China appears to have placed another condition on Taiwan's participation at next year's APEC summit in Shenzhen. It says Taiwan must attend under the name "China, Taipei." That's different from the name Taiwan normally goes by at international events, "Chinese Taipei," and has a very different meaning.

00:04A dispute over Taiwan's participation in next year's Asia-Pacific Economic Cooperation, or APEC Forum, continues to escalate.
00:12China, who is hosting the forum in 2026, has over the past few weeks made it clear it has conditions for Taiwan.
00:19Now, it appears to have added one more, about the name Taiwan must go by.
00:25Taiwan is under a rule of China, with the Chinese-Tipers' title, and the state's national identity,

00:46This is the main goal of the Taiwan-Pacific Economic Cooperation.

00:56That's different than the name Taiwan has gone by at APEC and other international organizations for years, Chinese Taipei.
01:03It's a subtle difference in language, but a significant one in meaning.
01:23Hong Kong and Macau are both special administrative regions of China, operating under a one-country, two-systems principle.
01:38That's supposed to give them a degree of autonomy, but China has increasingly eroded that autonomy, cracking down on freedoms.
01:45This is just the latest escalation in a rift that has erupted over the last few weeks,
01:50after China first suggested that Taiwan would have to adhere to its one-China principle to be able to participate in APEC next year.
01:58That principle states that Taiwan is a part of China, bolstering China's territorial claims to the country, which Taiwan strongly rejects.
02:06In response to China's conditions, Taiwan's foreign ministry reiterated that Taiwan goes by Chinese Taipei at APEC,
02:13part of the agreement Taiwan signed all the way back in 1991 to become a full member of the organization.
02:19The foreign ministry also said that agreement never mentioned the one-China principle,
02:24and had assured Taiwan it would be allowed to participate on an equal footing with other members.
02:28It accused China of maliciously violating those assurances.
02:32Taiwan's foreign minister has further suggested China's actions could undermine the constructiveness of the entire forum.
02:38Because APEC is強調共識, if it can違反 APEC's規定,
02:46I believe that it is a representative of the organization that will be made by its own-chipers.
02:50Because it may be able to do whatever decision you can do.

03:05The foreign minister said there are other concerns too, especially about the safety
03:12of the Taiwan delegation in a country that considers support for Taiwanese independence
03:16a crime punishable in some cases by death. But he made one thing clear. Taiwan and other
03:23like-minded countries would oppose any moves by China to undermine Taiwan's participation
