00:00Rising numbers paint a grim picture as the country faces a growing public health challenge.
00:05With HIV cases climbing steadily and more young Filipinos affected,
00:10officials warn that the clock is ticking unless stronger prevention and treatment efforts take hold.
00:16As our Bien Manalo tells us more.
00:20Jesse Kabsat tested positive for human immunodeficiency virus or HIV in 2007
00:27and he admits that he acquired the disease because of being naive and childish.
00:31He is very concerned about the continuing increase of HIV cases in the Philippines,
00:37especially because young people are affected.

01:01In FACA, he is now the vice president of an NGO that supports people living with HIV in the country.

01:27According to the latest records of the Department of Health,
01:31the number of newly confirmed HIV-positive cases has reached more than 5,000 individuals from July to September this year.
01:39This means almost 60 new cases of HIV are recorded every day.
01:4330% of those affected by the disease are minors, age 18 years old and below.
01:48The total number of HIV cases in the Philippines has reached almost 150,000.
01:54The DOH says that the number could possibly rise to more than 400,000 in the next years if not addressed properly.
02:02It can be recalled that the Department of Health and the Philippine National AIDS Council
02:06proposed that HIV be determined a national public health emergency in the Philippines
02:11due to the continuing increase in its cases which have increased by more than 500%.
02:15According to the PINAC, it is possible that there will be stocks of LENACAFABRI in the country next year
02:22which will be studied by the Food and Drug Administration.
02:25This is an injectable medicine manufactured by an American biopharmaceutical pharmacy
02:30that can prevent HIV transmission.
02:33Medical research conducted shows that LENACAFABRI has a 99.9% efficacy rate
02:38as an HIV prevention medication.
02:41It costs US$28,000 or the equivalent of P1.5 million per year for two injections.
02:48Itong LENACAFABRI, it's more of an injection.
02:52Babalik lang sila every six months.
02:55Ang problema, napakamahal nito.
02:58Pero napakaganda ng result ng mga studies nito.
03:03So in terms of availability sa Philippines, parang wala pa siya.
03:07Wala pa yun sa gobyerno natin.

03:16And in commemoration of World AIDS Day,
03:19the DOH assured that they will expand HIV testing nationwide
03:23and enhance treatment protocols against the disease.
03:26PhilHealth provides an annual benefit outpatient HIV AIDS treatment package
03:30of more than P58,000,
03:32up from the previous P30,000 under the YACA program.
03:36This includes antiretroviral therapy and other services for HIV management
03:41that are available at more than 200 PhilHealth accredited
03:44and DOH-designated HIV treatment hubs in various parts of the Philippines.
03:49The DOH advises the public to follow some reminders
03:52to avoid contracting HIV AIDS.
