After 40 days of the longest government shutdown in U.S. history, the Senate has voted to advance a bipartisan measure to reopen federal agencies. The bill, which combines a short-term funding plan with three full-year appropriations bills, now moves to the House and then to President Trump for approval. If passed, it would restore pay for federal workers and end weeks of disruption across the country.

01:24And instead, Donald Trump has taken the American people hostage from cutting off food aid to hungry
01:32families and vets and seniors and kids to manufacturing flight cancellations to cutting off home heating aid while he builds a billion-dollar ballroom with gold-plated toilets.
01:45Therefore, therefore, I must vote no.
01:50This health care crisis is so severe, so urgent, so devastating for families back home that I cannot in good faith support this CR that fails to address the health care crisis.

02:25And I don't need to go over all the reasons why it's imperative that we get the government open as soon as possible.
02:30From the truly precarious situation we are in with regard to air travel to the fact that our staffs have been working without pay for a full 40 days now,
02:38all of us, Republicans and Democrats, who support this bill know that the time to act is now.

02:50If this vote succeeds, over 20 million Americans are going to see at least a doubling in their premiums in the Affordable Care Act.
03:04In my state of mind and throughout this country, for certain groups of people, it will be a tripling and a quadrupling of their premiums.
