00:23Yusek, ano po ang tema ng National Children's Month ngayong taon?
00:26At ano po ang mensaheng na is iparating nito sa publiko?
00:33Director Sheriel, yung theme po natin for the 33rd National Children's Month is
00:37OSAEK si Saem Wakasan, Kaligtasan at Karapatan ng Bata Ipaglaban.
00:43As we all know, yung OSAEK is Online Sexual Abuse or Exploitation of Children.
00:48So yan po ang tema natin for this year kasi nakatutok po talaga
00:52ang ating pamahalaan sa pagpapababa at saka paglaban po talaga dito sa
00:56kumbaga dito sa scourge or harm na lumalapit po sa ating mga kabakalakan sa cyberspace po.
01:05Yusek, para maunawaan ng ating mga kababayan,
01:08ano po yung pangunahing layunin ng taonang pagdiriwang ng National Children's Month?
01:13Ako, Director Sheriel, yung National Children's Month ay pinagdiriwang natin bilang paggunita
01:20doon sa tinatawag na United Nations Convention on the Rise of the Child.
01:25Inadapt yan ang UN General Assembly noong November 20, 1988.
01:32At yan naman po ay pinirmahan, ilagdakan ng ating bansa noong 1990.
01:37And since then, pinagdiriwang na po natin yan, during the time of the Ramos administration,
01:43may mga presidential proclamation po na in-issue po dyan.
01:47Although noong unang po na ang Director Sheriel, October pa po natin pinagdiriwang,
01:52pero noong 2015, na-issue po yung Republic Act No. 10661.
01:57This is the National Children's Month.
01:59At yan po ay nagtalaga na na ito ay papamunuan ng Council for the Welfare of Children,
02:05DSWD at NYC, National Youth Commission.
02:08At ipagdiriwang po natin sa November of every year,
02:12para po gunitin ang UN Convention on the Rise of the Child,
02:16talagang ipakita ang pagpapihalaga po natin sa mga karapatan po ng bata.
02:20Yusek, ano-ano po ang mga pangunahing programa o aktividad ng CWC ngayong taon
02:26para itaguyod ang karapatan at kapakanan ng mga bata?
02:29Ako, Director Sheriel, yung celebration po natin,
02:34as always, ano po yan, ang ginagawa po natin ay yearly.
02:39Lahat po ay nagse-celebrate, all agencies of government, the schools and the LGUs,
02:44pero sa Council for the Welfare of Children po sa ating tinatawag na main office dito sa Manila,
02:52nakatutok talaga tayo dito sa, kunyari dito sa November 7,
02:57ating i-hold ng ating lunch ng National Children's Month.
03:04Ito po ay dito sa Crown Plaza Galleria kasi we are holding it,
03:09of course, with the DSWD and the NYC,
03:12pero kapartner po natin dito ang Department of Justice National Coordination Center for Osaic and Sisaem.
03:18Tapos pagkatas ng November 7, kickoff,
03:21from November 16 to 22, ito yung tinatawag na National Play Advocacy Week.
03:25Maraming pagdiriwang po tayo dito kasi karapatan din po ng mga bata yung paglaro or makataglaro,
03:32baka po hindi alam ng mga nakakatanda.
03:35At come November 24 naman, since our topic is online sexual abuse,
03:39we will be conducting a conference on parenting in the digital age
03:43pagkiputuruan si Mamit si Daddy para po matuto sa cyberspace at sa mga gadgets
03:48at para naman mabantayan ang mga bata.
03:51Then by November 26, partner po namin yung SM Cares.
03:55Magkakaroon po tayo ng NCM Culminating Activity dito po sa SM Mega Mall sa Atrium po nila.
04:01So yan po ang pinakaabalahan natin this November po, Director Sheryl.
04:06Sa kasalukuyan, paano po tinutugod na ng CWC yung mga isyong patuloy po na kinahaharap ng mga bata
04:13tulad ng, nabanggit nyo nga kanina, child abuse, online exploitation at child labor?
04:18So Director Sheryl, the Council for the Welfare of Children is an attached agency of the DSWD.
04:26We are the policymaking arm of the government when it comes to children.
04:29So nagsisimula ang aming participation sa paggawa po ng mga national plans po natin
04:35like the National Plan of Action for Children,
04:38the Philippine Development Plan po kung saan tinanong din po at in-interview at talagang kinonsulta ang mga bata.
04:44Doon sa paggawa po ng mga batas, yung mga laws po, yung Anti-OSA-Exime Act po natin,
04:51ayan po ay kasali po kami dyan, gumawa, maliban po doon sa ipabang mga naunang batas.
04:56And of course, mga programs, projects, and activities from the national level to the local government unit level po.
05:01So we are part of the child-friendly local governance audit na pinamumunuan po ng DILG.
05:07This is a yearly mandatory audit for our LGUs to ensure that they are child-friendly.
05:13At nakakatawa naman, Director Sheryl, noong 2022, nung pumasok at ayos ka gobyerno,
05:18itong administration na ito, yung child-friendly LGUs lang natin noon, 372 out of 1,634.
05:27Ngayon naman, after 3 years, yung 372 natin, 1,091 na.
05:32So ang tingnan yung tinalon, pero of course, we have a long way to go.
05:36Pero ganyan po kami, mulang policy making hanggang doon sa pag-capacitate po ng mga LGUs, kasali po tayo dyan.
05:42Saan nyo po in-attribute, Yusek, yung malaki pong itinalon ng bilang na binabanggit nyo po kanina?
05:50Opo. Tingin ko po, and I always say this mula nung nakarapang taong pa,
05:55sabi ko, we have a government that really listens to children.
06:00In fact, when the Philippine Development Plan was being drafted in late 2022, kasi for 2022 to 2028 yan,
06:08sabi nung mga katrabaho ko na dikada-dikada lang nasa Council for the Welfare of Children,
06:13Sir, first time lang pong nakonsult yung bata, and this is a good indication that this administration is listening to children.
06:21At hindi kami nagkamali, kasi kunyari, dito sa Usaping Usaik, kaya po itong tema natin ngayon,
06:27last year, nagkaroon kami ng mga sectoral meetings sa ating Pangulo mismo sa Malacanang,
06:32dahil nababahala nga siya na while bumaba ng kuunti ang mga cyber tip line reports na nare-receive natin,
06:38it's still a serious concern in the Philippines, kaya nagpalagay siya ng mga targets or indicators
06:43do sa child-friendly local governance audit.
06:45So, ngayon po, since may directive ang Pangulo, yan po ay nakasama na do sa 2025 guidelines,
06:52and LGUs now are really mandated to have Usaik ordinances, have Usaik-trained people
06:58para pag may nagsumbung pong bata at mga magulang,
07:00and of course, yung mga referral mechanisms po nila, kailangan meron sila.
07:04At yan po kasi tine-check na do sa audit, ano.
07:07At maganda ang cooperation ng lahat, buhay na buhay,
07:10ang National Coordination Center on Usaik-NCC,
07:13and of course, kasama namin ng DOJ dyan, ang PNP, NBI,
07:17at iba't ibang mga ahensya pa po na talagang lumalaban po dito sa online sexual abuse.
07:22Sa usapin naman po ng edukasyon at kalusugan,
07:25ano po ang mga inisyatibong isinusulong ng CWC
07:28para matiyak na may akses ang lahat ng bata sa dekalidad na serbisyo.
07:32Opo, we are very closely partnering with the Department of Labor.
07:39For instance, issue po ng isang mga skwelahan na conducive for learning,
07:47yan po ang concern namin with the DepEd.
07:50Recently, the DepEd issued a revised version of the implementing rules and regulation
07:55of the anti-bullying law of 2013.
07:58So, in-improve po ng DepEd yan para po ang mga bata ay hindi nabubuli sa mga skwelahan
08:02at ang mga bullying incidents po ay talagang nare-record at nare-record.
08:07Nothing is being swept under the rug, so to speak.
08:10At ang ginawa po namin dyan, we even sign an MOU with the DepEd
08:15to connect their hotline to the Makabatak Helpline 1383.
08:18So, nagtutulungan po kami dyan.
08:21And nagkaroon kami ng bullying seminar or conference din with DepEd.
08:28Nag-attend tayo dyan na ginawa dito sa Ateneo, dito sa Ateneo Grade School.
08:32So, we are closely partnering with them because, of course, we are promoting
08:36and DepEd is really working on this.
08:38Yung quality of education, they want to improve it.
08:42But children, of course, cannot focus on education if they are not safe in our schools.
08:46And saludo po kami sa DepEd dahil po talagang ang kaligtasan ng mga bata ay tinututukan po nila.
08:52Sa inyong pananaw po, gaano kahalaga ang papel ng pamilya at komunidad
08:56sa pagtataguyod ng karapatan at kaligtasan po ng mga bata?
09:03Director Sherrill, very important po ang family, tayong mga parents.
09:07At the Council for the Welfare of Children, and I always say this when I speak in front of people,
09:13child protection starts at home.
09:15So, bilang mga magulang, tayo po ang unang nagbabantay sa ating mga anak,
09:20yung mga tagapangalaga po ng bata.
09:22So, kaya inaabot po namin ang mga magulang, we are creating awareness
09:26because most of the violence against children reported with the PNP
09:30really are corporal punishment, being done by some misguided parents
09:38na medyo sinasaktan ng todo-todo ang mga bata in the name of discipline.
09:43So, we want to change that because child protection should really start in our homes.
09:47And after that, it continues in our schools.
09:50Kaya po, katrabaho rin namin ng DepEd, and it continues in our communities.
09:54That's why we want LGUs to be child-friendly.
09:57And of course, naandito naman sa taas ang mga national government agencies,
10:02like the DSWD, of course, led by our boss, Secretary Rex Gatchalian.
10:09Talagang nakatutok po siya dito.
10:11The PNP, the NTI, DOJ, everybody's working po.
10:15Siguro, banggitin ko na rin, last December 6, 2024, the President signed EO 79.
10:20This is the Makabata EO.
10:22It seeks to harmonize what everybody, all government agencies are doing for children.
10:28Hindi na working in silos, hindi na kami kanya-kanya,
10:31hindi na nagbabanggaan ng mga proyekto.
10:34We are now finalizing the implementing guidelines.
10:37So, from reporting kung saan papasok yung makabata helpline,
10:40may rescue relief, rehabilitation and integration.
10:43Lahat po yan, ilalatag natin.
10:45Lahat magtutulungan from the national to the local level po.
10:49Yusek, may mga programa po ba ang CWC na nakatoon naman sa street children,
10:54indigenous children o mga batang nasa conflict-affected areas?
10:58Opo. Actually, we are, of course, we are an attached agency of the DSWD.
11:05So, we work with the DSWD when it comes to children in street situation.
11:09Kasi ang cover naman ng DSWD, families and children in the street.
11:14So, mas malawak yung sa kanila.
11:16As to the child component or children component, we heavily partner with them.
11:20And this is also in relation to EO52, which was issued, if I'm not mistaken, last year din, January 2024.
11:29It is the back-about program.
11:31Kung nakikita mo ang DSWD at kung nakikita nyo po, director,
11:36pati si Secretary Rex Gachalian lumalabas yan.
11:39To reach out to families and children in the streets.
11:43Of course, to extend the services of the government.
11:46Unang-una, pagkuhan ng data nila so that they can get birth certificates.
11:51Pwede silang tulungan makabalik sa mga lugar na pinanggalingan nila.
11:54And of course, with the interventions that the DSWD can extend.
11:59And the DSWD dito sa EO52 po, does not only extend help to the children or to the families,
12:06pati po dun sa LGU na pagbabalikan.
12:08Kapabalikan, the DSWD can also help them to ensure that these people won't go back to the urban areas.
12:15Yun po ang kaibahan ng EO52 dun sa mga attempts po, sa mga nakaraang panahon po.
12:20You said, kamusta naman po yung pakikipag-ugnayan ninyo sa mga lokal na pamahalaan,
12:24paaralan, pati na rin po yung mga NGO,
12:27para mas mapalawak pa yung kampanya para sa karapatan ng mga bata?
12:31Opo, ngayon po pinagtibay, as I mentioned earlier, Director Sheryl, yung EO79,
12:38talagang siguro na-realize ng mga tao na din sa gobyerno
12:41na marami tayong ginagawa kanya-kanyang ipagpapabibo,
12:46pagpapalunsad ng mga proyekto na nakakatulong sa iba't-ibang klaseng sektora.
12:53But more often than not, sometimes, or sometimes,
12:56these projects or programs conflict with each other or are duplications of each other.
13:01Kaya sabi nung makabata program,
13:03everybody's doing a lot but we are not perhaps coordinated enough.
13:08So, ang pinagtibay po doon, everybody should work together.
13:12In-enumerate ang implementing agencies sa almost 30 implementing agencies
13:17and of course, marami tayong partners din from the private sector
13:21because the private sector will help too.
13:23Na-realize po ng ating pamahalaan, the government cannot do it alone,
13:27not even the biggest government agencies like the DepEd and the DSWD.
13:31So, ito po, antayin po natin, once the implementing guidelines come out,
13:36lahat po ng concern ng children in need of special protection,
13:40ito yung mga biktima ng mga violence against children, sexual abuse,
13:43yung mga nasa kali, lahat po yan ay tutugunan ng pamahalaan
13:47with a wide spectrum of interventions.
13:50And there is really an earnest attempt for everybody to cooperate with each other
13:56para po hindi nagkakalituhan po.
13:58Isa po sa mga layuni ng National Children's Month
14:01ay ang pagpapalakas ng kamalayan ng publiko sa karapatan ng mga bata.
14:05At base po sa mga nabanggit nyo kanina,
14:08sa tingin nyo po ba, may sapat na kaalaman na ba ang mga Pilipino tungkol dito?
14:12Siguro marami pa tayong kailangan gawin
14:17because as I mentioned earlier, 1988 pa po yung UN Convention on the Rights of the Child.
14:23And I must admit, not all Filipinos are really familiar with it.
14:29Karamihan sa provision ng UNCRC ay naisabatas na natin,
14:32kasama dito sa yung paglaban sa sexual abuse,
14:36yung sa paglaban sa child abuse through our Republic 7610, RA 7610.
14:43Marami na po tayo naisabatas ngunit hindi pa po sapat.
14:46Kaya ang pamahalaan po ay hindi tumitigil.
14:49And in fact, we want to focus on the parents and the family also.
14:52Kasi yun nga, kung hindi po magbabago ang mentalidad ng mga matatanda,
14:57tayo po, yung generation natin,
14:59kung paano natin tingnan ng bata,
15:01ang kanilang mga karapatan,
15:02ang ating obligasyon sa kanila,
15:05eh syempre po, hindi po mag-i-improve talaga fully
15:08at napakabilis ng karapatan ng bata.
15:11That's why we have to work with each other talaga po.
15:14We want to change some of the bad ways of thinking
15:18or yung mentality na nakakasama.
15:20And we want to engender a social behavioral change po talaga
15:24para ang ating generation magbago.
15:27Of course, mas ma-i-guide po natin ang ating mga kabataan
15:30na talagang pag-aasa po ng ating bayan.
15:32Sa panahon po ngayon ng digital age,
15:35paano po pinoprotektahan ng CWC ang mga bata
15:38laban naman sa online threats at cyberbullying?
15:43Opo, yan. Very important din po yan.
15:46Ako personally, I want to say that the threat
15:49is really from the internet now
15:51kasi po with the advent of technology
15:53and because of the digital age.
15:55That's why, as I mentioned earlier,
15:57we partnered with the DepEd to combat bullying
16:00including cyberbullying.
16:02We are in the process of signing an MOU
16:04with the Cybercrime Investigation Coordination Center.
16:08Kaibigan po natin yung mga tao diyan.
16:09And of course, the DICT, dati pa nating partner
16:12with the eGov Super App.
16:14Kasi po, ang threat ay naan dyan talaga.
16:17We are now partners also with the PNP Anti-Cyber Crime Group
16:21and the NBI, isa sa unang partner na mga kabata,
16:24helpline 1383 yan.
16:26Gusto natin protectahan doon.
16:28But of course, the government cannot do it alone.
16:30That's why, this month, we will be conducting that conference
16:33on parenting in the digital age
16:34because, Director Sherry,
16:37we need to teach parents and children life skills
16:40para hindi sila maging willing victims
16:42nitong masasamang tao po sa internet
16:44because the government cannot really monitor everybody 24-7.
16:49Paano naman po, Yusek, yung mga hindi online,
16:52yung mga hindi po limited ang access sa internet?
16:56So paano po natin sila ma-equip
16:59para po sa skills na kailangan po dito?
17:03Opo, dito po mapasok yung ating partnership with the LGUs.
17:09We are aware that there are many geographically isolated
17:16and disadvantaged areas natin.
17:19Many far-flung barangays na pangit ang connectivity.
17:22Hindi natin sila ma-abot.
17:23That's why we are also using the internet to reach them.
17:27You will notice that the programs of the government,
17:30including those of the Council for the Welfare of Children,
17:33are being broadcast.
17:35Meron kami mga knowledge management sessions through the internet.
17:38So we use social media.
17:40We use our website because we have to reach everybody.
17:43Yung child-friendly local governance audit is a strategy.
17:47Kaya lang 1,634 ang LGUs.
17:50I think it's 1,642 na nga.
17:52Nadagdagan daw ngayon.
17:53That's why we are also leveraging technology to really reach people.
17:58And dun sa hindi masyadong maabot ng technology,
18:02we rely on our LGUs and our barangay and our partners.
18:05So tulong-tulong po talaga.
18:07We need to reach them at the soonest possible time
18:10because they need to know that children have rights
18:14and of course we have to protect them.
18:17Yung second mensahe, o paalala nyo na lang po
18:19sa ating mga kababayan ngayong pagdiriwang
18:21ng National Children's Month.
18:25Opo, para po sa mga mami-daddies,
18:27mga nangangalaga sa bata,
18:29and sa mga bata na rin po na nanonood ng ating programa ngayon,
18:33tandaan po natin na talagang ang mga bata
18:35o ang kabataan ng pag-asa ng bayan,
18:38ngunit kung hindi po natin sila po protektahan at taalagaan,
18:41hindi po sila magiging pag-asa.
18:43Ika nga po namin sa Council for the Welfare of Children,
18:46basta bakit tayo po dapat lahat ang bahala
18:49dahil sa bagong Pilipinas,
18:52bawat bata ay mahalaga.
