00:00Let's take you now to Kyiv where the Ukrainian government and people are preparing for the
00:04worst case scenario. Charlie Daggett is on the ground there for us.
00:08With diplomatic talks up in flames, the threat of wider sanctions alone is the only thing
00:14standing in the way of Russia's war machine. Threats that have so far been no answer to stop
00:20their dramatic escalation and shelling in the east. I have a bad feeling, says Luhansk resident
00:26Tatyana. I feel the burden in my soul. It's very difficult. It's about to get more difficult.
00:34With Russian lawmakers giving Vladimir Putin the go ahead to use military force outside his country,
00:40the gloves are off. New satellite photos appear to show the deployment of more than 100 military
00:45vehicles and dozens of tents for troops along the border of Belarus. And Russian forces have been
00:50seen advancing toward the battlefields of the separatist regions in eastern Ukraine.
00:56At least Putin can no longer hide behind Russian-backed rebels, says political analyst Taras Berezovits.
01:03There are now no more Russian proxies, no more Russian-backed separatists. It's only Russia.
01:09So Russia is fully responsible for whatever happens now in Donetsk and Luhansk completely.
01:15No any proxies who Putin can point to and said, it's not me, no Russian troops.
01:22Ukrainian President Volodymyr Zelenskyy has called on reservists to get ready to fight.
01:27Ukraine is a peaceful nation. He said, we want calm, but if we keep silent now,
01:33we will be extinct tomorrow.
01:35Which makes the work here at the tank factory that much more urgent. They need every tank and
01:43armored vehicle battle-ready for the front lines, knowing full well this factory itself
01:48may be a target in a full-scale invasion.
01:54We've learned that the Russian government ordered the evacuation of all its embassy staff here in the
02:00capital overnight and there are reports that some staffers were seen destroying documents on their
02:05way out. And Marie and Vlad? Wow. So Charlie, what other measures is Ukraine's government talking
02:10about in preparation for a possible conflict?
02:17Well, I know you mentioned the state of emergency, so let's try to clarify what's going on there.
02:21So this is something put together by the Security Council. It's a proposal at the moment. It needs to be
02:25ratified by Parliament. It is likely to happen. We have to point out this isn't martial law. What
02:31this will mean is some sort of vehicle checks, identification checks, shoring up some of the
02:36borders. Most importantly and significantly, the border with Belarus, which really is relatively
02:41unguarded. It will mean no strikes, no large gatherings, no protests. It's not martial law. There
02:49will not be a curfew. As I said, vehicle checks, checkpoints might be popping up around the Capitol.
02:54Now, this is really important. It does not include the Donbass region. These separatist
02:59breakaway regions, Donetsk and Luhansk, which are obviously being contested. They don't want to
03:05suggest that martial law is about to break out in those areas, nor do they want to suggest that
03:09there'll be enhanced policing in those regions, anything to provoke a Russian response. In addition,
03:16the Ukrainian Parliament is also toying up with the proposal that citizens will have the right to bear
03:21arms in order to give themselves some self-defense.
