00:00In an initiative described as illegal by Kinshasa authorities, the MP3 and the AFC rebellion continues to establish a paralytic judicial system in the areas of North Kivu under their control.
00:15The movement has just officially integrated 378 new magistrates following a selection process, the results of which were published this Monday evening in Goma.
00:25In accordance with the constitution, people cannot be deprived of access to justice.
00:33That is a motivation within the AFC MP3 to restore the judiciary so that everyone with cases or conflict is directed to their natural judges.
00:43According to the movement's leadership, this recruitment drive is part of the Justice Revival Commission's activities, a body established by the rebels several months ago.
00:55The process reportedly began on September 14 with a series of assessments to select new magistrates who now say they are determined to exercise their duties in territories under M23 control fully.
01:11Those who should administer justice are absent, so we cannot abandon our fellow citizens to their fate.
01:16That is why we are responding to the AFC M23 call.
01:20Since the rebels took Goma last January, the city has been experiencing an exceptional situation.
01:28More than 2 million inhabitants are deprived of a real public justice service, while the local economy remains paralyzed, especially due to the prolonged closure of banks.
01:38However, the population remains cautious about the rebel movement's relaunch of justice.
01:43This is good news, but at the same time we are surprised.
01:47We see it as a contradiction.
01:49The M23 wants to introduce its own justice, while Kinshasa says it is opposed to it.

01:58In this situation, we don't know what to think or how things will evolve, but justice is a good thing.
02:03For its part, the central government has responded firmly.
02:07Kinshasa has declared all actions taken by the magistrates appointed by the AFC M23 movement null and void,
02:15considering this parallel justice system a serious violation of national sovereignty and of the state's exclusive judicial authority.
