00:00The budget for the Ombudsman and the Department of Justice narrowly secured Senate approval
00:05after facing tough questioning, particularly regarding the Ombudsman's bend the law remark
00:10and the DOJ's soaring confidential funds.
00:14Luisa Erisbe is here again to get us into the details.

00:38Senator Rodante Marcoleta asked for a public apology from Ombudsman Jesus Christine Remulia
00:44during the budget deliberations in the Senate this morning.
00:47According to him, Remulia should address the public's concern when he agreed to the question
00:52that it is possible to bend the law.
00:55Senator Sherwin Gagchalian, as a budget sponsor, spoke on behalf of Remulia.
01:00This is an opportunity for the current Ombudsman to clarify his statements.
01:06And this is actually the clarification that he is expressing to this August body,
01:12that he will abide by the rule of law and he will not bend the law.
01:17However, Marcoleta was not contented.
01:20Can I respectfully move that maybe we can suspend our rules?
01:26I want to hear personally the Ombudsman to say it for himself.
01:31The session had to be suspended for a while to discuss the matter.
01:35But in the end, they agreed to abide by the rules of the plenary.
01:38Very rarely given way to such a motion to suspend the rules, especially during budget plenary deliberations,
01:50with all due respect to Senator Marcoleta.
01:54So I apologize that it may not be possible also this morning.
01:58Regardless of the issues Marcoleta raised, including the restitution and the timeline the Ombudsman gave
02:04in terms of the release of warrants of arrest,
02:07the budget was still deemed submitted for the bicameral conference.
02:11The proposed budget for the Department of Justice was also deliberated today.
02:14The issue raised was the alleged 800% increase in the confidential funds for the Office of the Secretary in its 2025 budget.

02:38According to Marcoleta, way back 2020, the budget was only 193 million pesos.
02:44But in 2025, it ballooned to 1.5 billion pesos.
02:49Senator Gatchalian explained.
02:51Noong 2025, ang kanilang confidential funds is 34 million.
02:59Ang nagdagdag po ay Kongreso.
03:01Hindi po sila ang nagdagdag.
03:03So at that time, noong 2025, I assume na yung mga legislators nakita na
03:12marami silang hinahawakan na kaso.
03:15Ang konteksto naman ho doon,
03:17that time, iniimbestigahan po yung missing Sabongero,
03:20yung po yung pinaka high-profile case at that time.
03:23May mga case build-up na even before.
03:26Kaya ho, nag-request ho sila ng ganun amounts.
03:29Pero at this time, hindi na ho ganun kalakay yung kanilang in-request.
03:34For the 2026 proposed budget, the confidential fund of the Office of the Secretary is 729 million.
03:40Marcoleta proposed to reduce it in half to 364 million,
03:45and asked if the other half can be allocated to the Office for Alternative Dispute Resolution.
03:51But the funds are believed to be for the Witness Protection Program,
03:54so they will have to study whether the budget should be slashed down or not.
03:58Still, the budget of the DOJ was passed by the plenary.
