00:45upang talakayin ang mandato po ng OWA na nagtitiyak ng kapakanan ng mga OFWs.

00:56Yes. Marami mga activities.
00:58We're so happy. We're so happy that it has come.
01:01Of course, ito ang panahon natin para bigyan ng halaga.
01:07Ang kontribusyon ng ating mga OFWs sa ekonomiya ng Pilipinas
01:12at syempre ang pagpapamalas nila ng kagalingan ng Pilipino sa buong mundo.
01:17I agree with you, attorney.
01:18Now, siguro simulan rin natin, attorney, yung ating usapan
01:21sa mandato ng OWA na nakatoon sa kapakanan ng ating mga OFWs.
01:25Of course, ang OWA or Ang Overseas Workers' Welfare Administration ay itinatag
01:32para talaga unahin at tiyakin ang kapakanan, karapatan at kagalingan ng OFWs at ang kanilang pamilya.
01:40So, ito ang sentro sa aming mandato, ang protektahan ang mga OFWs sa anmang panig ng mundo.
01:47So, yun talaga.
01:48Alright. Now, in terms of pagpuksa sa kahirapan, na siya rin din pong mandato naman ng NAPSI
01:54at katuwang po dyan ang OWA, sa ating mga OFWs, sila po ay vulnerable din dito sa usapin ng kahirapan.
02:00Ano po yung mga programa ng inyong ahensya na nakatoon po rito?
02:03Of course, kasama at kakibat ng aming mother agency, Department of Migrant Workers,
02:08mula umpisa ng kanilang journey towards the migration cycle, talagang tinutulungan na namin sila.
02:15So, with our bilateral labor agreements at employment contracts,
02:25ay tinutulungan namin ang mga OFWs makakamit ng tama at disenteng trabaho
02:31at malabanan din ang illegal recruitment.
02:35Tapos, pag nandun na sila, pag balik nila, meron kaming reintegration programs
02:42at livelihood programs para sa kanila.
02:44Ang OWA has tulong puso, balik pinas, balik hanap buhay projects para sa kanila,
02:52para sa mga gustong magbagong buhay ba dito, mag for good, yung sinasabi nila.
02:57And also, buhos din ang aming pondo, ang OWA Fund.
03:02Sa mga social protection funds and scholarships para sa mga dependents and even the OFWs themselves.
03:10And of course, kailangan natin silang turuan ng financial literacy from the get-go until they go home
03:15para hindi sayang yung kanilang iipon.
03:22Naalala ko tuloy, kasi last time, ang naging guest naman namin dito ay council member naman ng related also to migrant workers ng NAPSI.
03:29At sabi nga nila, bago pa man umalis, kailangan na sa isip na nila yung reintegration.
03:34Yes, dapat nakabaon sa isip nila na hindi ito forever for them.
03:40That they have an option to go back and have all the other government agencies, not only the MW,
03:47but their government support them in their journey back home.
03:52At sa ating mga OFWs na gustong bumalik at reintegrate nyo sa lipunan,
03:56ang dami-daming program na nabang ito kanila.
03:59Dapat alam yun talaga ng mga OFWs.
04:03That is why we in the DMW and the OWA really go out in caravans, servisyo caravans outside,
04:12not only to give services, but also to inform our OFWs of our programs for all of them.
04:18Okay, talking about that servisyo caravan, saan mga lugar na po ito nadala?
04:23At ano po yung mga servisyo hanggang dito?
04:25Thank you, ang dami-dami na rin po.
04:26So, as of ang bilang ko, November 25, may 22 areas na kami nakuntahan.
04:33And as of that time, meron pa kaming tatlo or so na pupuntahan pa.
04:39So, it has been brought to Asia, Middle East, and Europe.
04:48So, itong servisyo caravan ay direktiba ng ating mahal na Pangulo para ilapit lahat ng services sa mga OFWs na lang doon.
05:01So, ramdam na ramdam nila ang gobyerno at ang servisyo ng gobyerno, doon kung saan man sila.
05:06Hindi na nila kailangang umuwi dito or pumunta pa sa malayo para lang maramdaman na ang gobyerno nila cares for them.
05:15Okay, so different government agencies are there.
05:18Yes.
05:18So, for example, PSA is there, National ID, OWA is there to give their e-cards and renew their membership,
05:27DMW for their verification of contracts, may SSS, may PhilHealth, may Pag-ibig,
05:35anyone who wants to join DTI, NRCO, our re-integration arm, I think DFA as well with their consular services,
05:47PAO with their legal services, this is a good idea.
05:52Yeah, and many, many other government agencies have given their willingness to join the DMW-led and the OWA-led servisyo caravan for the OFWs.
06:06Dito rin natin nakikita yung convergence, yung pagtutulungan ng iba't ibang mga agencies.
06:11Yes, napaka-importante talaga nyan.
06:15DMW cannot do it alone.
06:18OWA cannot do it alone.
06:19We are, kami ang attached agency, mother agency namin ng DMW,
06:23pero sa lahat ng programa namin for the OFWs,
06:27na-realize namin, noong una, tripartism ang aming model.
06:32Pero ngayon, it has evolved into a whole-of-government, whole-of-society approach.
06:37And I'm so proud to be part of this government that has led with this framework,
06:42with all local governments, other, across the government agencies, across the departments,
06:51in so many aspects.
06:54Nakikita mo yan eh.
06:55Sa abroad, it's the one-country team approach.
06:58Dito sa Pilipinas, NRN with the National Reintegration Network,
07:04may IYACAT, our Interagency Committee Against Trafficking,
07:09Council Against Trafficking.
07:12Ang ating mga bilateral labor agreements,
07:14kasama natin lahat ng mga relevant agencies,
07:18ang ating mga MOUs, convergence,
07:20convergence, CONVERGENCE, MOUs.
07:24Ang galing nung model na to eh.
07:25Tapos, very clear din sa mandato napin na kailangan namin i-engage
07:32ang mga private industry,
07:36ang aming mga stakeholders, media, grassroots communities,
07:42our OFW circles,
07:44which are composed of our OFWs themselves,
07:47former OFWs.
07:48They are part of the policymaking.
07:52And very especially as well,
07:53yung aming bilateral and multilateral partners.
07:56Or, meron din po kayong OWA e-card?
07:58Ah, yes!
07:59We are so very proud of our OWA e-card.
08:02It has been an initiative by our administrator,
08:06Admin PY Kaunan.
08:07It doesn't just mean you're an OFW.
08:11It's a proof you're an OFW.
08:13You're an active OWA member.
08:16Second, it's also a national government ID.
08:20But third, this is one I'm proud of.
08:23It has now become a discount card.
08:25Ah, really?

08:26It's a commercial.

08:27We have partnered with over 150 merchants here in the Philippines and all over the world.
08:37For example, in Saudi Starbucks, you have 20% of your Frappuccino.
08:42Hospital, hospitals, clinics, eyeglasses, freight movers, balikbayan box.
08:53Almost 150 merchants.
08:57So, you present it and you get your 20% or at least 20% discount.
09:03Or depending on our merchants.
09:06But yeah, we are very proud of it.
09:09So, it has become a popular service that OWA gets because not only are you renewing your membership
09:16and you're getting the core benefits of OWA,
09:20but now, you can enjoy it with your family.

09:26Lalo na rin yun sa mga basic needs nila.
09:28Like for instance, hospital.
09:30Nako, mabigay lang nila yung OWA card nila.

09:35Now, sa inyo pong mga kapakikipag-ugnayan naman sa ating mga OFWs,
09:39moving forward also sa mga pagbibigay pa ng mga programang makabubuti sa kanila,
09:44ano po yung mga recent concerns pa ng ating mga OFWs na tinutugunan po ngayon ng OWA?
09:49Of course, talagang kahit na anong gawin ng gobyerno, paraging may mga welfare cases.
09:56Pero nandito kami 24-7, we have our hotlines, hotline 1348 na pwede mong tawagan for anything,
10:06for repatriation, kailangan mo ng tulong, kailangan mo na rescue.
10:11Kailangan mo na kausap.
10:12Kailangan mo na sasabihan ng iyong problema.
10:16There is a hotline and someone is always on the line for you sa amin sa OWA.
10:22So, I think that's one of the things that we cannot avoid.
10:29But we are here, that's why, and again, in coordination with DFA, with DMW,
10:34we are here for the OFW.
10:37For the OFW show.
