Von der Leyen offers minor concessions on EU budget to placate centrist MEPs

Ursula von der Leyen has proposed changes to her €2 trillion EU budget to empower regional authorities and protect financing for rural areas. The tweaks look to stave off a parliamentary rebellion after a week of tensions.

00:00The European Commission and the European Parliament continue to work on the EU's next long-term budget.
00:07On Monday, the presidents of the two institutions met with the Danish Prime Minister,
00:12whose country currently holds the rotating presidency of the EU.
00:16The aim is to iron out differences.
00:19Lawmakers are particularly opposed to merging the common agriculture policy
00:23and regional cohesion policy into a single fund.
00:26A parliamentary majority believes this would dilute the European scope of these programmes.
00:32The Commission is therefore proposing adjustments.
00:35These proposals concern three areas.
00:38So you have the reinforcement of the identity of the common agriculture policy.
00:42You've got the strengthening of the role of the regions,
00:45and the last point concerns, enhancing governance.
00:49In concrete terms, the Commission is therefore proposing to introduce a rural target
00:53to ensure minimum funding for agriculture.
00:56It also plans to give regional authorities more say in determining how cohesion funds are used.
01:01In the next budgetary architecture, the cluster comprising agriculture and regional policy
01:07accounts for 44% of the total budget, estimated at almost 2 trillion euros.
