00:43Once again, I am compelled to address Your Excellency
00:46en la oportunidad de referirme a los comentarios
00:48made en el 12 de diciembre de 2025
00:51de Mr. Estefan Dujerrique,
00:54spokesperson de la Secretaría General
00:56durante su daily press briefing.
00:58In that regard,
01:00I would like to convey our profound dismay
01:02and categorical rejection
01:04at what now seems to be a recurrent issue,
01:07namely,
01:08the biased remarks from your spokesperson
01:10when it comes to addressing questions
01:13concerning the escalating situation
01:15of the coast of Venezuela,
01:17resulting from a U.S. military buildup
01:19in the Caribbean
01:20and the perpetration of extrajudicial killings
01:24in international waters.
01:26In his later remarks,
01:28yet again,
01:29your spokesperson called for the situation
01:32to be de-escalated,
01:34a call that was surprisingly made equally
01:37to both the United States of America
01:39and the Bolivarian Republic of Venezuela.
01:41This is a grave misrepresentation of the facts
01:46and an immoral equivalence
01:48between the aggressor and the victim.
01:51I extensively addressed this very issue
01:53during our last bilateral meeting
01:55on August 28, 2025.
01:58At that time,
02:00you indicated that
02:01the comments made by your spokesperson
02:03may have been response
02:05to a question that caught him off guard,
02:09reason why he had provided
02:10a standard diplomatic response.
02:14Since then,
02:15two additional episodes
02:16of the same nature
02:18have been registered.
02:19We cannot but conclude
02:21that this is no longer an oversight,
02:23but a clearly assumed position
02:25by the Secretariat.
02:26in disregard for the concerns
02:29that's then expressed.
02:31Excellency,
02:33it is not
02:34the Bolivarian Republic of Venezuela
02:36the one conducting hostile actions,
02:38provocative,
02:39intimidatory maneuvers
02:41and a few miles from the territory
02:43of the United States of America
02:44with B-1 bombers
02:46flying directly towards US airspace.
02:50It is not
02:51the Bolivarian Republic of Venezuela
02:53the one deploying
02:54large numbers of military assets
02:56and troops,
02:58including a nuclear submarine,
03:00a few miles from the territory
03:01of the United States of America.
03:03It is not
03:05the Bolivarian Republic of Venezuela
03:07the one deploying
03:08the world's largest aircraft carrier
03:10a few miles from the territory
03:12of the United States of America.
03:14It is not
03:16the Bolivarian Republic of Venezuela
03:18the one that has conducted
03:19almost 20 airstrikes
03:22on small fishermen boats
03:24on small fishermen boats
03:24a few miles from the territory
03:25of the United States of America
03:27in which over 70 civilians
03:29have been subjected
03:31to extrajudicial killings
03:33which is a technical plan for murder.
03:36It is not the Bolivarian Republic of Venezuela
03:38the one that poses a threat
03:40to the territorial integrity
03:42and political independence
03:43of the United States of America
03:45or any other sovereign nation.
03:49The defensive
03:50and sovereign decision
03:51of the Bolivarian Republic of Venezuela
03:53to conduct military exercises
03:55within its own territory
03:57in response to explicit
03:59and imminent foreign threat
04:01it is a legitimate right
04:02of any states
04:03of the United Nations.
04:06These actions
04:07of self-preservation
04:08can in no way
04:10be equated
04:11with those
04:12of an offensive nature
04:13as currently executed
04:15by the United States of America.
04:17Excellency
04:18it is evident
04:19it is not
04:20the Bolivarian Republic of Venezuela
04:22the one escalating
04:23the situation
04:24on the ground
04:25in any possible manner.
04:28Hence
04:28the question
04:29to both you
04:30and your spokesperson
04:31would be
04:31why to continue
04:33pushing
04:34a discourse
04:35that is baseless
04:36that has no connection
04:38whatsoever
04:39with facts
04:39on the ground
04:40and that only serves
04:42to the narrative
04:43of a warmongering regime.
04:46This false parity
04:47only ends up
04:49endorsing
04:49the ongoing
04:50U.S. aggression
04:51against our nation
04:52as it strives
04:54to fabricate
04:55a conflict
04:55while at the same time
04:57questions
04:57the precautionary
04:58defense measures
04:59taken by our government
05:01within our borders
05:03in line
05:04with our inherent
05:05right to self-defense
05:07pursuant
05:08to Article 51
05:09of the U.N. Charter.
05:11The conduct
05:12of your spokesperson
05:13attests
05:14to a clear pattern
05:15in which he ignores
05:17the root cause
05:17generating tensions
05:19on the ground
05:20the unlawful
05:21and coercive
05:22actions
05:23of the government
05:24of the United States
05:24of America
05:25as part of an exercise
05:27aimed at destroying
05:29our Republican
05:30form of government
05:31and imposing
05:33a puppet regime.
05:35This conduct
05:36amounts to a violation
05:38of both
05:39the letter
05:40and spirit
05:40of Article 100
05:42of the U.N. Charter
05:43dangerously abandoning
05:45the neutrality,
05:46impartiality,
05:47and rigor
05:48expected
05:48of an international
05:49official.
05:50By refusing
05:52to identify
05:52the aggressor
05:53and instead
05:55issuing vague
05:56symmetrical calls
05:57for de-escalations,
05:58your spokesperson
05:59is failing
06:00in his duty
06:01to uphold
06:02the principles
06:03enshrined in the
06:03Charter of the United Nations,
06:06particularly
06:06the one referring
06:07to the prohibition
06:08on the threat
06:10of use of force
06:10against the
06:11territorial integrity
06:12and political independence
06:14of any state
06:15as contained
06:16in Article 2.4.
06:17Considering the foregoing
06:20and while respectfully
06:21reiterating
06:23the arguments
06:23shared
06:24in our previous letters,
06:26I demand
06:26that your office
06:27take immediate
06:28and public action
06:29to
06:291.
06:31set the record
06:32straight
06:32by unambiguously
06:33identifying
06:34the source
06:35of the escalation
06:36and conveying
06:37the provocative
06:38U.S. military
06:39deployment
06:39in the Caribbean
06:40off the coast
06:41of Venezuela.
06:432.
06:44Call upon
06:45the government
06:45of the United States
06:46of America
06:47to immediately
06:48withdraw
06:49its military assets
06:50from the region,
06:52to seize
06:52its threats
06:53of force
06:53and its
06:54judicial killing
06:55policies
06:55against the
06:56Bolivarian Republic
06:57of Venezuela,
06:59and to pursue
06:59diplomacy
07:00and cooperation
07:01as the only
07:02viable means
07:03to redress
07:04any issue
07:05of contention.
07:073.
07:08The last one
07:08ensure
07:09that future
07:10statements
07:11from the
07:12spokesperson
07:12office
07:13are impartial,
07:14grounded
07:15in international law,
07:16and do not
07:17equate
07:17the victim
07:18of aggression
07:18with the aggressor.
07:21I thank you
07:21for your attention
07:23to this important
07:24issue
07:24that goes
07:25to the core
07:26of preserving
07:27the very integrity,
07:28neutrality
07:29and independence
07:30of the United Nations
07:31as an international
07:32organization.
07:33cooperation.
07:34Thank you.
07:34Thank you.
07:34Thank you.
07:35Thank you.
07:35Thank you.
