In this edition of 5 Live, the focus is on Delhi's escalating air pollution crisis and serious allegations of data manipulation.

00:06Did you also step out this weekend, see the smoky thick haze hanging low over the city and wonder why?
00:14Despite the stricter anti-pollution measures, the GRAP guidelines haven't really kicked in.
00:21Are you also experiencing your eyes burning, your throat sore, head is pounding and yet
00:27the air quality numbers don't seem to match what you and I are actually breathing or even experiencing?
00:35Well, you're not alone.
00:37Today, serious questions are being raised on the authenticity of Delhi NCR's pollution data.
00:43And that's our top focus today.
00:46But first, while we cough, wheeze, pop medicines for our headaches and crank up our air purifiers,
00:53there are still people out running, cycling, pushing for fitness in the middle of this toxic air.
01:02Sample these two events once we witnessed over the weekend.
01:07First, as many are now calling, Marathon in 400 AQI.
01:13That's right.
01:14Despite pollution levels officially sort of marking as severe, AQI hovering over 400,
01:22hundreds of runners hit roads in Delhi, gasping their way through the haze.
01:27You can practically see those.
01:30That was still early morning.
01:31As the day progressed, we were all really wondering what's really happening there.
01:35Also, another event happened.
01:37There was a cyclothon.
01:38This was in Dwarka under Vigilance Awareness Week of 2025.
01:44And that's not it.
01:46Fit India.
01:47Sunday on cycle.
01:49Look at that.
01:50Look at the haze on top of their head.
01:53While constantly we are talking about people should be wearing a mask, do not venture out.
01:59There you go.
02:00You're not just breathing the air.
02:02You are laboring your body to breathe that harder.
02:06And here's the irony.
02:08While Delhi citizens are running marathons and severe pollution, cyclists are peddling through thick smog,
02:14the official AQI numbers somehow look cleaner than what the air feels like.
02:19So today we ask, is Delhi's pollution data being watered down too, being cleaned up as well?
02:29That's what we'll focus on today.
02:30But first up, let's take a look at some of the latest updates coming in.
02:38We're now getting news that Rahul Gandhi has slammed the BJP government over the choking national capital.
02:51Rahul Gandhi has gone ahead to say that BJP government is only giving excuses.
02:55Stopped with the excuses, public warrants, clean air is what he has said.
03:01He has also gone ahead to call it a national emergency.
03:05Well, we call it that every year, don't we?
03:07But those are the latest comments that are coming in.
03:09Also, he's gone ahead to say that MPs must debate and end the pollution crisis.
03:14All right, let's quickly listen in to what those comments were.
03:19I've been having breathing issues, you know, and eyes burning and stuff.
03:26The last one week has been terrible.
03:30The damage is taking place throughout the year.
03:32Throughout the year.
03:32But people only realize it for a month.
03:35And now we're breathing toxic air concoction and normally breathing.
03:42So, where can we come from from the solution?
03:44Solution, as I said, if you know the source, and if there's political will and political urgency,
03:49then if there's vehicular pollution 50% of the year, then public transport needs to be expedited.
03:54Right, those are the comments coming in from Rahul Gandhi.
04:01But let's take this debate to the people who are actually, you know, at the thick of it all.
04:06Now, so far on 5 Live, we've been talking to doctors, we've been talking to experts,
04:12trying to understand what is it that we are doing wrong,
04:15trying to also understand the health implications of this entire air emergency,
04:20because that's what really what it is.
04:22But today, we've decided to take a pause on that and look at the politics after all.
04:28Why?
04:29Because it's come down to those numbers.
04:31It's come down to us asking the questions on why events are being held.
04:36It's come down to asking why are water sprinkling activities taking place
04:40only around where the monitoring stations are?
04:44What is this watering down of pollution numbers?
04:47Let's bring in Saurabh Bharadwajan, former Minister of Health of Delhi,
04:51now a senior leader of Amati Party, heading the Delhi unit as well.
04:55Saurabh Bharadwaj, welcome.
04:57You were one of the first people who went ahead, got that entire video out,
05:03showcasing how one tanker after the other was actually going around
05:08and trying to compromise the numbers in a way.
05:12I think compromise is the right word here.
05:14They're not really tampering with the numbers.
05:16They are just ensuring that the numbers you see don't add up.
05:21Now, why do you think that's happening in the first place?
05:24Even if the numbers are, say, below 400, it's as bad.
05:28Why do you think the government is really going after it?
05:30I think the BJP government in Delhi, they are in a kind of a hurry to showcase that,
05:45look, they could do things which other governments could not do.
05:49And they don't have the real intent of solving the problems.
05:54Instead, they just want to create a narrative.
05:58And just because they want to create a narrative,
06:02irrespective of the health of the people,
06:05I think somebody has suggested them
06:07that you start, you know, showering water over these AQI monitoring stations.
06:14And this started a long back, you know.
06:18As soon as the government was formed,
06:21they tendered six more AQI monitoring stations,
06:26which were strategically placed at the campuses of engineering colleges,
06:33JNU, IGNU, the Forest Ridge area we have in Delhi,
06:42just so that the average AQI of Delhi can come down.
06:45We did a small press conference for that.
06:49But still, even after, you know, doing those things,
06:52the AQI was, you know, going up.
06:55And I think in spite of the expose we have done
06:59and many other, you know, reporters have done,
07:02the practice still continues.
07:04So, you know, Delhi government is not afraid of any expose.
07:08They believe that even if, you know,
07:10out of two crore people in Delhi,
07:12one lakh people get to know that, you know,
07:14we are fudging the readings.
07:16At least one crore 99 lakh people
07:19will look at these readings and say,
07:21yeah, actually the government is working.
07:23So, you know, if you are cheated by anybody,
07:28you can go to the court,
07:29you can go to the police station
07:30and the government will prosecute the cheater,
07:34you know, the state.
07:34It is always state versus the accused.
07:36But what will happen to a country or a state
07:39where the state itself is cheating on the people,
07:41you know, the state itself is the cheater.
07:44You can't even prosecute.
07:45I have a couple of questions here, Saurav.
07:46Number one, sprinkling of water is an exercise
07:50that has been advised.
07:51They are supposed to do it all across Delhi and CR, right?
07:55So, what exactly is happening
07:57if water is getting sprinkled on these meters?
08:00Can you explain that?
08:01So, I think for the last many years,
08:07it has been said that a large proportion of pollution
08:11which we see in Delhi is from the dust particles, okay?
08:17And because there is so much of vehicular movement
08:19and construction activity,
08:20so there is always suspended dust particles
08:24which form PM 2.5, PM 10
08:27and which basically causes AQI to increase.
08:31So, the practice which is recommended
08:34is that you do this sprinkling across Delhi
08:38on all the roads
08:39so that this dust particle,
08:42these dust particles do not, you know,
08:44get into the air due to vehicular movement.
08:47So, this is what is suggested.
08:48Now, what the government thought that, you know,
08:50why should we worry about the people
08:52or the dust particles across Delhi?
08:55Let's settle the dust particles
08:57right there on the AQI station.
08:58So, when you are, when you have, you know,
09:01launched your smog gun
09:03right on the top of the AQI monitoring station,
09:06what that smog gun is doing is, you know,
09:09it is basically precipitating all the dust
09:13which is there around the AQI station,
09:16bringing it down
09:17and the AQI station reading,
09:21if it is, let's say, 500,
09:22it will record it as 300.
09:24So, when you say that Delhi's AQI is 400,
09:28I can say with the kind of fraud
09:30and the fudging which is happening around
09:32on all the AQI stations,
09:34it must be at least 150 above
09:36what is being told by the government.
09:38That's your claim, right?
09:39That's your claim.
09:40What is the evidence behind this?
09:43What is the evidence behind this?
09:44Because if Delhi government,
09:46there are how many meters?
09:47There are how many,
09:48just a second.
09:49How many meters are there
09:51all across Delhi NCR?
09:52So, I'll tell you.
09:53There are about six by CPCB.
09:55There are another 30
09:56that are put by the Delhi government.
09:58Then there are others also
09:59which have been put in.
10:01So, there are about 40 overall.
10:03They can't be doing it all over, right?
10:04But, yes, they are doing it all over.
10:09They are doing it everywhere.
10:10They are doing it in Dwaraka.
10:12They are doing it in Jahangirpuri.
10:13They are doing it at Anand Bihar.
10:15And they are continuously doing it
10:17and they are not scared of anyone, you know.
10:19They are not scared of Supreme Court.
10:21They are not scared of India today.
10:24They are not scared of Sonal Mehrotra.
10:28Nobody.
10:29So, they are doing it continuously.
10:30Now, understand this dynamics.
10:32You know, when you take your iPhone
10:35and on that weather app,
10:36you check that AQI.
10:38Even that AQI is now tweaked.
10:40It is also a first AQI.
10:42Because iPhone is basically picking up this AQI
10:45from all the meters
10:47which are set up by the government.
10:49So, you can depend on some AQI readings.
10:52For example, at the US Embassy.
10:52Okay, I'm not sure what the scientific evidence there is.
10:55But let me take that question.
10:56They have categorically said that they don't believe.
10:57Let me take that question
10:58to the BJP spokesperson who is here as well.

11:15to actually get an opinion.
11:17Let me bring in Dr. Agni Kumar.
11:20He is a doctor.
11:21He is also a marathon runner himself.
11:23Dr. Kumar, my question to you first is this.
11:26To try and understand,
11:28I saw some visuals over the weekend
11:30of people running when AQI was 400.
11:34I saw also visuals of people cycling out,
11:38you know, going out when, again,
11:40the AQI levels are far bad.
11:43Not with masks, nothing at all.
11:45In your opinion, first up,
11:47and somebody who is an avid runner himself,
11:49do you think this should be happening
11:50in the current circumstances,
11:52in the current weather conditions?
11:53Hi, Sonal.
11:56Thank you so much for having me.
11:58No, bottom line, you know,
12:00long story short, not at all.
12:02So, even when we are at rest, okay,
12:04we usually breathe about
12:06five to six liters of air at rest
12:08at a relaxed cardiac output.
12:10When you're exercising,
12:12you know, your breath,
12:13your respiratory demand
12:14can go up till 100 liters,
12:1650 liters per minute.
12:18You know, like that's how fast
12:19you're breathing, okay?
12:20Now, imagine when you're taking in
12:2220 liters, 50 liters,
12:23100 liters of that poisonous smog,
12:26you're exponentially increasing
12:28your risk of chronic lung damage.
12:30You're exponentially increasing
12:31your risk of emphysema,
12:33COPD, asthma.
12:36So, back in the days,
12:37you know, when the AQI was still better,
12:39living one day in Delhi
12:41was equivalent to smoking
12:4220 cigarettes in a day.
12:44Now, when we say living one day,
12:46we mean when you're normally
12:47eating, breathing,
12:48and just breathing at rest.
12:49Now, when you're exercising
12:50at such high cardiac output,
12:52you're doing yourself
12:53the biggest disservice.
12:58I see.
12:59So, what do you have to say?
13:00I mean, this seems like
13:01something all of us
13:03should know already, right?
13:04Why do you think people,
13:06do they not have basic knowledge
13:08about this?
13:09Or they are still relying
13:10on the pollution meter,
13:12which is now coming
13:12under the scanner as well.
13:14Why do you think people
13:15are still stepping out?
13:16You know, I happened
13:17to actually speak
13:18to a friend of mine
13:20who went for one of these runs
13:21and I said that,
13:22what for you thinking?
13:23This ether is so bad.
13:24She's like, you know,
13:25it's better.
13:26I can't help it,
13:27but I can't take a risk
13:29with my health
13:30and I got to run.
13:31And look at them.
13:32There are hundreds,
13:32if not thousands,
13:34you know, really out there.
13:36So, what is the problem here?
13:37Are people just not understanding?
13:40I think it's herd mentality.
13:42If you see a couple of people
13:43doing it,
13:44you want to do it.
13:45And by and large,
13:46people feel that running
13:48is good for your health.
13:49Cycling is good for your health.
13:51Yes, of course,
13:51it is good for your health.
13:53But does running behind
13:54a car's exhaust pipe,
13:56is that good for your health?
13:57Of course not.
13:58So, if I'm running behind,
13:59you know,
14:00a pollution,
14:01that exhaust vehicle
14:02and I'm just breathing in
14:03carbon dioxide,
14:05carbon monoxide,
14:06sulfur dioxide,
14:07sulfur dioxide,
14:08I'm actually causing myself
14:09more damage,
14:11more harm than good.
14:12So, when the weather is so bad,
14:13please do not step out.
14:15Please do not exercise in that.
14:17The only luxury one,
14:18I mean,
14:18if you have,
14:19if you're luxurious enough
14:20to have air purifiers,
14:22you know,
14:23inside the room,
14:23the AQI is very low.
14:25Inside the gym,
14:26the AQI is low.
14:27Okay, fair enough.
14:28That's your only excuse.
14:29But there is no way
14:31one should be
14:32doing these sort of activities
14:33when the weather is so bad.
14:35You're actually smoking.
14:36So, you're smoking.
14:37It's effectively,
14:37you're smoking.
14:38You've got a thousand people
14:39to smoke.
14:41Got it.
14:42But Dr. Kumar,
14:43the point is
14:43these were government
14:44organized events, right?
14:47These were people
14:48who from RWAs,
14:50teachers, etc.,
14:52who were all sort of,
14:53you know,
14:54going in.
14:55So,
14:56what does it say
14:57about our basic knowledge
14:58of how we look at air
15:01and this entire air,
15:03you know,
15:03emergency that we are in midst of,
15:05but we don't seem
15:06to be understanding?
15:07We actually don't.
15:08I think sometimes
15:09we take it for granted.
15:11I would like to jog
15:12your memory back to COVID
15:13when people were
15:14against mass gatherings
15:15and when lockdown
15:16had just started,
15:17people were all accumulating
15:18that we'll do yoga together,
15:20we'll do fitness together,
15:21we'll improve our lungs
15:22so much that COVID
15:23will not happen.
15:24So, we come from a country
15:26where all this is happening.
15:27People do not have,
15:29I think the word is,
15:30for lack of a better word,
15:31basic common sense.
15:34But that's something to be,
15:35you know,
15:35that's where us health educators,
15:36we need to come forward
15:38and speak about it
15:39and I'm glad you're talking
15:40about this
15:40because this is insanity.
15:43This is,
15:43this is nothing sort of,
15:45short of stupidity
15:47to be holding such mass marathons,
15:50any sort of cycling events
15:51where you're,
15:52you're swimming in smoke,
15:54you're swimming in smog.
15:55That's,
15:56it's like,
15:57you know,
15:57the Yamuna,
15:58the river is so polluted.
15:59I wouldn't recommend
16:00going there for a swim,
16:01would you?
16:02So,
16:02why would you run
16:03in this kind of weather?
16:05Nothing short of stupidity
16:07is what you're saying,
16:08but for those
16:08who perhaps don't get it
16:10even now,
16:11could you explain to us
16:12what exactly happens
16:14when you exert your body
16:16or get into a physical activity
16:18when the AQI is,
16:21or in fact,
16:22first tell me,
16:22what is a threshold?
16:23At what AQI
16:24should you say
16:25no outdoor activities,
16:27no exercising
16:28in these AQI?
16:31If you were to go
16:32by the threshold,
16:33then nobody in India
16:33could ever exercise.
16:36But let's say,
16:37so when you AQI
16:38less than,
16:39I think 40 to 50
16:39is considered
16:40in the good healthy category,
16:41which you see
16:42in a lot of,
16:43say,
16:43European countries,
16:45America,
16:45where the standards
16:47are much,
16:48they're much stringent,
16:49where pollution
16:50is very much
16:50under control,
16:51right?
16:52But let's just say,
16:54I'll explain it
16:55very simple in my language,
16:56why one should not exercise
16:58when the AQI is so bad.
16:59So right now,
17:01you and I,
17:01we're not running,
17:02we're just talking,
17:03which means our
17:04respiratory rate
17:06is roughly 14 to 20 a minute.
17:09Roughly,
17:09we are taking in
17:10only 5 litres of air
17:11per minute,
17:12okay?
17:13Now,
17:13this 5 litres of air
17:14is definitely contaminated
17:15because we're taking in
17:17all the smoke,
17:18the smog,
17:18right?
17:19Now,
17:19imagine when you have
17:20to start breathing
17:21100 litres a minute,
17:2350 litres a minute
17:24of all of this smoke,
17:26smog,
17:26dust,
17:26dirt,
17:27grime,
17:28please note
17:29what you're doing
17:30to your lungs,
17:30right?
17:31So,
17:32it's a very simple question.
17:33Is smoking 5 cigarettes
17:34a day bad
17:35or is smoking
17:3620 cigarettes a day worse?
17:38Of course,
17:39smoking 20 cigarettes
17:40a day is worse.
17:41So,
17:41when you're exercising
17:42in such bad
17:43weather conditions,
17:45you're taking in
17:46so much exponentially
17:48higher particulate matter.
17:50Now,
17:50there is,
17:50for the body,
17:51there is no difference
17:52whether it is cigarette smoke,
17:53whether it is vape,
17:54whether it's that choolha
17:56which emits a lot of burns,
17:57you know,
17:58emits a lot of gaseous material
18:00or whether it is pollution.
18:02Smoke is smoke,
18:03pollution is pollution.
18:05So,
18:05effectively,
18:06it's equivalent to you
18:07smoking,
18:08vaping,
18:09running in this kind of weather.
18:10So,
18:11not a good idea.
18:13You know,
18:14I feel that
18:15what you just said,
18:16you know,
18:16that if we were to look at
18:18WHO recommended levels,
18:20we would never be able
18:21to exercise in India.
18:22And I think that's what gets
18:24people really irritated
18:25and that's what people say
18:27that,
18:27okay,
18:27this way we'll never be able
18:28to do it,
18:29so might as well just do it.
18:30I think that's where
18:31it largely comes from.

18:51It's not just the question
18:53of what Ahmadi Party,
18:55the opposition,
18:55has raised.
18:56Several people also,
18:58I see constantly talk
19:00about reports
19:01in the media as well
19:03about data missing,
19:06about data being questionable.
19:08What exactly
19:09does the BJP have to say
19:11on the clear allegation
19:14that it is to avoid
19:15GRAP 3 levels
19:17that this entire
19:18monitoring system
19:20is being worked upon?
19:22Yeah,

19:27malfunctioning

20:26The online data
20:27is available.
20:29As compared
20:30to other cities,
20:31you know,
20:32in Bombay,
20:33in Bangalore,
20:34in Chennai,
20:34and everything,
20:35monitoring stations
20:36roughly 8 to 10.
20:37So,
20:37after every 5 to 10 kilometers
20:40you have a monitoring stations.
20:42There was a question
20:43raised during the Diwali
20:44that some monitoring stations
20:45were done.
20:45There is a concept
20:47of UD link,
20:48up-down link,
20:49which connect
20:50the monitoring station
20:51with the server
20:52of the CPCB.
20:53I got that, sir.
20:54I got that.
20:56My question is
20:57particular.
20:59I want to understand
21:01why is
21:02water being sprinkled
21:04not on all
21:06the roads of Delhi
21:07but only
21:08around the monitoring stations?
21:11See,
21:12the sprinkling of water
21:13is there
21:14all over the city.
21:14I mean,
21:16one camera is there
21:17which is nearing
21:18the Anand Vyar.
21:19It is there.
21:20Anand Vyar
21:20is a hot spot
21:21and
21:23with the sprinkling
21:24of water
21:25it doesn't go
21:26to the instrument
21:27of the monitoring stations.
21:29No data
21:30will change.
21:31The data
21:32is taken
21:32from the sky.
21:34The dust
21:35particular,
21:35the particular matter,
21:36the nox,
21:37the carbon
21:37and all things.
21:39Just,
21:39you know,
21:40why the water
21:40is sprinkled?
21:41It is because
21:43only to suppress
21:43the particulate matter
21:44and that is there
21:46every day.
21:46But it should be suppressing
21:48particulate matter
21:49around where
21:50you and I are,
21:51right?
21:51Not where the monitoring
21:52station is.

23:14And the BJP

23:17of last 27 years.

23:25during the last 11 years
23:27Delhi got the tag
23:28of red letter
23:29where particular matter
23:31crossed 999.

23:34regime

23:35to September
23:36the AQI
23:37was in the normal
23:38good country.
23:39The point is
23:40that today
23:41even the Supreme Court
23:43has questioned it.
23:44So it is not just
23:45the opposition
23:46it is just not
23:46what people are saying
23:47on the ground.
23:49Supreme Court today
23:50has also questioned it
23:51and said that
23:52there are serious questions.
23:53So I think we need
23:54to sort of get
23:55into the heart
23:55of what exactly
23:56is happening here.
23:57But I appreciate
