Taiwan will distribute more than 9.8 million civil defence handbooks to households across the island this week as tensions with China continue to rise. The handbook includes instructions on locating bomb shelters, preparing emergency kits and, for the first time, guidance on what to do if residents encounter enemy soldiers. Taiwan’s defence ministry emphasises that any claims of a surrender should be considered false. English and other foreign-language versions will also be released soon. China, which claims Taiwan as its territory, has not ruled out the use of force, while Taiwan says only its people can decide their future.
