Everlyn Miller introduces Arthur to a Native American chief named Rains Fall and his son, Eagle Flies where he discusses his people’s plight. Rains Fall arrange for Arthur to meet his son near Citadel Rock, just west of the oil field where they enter Cornwell Kerosene and Tar building to steal a report on the oil reserve at the Wapiti Reservation.
