00:00On this vote, the ayes are 60, the nays are 40. The bill, as amended, is passed.
00:07Under the previous order, the motion to reconsider is considered made and laid upon the table.
00:20Mr. President, I just want to reiterate my gratitude for my colleagues,
00:27our staff who have worked night and day, literally,
00:32and all of those who have brought us to this point.
00:36We are going to reopen government.
00:40We're going to ensure that federal employees,
00:43whether they were furloughed or laid off or forced to work without pay,
00:49will now receive compensation that they've earned and deserve.
00:55And we will also be able to celebrate on Veterans Day tomorrow
01:02the fact that we have passed the appropriations bill for the VA.
01:09And this would not have come about without the work of so many people,
01:16too numerous to mention.
01:19But I do want to thank my fellow appropriators, particularly the chairs of the three committees,
01:28Senator Bozeman, Senator Hoven, and Senator Mullen, for their hard work.
01:34I want to thank our House counterparts, particularly Chairman Cole, who worked night and day with us on getting conference agreements.
01:46And our Democratic colleagues, who courageously realized that we could not let this shutdown continue to go on,
01:59with the harmful consequences growing worse with each passing day.
02:05I also want to particularly thank my staff.
02:10They literally went without sleep and worked continuously to do all that needed to be done.
02:20I want to thank Leader Thune and Leader Barrasso for their hard work and the work of their staff as well.
02:28So my list of gratitude could go on and on, but the hour is getting late.
02:36And I do want people to be able to go on home for the night and home, home, finally.
02:47Again, I think this is a great victory for the American people, and it shows that the Senate can work,
02:57that we can produce the results that are needed.
03:02I know that the strain of these weeks has been immense, that you all have families, rent to meet, bills to pay, car and mortgage payments.
03:21And I'm grateful for all you have done to keep the Senate running.
03:25And for all that you do every day, shutdown or no shutdown, to serve the Senate and to serve our country.
03:34And with that, after six excruciating weeks, I will stop talking and let all of you get some rest.
