00:24I would prefer to address the house on a different topic today, as you may have guessed,
00:28but for obvious reasons, I owe you, ladies and gentlemen of the house, information on recent
00:39events, and above all, I owe this information to the Polish people. It's clear how much emotion,
00:46concern, and anxiety these events have stirred.
00:49The information I'm about to present to you was received pursuant to Article 12 of the
00:59Prosecutor's Office Act through the Prosecutor General, in consultation with the Secret Services
01:03and the police leadership.
01:11The point is to provide everyone with the most accurate information possible, for reasons
01:15I hope are understandable to all of you.
01:21And today, everyone in Poland is interested in this case, while at the same time not hindering
01:26any further investigation by the Prosecutor's Office and the Services in any way.
01:34Therefore, allow me to say exactly what I can say today based on the findings of the Prosecutor's
01:39Office and the Secret Services.
01:44First,
01:44Perhaps the most important piece of information, intensive work by the services, police, and
01:53prosecutors has allowed us to identify those responsible for the act of sabotage.
02:02We are talking about two confirmed acts of sabotage in the town of Mika and near Pallawi.
02:06In
02:12both cases, we are certain, not suspecting, that it was an attempt to blow up tracks.
02:24And
02:25damage to railway infrastructure near Pallawi.
02:30Both of these incidents were intentional, had perpetrators, and their goal was to cause
02:38a railway disaster.
02:44Please, just for a moment, I will speak.
02:47Perhaps this is something extraordinary for some of you, but I want to talk about serious
02:51matters that concern, if not you, then certainly polls.
02:56Hold on for five minutes.
03:00Five minutes.
03:07Wait.
03:09A little more than 70 hours have passed.
03:12The identified individuals
03:14are citizens of two Ukrainians who have been operating and cooperating with Russian intelligence
03:22services for a long time.
03:23This is the finding of our services and prosecutors, and is also a result of cooperation with our
03:31allied services.
03:32First, their identities have been established.
03:39At the express request of the prosecutor's office, I will not disclose the names and
03:44surnames of these two citizens at this time.
03:48As I speak, further operations are underway, and publicly disclosing the names of either.
03:53Suspect or perpetrator could complicate the operation.
04:00However, I hope this will be possible today and the operations will be completed today.
04:05The individuals I'm referring to are the individuals we suspect.
04:13One of them is a Ukrainian citizen convicted by a court in Lviv in May of this year for acts
04:18of sabotage in Ukraine, residing in Belarus, the other is a resident of Donbass, who also crossed
04:30from Belarus into Poland along with the first suspect, this fall, just before the attacks.
04:44After committing the sabotage act in Mika, these individuals left Poland through the border
04:56crossing in Teresol.
05:03This was immediately after the attack, so they had not yet been identified by the services.
05:07Polish services and the prosecutor's office have all the details of these individuals and
05:17their recorded images.
05:20The sabotage acts occurred at intervals.
05:25The first involved installing a steel clamp on the track, which was likely to cause the
05:29train to derail.
05:32This event was supposed to be recorded by a cell phone with a power bank mounted on the
05:36tracks.
05:38Fortunately, this attempt proved completely unsuccessful.
05:43The second incident, the one that has been so widely reported, literally occurred on November
05:4815th at 8.58pm.
05:55This was recorded by a surveillance camera.
06:01A C4 military-type explosive device was detonated using an initiating device connected to a 300-meter
06:07electrical cable.
06:08A quantity of explosive material, which failed to detonate, was also recovered at the scene.
06:19The device detonated during the passage of a freight train on the Warsaw-Pulawi line, causing no derailment but only
06:25minor damage to the wagon floor.
06:26The driver did not even notice the incident as he passed through the area.
06:32Poland is in constant contact with the intelligence services of allied countries, and we will do
06:39everything possible to prosecute the perpetrators of these incidents.
06:43Efforts are underway to identify all those responsible for these incidents and their associates.
06:47The first report was made on Saturday, November 15th, at 9.40pm.
07:00This was from a resident living near the scene in Mika.
07:10Who reported hearing a bang.
07:11Police arrived at the property.
07:2320 minutes later based on the report from the person who reported the alleged explosion, and,
07:28following her instructions, searched the area for over an hour.
07:31It was nighttime, and according to the person reporting the explosion, she was unable to
07:43determine or suggest where it occurred.
07:47She didn't even know if it was an explosion, as she only recorded a bang.
07:55After an hour-long search of the area around the property,
07:58the police discontinued further investigation, noting no circumstances that would warrant further action.
08:09At 7.40am on Sunday, another train passing through this section of the tracks stopped.
08:23The site of the explosion was disturbed by subsequent crossings, and this train,
08:27the one that stopped around 7.40am Sunday morning, was already at risk of derailment due to the
08:31track damage on a larger scale, but thanks to the driver's quick reflexes, a tragedy was averted.
08:37At 9.43am Sunday morning,
08:50After
08:55Police inspected the scene and the driver's report, state authorities were notified,
08:59who should be informed in such a situation.
09:05At 9.43am, I, as prime minister, received this information, along with the president,
09:10and the ministers concerned, given their respective areas of
09:16expertise.
09:17So much for
09:23These basic facts
09:27At the same time, we are dealing with more than just an unprecedented event.
09:33Don't be surprised that people are experiencing this so emotionally.
09:38We all realize that this is an unprecedented event.
09:40This is perhaps the most serious situation for the security of the Polish state today since the outbreak
09:47of the full-scale war in Ukraine. A line has been crossed.
09:53As you know, we report on this when justified.
09:58Poland is the target of various sabotage and disinformation attempts,
10:02including sometimes kinetic actions, such as deliberate arson.
10:05The most notorious act of such sabotage is, of course, the one committed by Mary Wilska.
10:15When we say that
10:20we will pursue those responsible for this sabotage,
10:23we do so based on the actions of the Polish services and the Polish prosecutor's office to date.
10:28I say this not because I see any merit in it on my part or that of the ministers,
10:36but I would like everyone in this room, as well as across the country, to know that the police,
10:41secret services, and prosecutors always work with extraordinary dedication and intensity in such cases.
10:46The first act of sabotage, which took place in Vrotswaf in January 2024,
11:01was based on the same principle. I will say two more sentences about this in a moment,
11:07referring to other incidents. The same modus operandi.
11:10After that incident, the Secret Services conducted a special briefing for the Council of Ministers.
11:16We had a special government meeting where they described the modus operandi of the Russian secret
11:20services, which applies not only in Poland but virtually everywhere in the world.
11:25In Vrotswaf, there was an attempted arson attack on a paint warehouse.
11:30A Ukrainian resident of Germany, recruited by Russian services for money, was caught.
11:36The attempt was foiled, the individual was convicted and is serving time.
11:40In total, regarding acts of sabotage, we have detained 55 people in Poland so far, including 23 arrested.
11:52These are those convicted of attempting to, or aiding, assisting.
11:5528 were deported to the front.
11:59This is when, according to this Russian operational model,
12:03these Ukrainian citizens are deported to Ukraine and sent to the front by the Ukrainian authorities.
12:07Recently, we also detained eight people detained for attempting to reconnaissance, identifying various
12:17critical objects.
12:18And in all these cases, we have Article 30 qualifications.
12:28This involves cooperation with foreign services, and in all these cases,
12:32we identify Russian services as commissioning these tasks, both acts of sabotage and intelligence.
12:37I've been receiving the exact same signals from my partners in Europe, most recently in Moldova,
12:49Romania, Great Britain, and Germany, about the exact same method of operation.
12:57Are these such spectacular acts, an attempted assassination of the British Prime Minister?
13:02A few months ago, firebombs were planted outside the British Prime Minister's private home.
13:14His immediate family was there at the time, and two Ukrainians recruited by Russian services were arrested.
13:21Just as.
13:22I said in Wrocław, Romania, and Moldova, suspects were detained for attempted assassinations,
13:32not yet assassinations, but attempts at such activities, which raised great concern
13:37because these individuals were equipped with explosives and claimed to have come from Poland.
13:46We have cases like this, assassination attempts, just like in Germany,
13:50where the pattern is always very similar.
13:54Citizens of other countries, most often Ukrainians, are hired.
14:00In this particular case, we're dealing with Mike and Polawi.
14:05As I said, one was indicted in Lviv for acts of sabotage, the other a resident of Donbas,
14:10an employee of the local prosecutor's office, who also fled to Belarus.
14:14We're almost always dealing with the same pattern.
14:21Rarely, although there's one Russian citizen among those detained, Russia rarely directly.
14:29Reveals its intentions by hiring its citizens for such actions.
14:32I want to emphasize that.
14:40I tasked Prime Minister Gawkowski, as the minister responsible for cyber security,
14:45with monitoring what's happening online.
14:47Today, we're dealing with an act of sabotage in Poland, which could have resulted from,
14:56and here, the attacker's mistake also helped, but could have resulted in a serious catastrophe
15:01involving casualties.
15:02That's why I'm saying a certain line has been crossed, and this is a very, very serious matter.
15:17I want to emphasize that what the Russian authorities care about is not only the direct
15:21effect of this type of action, but also the social and political consequences of its occurrence.
15:26This is, of course, disorganization, chaos, panic, speculation, and uncertainty.
15:39This is one effect, and the other is the stirring of sentiments, possibly radically anti-Ukrainian.
15:48This is particularly dangerous in countries like Poland, where we have enough burdens to bear due to.

16:00Over 1 million Ukrainian refugees in Poland.
16:06It's understandable that it's becoming increasingly easier to stir up anti-Ukrainian sentiments,
16:10as Polish citizens increasingly bear these burdens stemming from the fact that we host

16:17It's worth remembering that, from the perspective of Russian interests, stirring up radical anti-Ukrainian
16:28sentiments, disinformation such as Ukrainian drones attacking Poland now, or Ukrainians blowing up trains,
16:34has a double impact from the perspective of Russian intelligence.
16:36I don't think I need to explain this to anyone, regardless of the views of people in this room and in Poland,
16:45ladies and gentlemen of parliament, and citizens, on Russia, Ukraine, politics, and the government.
16:51It doesn't really matter.
16:53We all, in fact, probably know, and a modicum of common sense is enough to define it.
16:58We all know how to define Russia's aggressive political and military interests, which are simultaneously,
17:05for obvious reasons, aimed at Ukraine, Poland, and the entire West.
17:09Therefore, I urge you to, in this matter, and in such important matters as terrorist attacks and acts of sabotage,
17:20to strive above all to respect the messages.
17:27I have instructed the Prosecutor's Office and the Secret Services, meaning through the Prosecutor General
17:32and the Minister of Justice, to immediately communicate everything possible that does not
17:36hinder their actions and operations to the public. This is to ensure that public opinion in Poland does
17:44not succumb to, you know, speculation and rumors, and especially not to succumb to disinformation
17:49coordinated from the East, because that's what we are witnessing today, and on a large scale.
17:59Therefore, I have asked Prime Minister Gokowski to monitor and report on the situation online,
18:04including information and disinformation regarding these specific events.

18:57The Head of the Internal Security Agency and the Minister of Internal Affairs,
19:01after obtaining the opinion of the team on terrorist threats,
19:04unanimously requested that I introduce a third alert level, Charlie, in connection with terrorist threats.
19:13This level will cover certain railway lines.
19:15The rest of the country will remain under the second alert level, as before.
19:22Today, I will issue an appropriate order in this matter based on the laws on terrorist activities.
19:27I have also asked the Minister of Foreign Affairs to take immediate diplomatic action too.
19:40Expel Poland and return the suspected terrorist attackers to both the Belarusian and Russian authorities.
19:45We will also take other actions that, I hope, will lead to the rapid capture of the perpetrators and collaborators.
20:00We have also informed our partners and allied services of all the details of the operation that Poland was supposed to fall victim to.
20:07Regarding military involvement, in consultation with Prime Minister Ksenia Kamish and Chief of Staff General Kakula, we are working on the
20:21most effective, sensible, and efficient use of the military to secure critical infrastructure, including railway infrastructure.
20:35When necessary, Prime Minister Kozniak Kamish will inform you of decisions in this matter in the coming hours.
20:41The absolute most important thing from our perspective is the safety of Polish citizens.
20:57I would also like you to be aware that we are dealing with dozens of simulated, fake, and real attempts.
21:04These include anonymous calls about planting an explosive device.
21:08This is a traditional method, it repeats itself with regularity.
21:14Not a week goes by without these types of false bomb threats, but also, as I also reported earlier,
21:19strange, disturbing, and suspicious activities and behaviors, for example, regarding water and sewage systems in some cities.
21:30We always act very quickly.
21:34I'm not talking about the services here, and as you know,
21:37this war has been going on for years.
21:41These acts of sabotage and the actions of Russian intelligence services across Europe,
21:45not just in Poland, are unfortunately gaining momentum.
21:49We are witnessing an escalation, and fortunately, I can say that to date, we have not recorded a single casualty in Poland.
21:55Not a single victim.
22:04Therefore, I once again appeal to all citizens, both women and men of parliament, to support with all our might the actions of the Polish services and the Polish prosecutor's office,
22:13the Polish police, and the Polish military whenever necessary, in these critical moments.
22:17We should address this issue of the true physical safety of Polish women and men, and the security of the Polish state in its most concrete dimension.
22:30Regardless of emotions and political conflicts, we should seek what unites us and support the Polish state, not Tusk, not Kaczyniak, Kamish, not Sikorsky,
22:44but the Polish state in its actions against saboteurs, Russian intelligence services, and other forms of aggression aimed at our security and interests.
22:57I count on common sense and basic patriotism, regardless of which side of the chamber in our same you sit on.
