption, residents and other property owners with frontages on the road
01:31would need to fund the necessary improvements to bring the street up to adoptable standards.
01:36Residents can request a review to remove the parking zone,
01:40but it must be supported by a petition which is signed by at least 10 households.
