EU lawmakers fail to agree on new air passengers' rights law

European Union co-legislators have proven unable to settle on a compromise text that has been on hold for more than a decade. The law was intended to enhance passenger rights, but airlines argue it could put them out of business.

00:00European lawmakers were unable to agree on the scope of a contentious air passengers rights
00:07law on Monday, as pressure from the aviation industry has delayed its progress. The law to
00:13increase protection for travelers has been in the making for 11 years and includes provisions that
00:19passengers shouldn't pay for cabin luggage and that they should receive financial compensation
00:24if their flights are delayed by more than three hours. Consumer groups argue that charging for
00:29cabin luggage is illegal, especially in the form of practices followed by low-cost airlines,
00:35and that air travelers should have the rights to compensation for delays.
00:40Airlines say that if the sector is required to comply with stricter compensation and financial
00:45rules, ticket prices will inevitably rise. Since no mandate agreement has been reached with the
00:51council, the parliament has now presented a draft report to its transport committee to be voted on
00:56in January.
