00:00Yeah, it sounds like you're of the view that perhaps if this deal does work, it might not bring about a lasting peace and that President Putin might go along with it, you know, regroup militarily and reinvade perhaps when there's a different occupant of the White House.
00:18I mean, do you think that's a likely scenario?
00:19Well, that's why we have to give Ukraine meaningful guarantees of security.
00:24The Budapest Memorandum didn't have the force of an international treaty, in fact, at the time.
00:31Rather, to their discredit, the Western Allies didn't want a treaty that would have, for example, the force of Article 5 of NATO.
00:42And so they gave an agreement to Ukraine that Ukraine should stick by their word.
00:49Clearly, the Ukrainians are not going to make that mistake twice, and they're now going to look to get much stronger security guarantees in the future, because, as you correctly say, I wouldn't trust Vladimir Putin in any way, shape or form.
01:04So we need to ensure that if Ukraine is going to have a ceasefire, if Ukraine is going to just put aside the fact that men, women and children have been killed in the most cowardly attacks by Russia, if Ukraine is going to do that, they need to know that this will not happen to them again.
