01:13It's interesting because, in a way, when you talk about affordability and food stamps and
01:17all these things, instead of piecemeal giving people money for specific things, you give

01:28And the thinking is that it enables them, you know, you can't use food stamps to fix
01:32your car.
01:33So if you need the cash and you're really strapped, you use that to fix your car, and you go to
01:38get a better job.
01:38That's the thinking behind it, and I think there's some logic.
