02:13look around to see if anyone was observing her actions and select multiple benzoil motor oil
02:18cords off the shelf and conceal them in the tote the defendant was then observed walking towards
02:22the health and beauty section and exiting through an emergency fire door without attempt to pay
02:26for the tote or the concealed oil how much the value
02:31let me check the or your honor it's not dims and i'm guessing because they know it's going to be
02:38reduced to a misdemeanor they just now followed as misdemeanors michael instead of a felony
02:43do they hence assume intake that is going to be reduced to a misdemeanor as to why they followed
02:54this is a misdemeanor you know what judge this has been happening a lot and i'm not sure why
02:58i think honestly a lot of it is the negligence into not looking at what their criminal history is

06:00paraphernalia such as a weight scale a bong pipe and multiple small bags the officers also found
06:06marijuana grinder in the trunk of the vehicle marijuana was identified based on training experience
06:11and had a weight of 65.9 grams mr foster i'm going to find that there's probable cause to go
06:18do you have a valid texas driver license uh upon the traffic stop i found out that it was suspended

26:03okay please on october 25th of 2022 hpd officers conducted a trespass investigation at the icon gas station
26:12located at 7997 west airport boulevard in harris county texas officers advised that the location has
26:19an active trespass affidavit in effect officers advised that they observed the defendant standing
26:24on the property next to a posted no trespass sign officers advised that they also made contact with
26:30the complainant an employee of the gas station who advised the defendant was trespassing at the
26:35location had even previously warned not to be there
26:38or was it just a no trespassing sign and he just goes there for the first time

27:15so judge it's the defendant and multiple other males there's a active trespass affidavit on file
27:34they approach this defendant they find marijuana on him after they detain him
27:38they ask him multiple times if he would be willing to participate in the marijuana diversion program
27:44you refused several times but i don't see anything no priors i don't see anything about the
27:51complainant so look when you show up to court good things happen i'm going to find no probable cause
27:58in your case now but i want you to understand you are now on notice you can't go back to this gas
28:04station stop you can't go there anymore if you go there again they're going to arrest you for
28:13criminal trespass i'm finding a probable cause now because i don't see that the prior warning was
28:18issued but i am issuing the warning to you now if you go back there today tomorrow next week next year

28:27listen it's not a discussion they have the right to tell you they don't want you there and they don't

29:29another state you're wanted out of the state of arizona specifically maricopa maricopa county for
29:37manslaughter two counts of aggravated assault and endangerment day yes tell me about mr
29:44that's all i have so far i do show a georgia state id which i didn't see at first but i don't
29:51see any history originally i believe this is only offense but because of the severity of the offense
29:56and with the warrant stating that while there is 150 000 bond is that they're requesting no bond until
30:02he's front of a magistrate within their state and so because it's fairly the offense um and the risk
30:06of life is that state request no bond for this dependent was is this a tubi is the judge it was
30:12issued down on september 25th 2024 okay and the bond over there said 150 000 150 but they will not
30:20permit it to be honored until he goes in front of a magistrate within their board okay do you know what
30:26the manslaughter is about um no i don't have the the probable cause affidavit but if you're looking for
30:32specifics i can request it from their pa's office but i don't have it at this time i just know that the
30:35charges are valid do you have anything that you'd like to ask yes judge um mr campbell actually
30:42hired an attorney it's known about the investigation so this was not an instance where he's trying to
30:47run the attorney told him they could take a family vacation so he was arrested at a connecting plane
30:52in houston with his wife and three children so he wasn't trying to run he was going on a family
30:57vacation his attorney there told him we're on the way today on to the family he doesn't live in houston
31:03so essentially he gets arrested in the connecting flight process um he's not from houston he is ready
31:14willing and able to go back to arizona he's got his attorney set up there um if he gets out it's not
31:21like he has he's legitimately gonna stay at a hotel and then the next day get on like a bus because we
31:27we talked about the flight problem and um he has a vested interest going back uh he's 41 years old
31:34i think he has a license case from like 15 years ago nothing else um wife three kids in arizona he's
31:41got two prior children in georgia but he has like a family life and a business in arizona lives there so
31:45uh he absolutely wants to get back to arizona and with that in mind we would be requesting
31:50a bond here so that he can just go back and turn himself in no mr campbell i really value
31:59my city and i want to protect everybody i can for as long as i can because the last thing i want
32:06is more death more destruction and you're wanted for something where there's a dead body oh sorry judge
32:15i it just pulled up just now so trade is correct there was a suspended license but he also had a
32:21prior hit and run and failure to stop and return to scene which seems aligned with the manslaughter
32:27and two axles with the vehicle and is that with this case or another no sorry this is back in georgia
32:32um so after the license suspension there are two cycles uh hit and run failure to return to scene
32:37there's also a dwi back in 2014 uh continues to happen i don't know what happened to that one
32:45though it just you want me to set you up on really strong yeah i had to run the state id
32:53yes absolutely oh sir those cases were important we're not we're like growing out i didn't um whatever
32:59he has there the dw i never i never had a dui um and um with the hit and run business that that was
33:08how do i know am i supposed to take your word for that for that thing my car was stolen sir and then
33:13they assumed that it's like out here they're assuming that i'm trying to run from no no no no no
33:19no one's assuming that you're running no one's assuming that you're running all we know is that
33:24you are wanted out of arizona where there's two aggravated assaults and there's a manslaughter so
33:32there's a dead body right and you also have priors out of another state where there's alleged dwis and
33:40you running from the scene so my problem is is that i have no idea what the circumstances of the
33:49manslaughter are how do i know you didn't shoot someone how do i know you didn't run someone over
33:54in a car at a parade i and so it would be really just
34:00do dangerous for me to really give you a bond and just let you go when i don't know how dangerous you
34:10are do you know what i mean that's just it's it's logic as much as i'd like to get you back to
34:18or to arizona as quick as possible mr campbell you scare me
34:30how soon can we get arizona to come pick him up i don't know your honor i mean well for him
34:35because he originally waived the magistrate i know they've already he's waiting
34:38yes i believe he waived two days ago when he went great yes so i believe the notice was already sent
34:45out typically the way it works is once you wave we give that jurisdiction two weeks to come get you
34:52now sometimes there are circumstances that they might want extension for a day or two at the max three
34:59but by and large they're pretty good at getting that jurisdiction to come get you within the next two
35:04weeks and then we give you a free ride back to arizona where you can answer those charges now
35:09like he said they're willing to set you a bond now it's going to be a high bond but you got to get
35:14there first and me i just don't feel comfortable giving you a bond i don't know you i know you're
