President Marcos said his administration is determined to adopt artificial intelligence (AI) across government agencies “as much as we can, as soon as we can,” warning that waiting too long would mean missing out on opportunities for innovation and efficiency.

00:04One of the main topics of the APEC Summit this year is about the adoption of artificial intelligence.
00:12To what extent does the Marcos administration is planning to adopt artificial intelligence in the government?
00:22As much as we can, as soon as we can.
00:26You're missing a chance if you wait.
00:30AI is going to come, parang alon yun eh.
00:34Kahit anong gawin mo, mababasa ka.
00:39And if you don't learn how to swim, i.e. if you do not learn how to use AI in the best way, and in a secure way, and in a benevolent way, may iiwanan ka talaga.
00:54Ang bilis ng takbo ng teknolohiya.
00:56So, that is one of the, one of the, my big takeaways from the APEC, this APEC, was ang daming diskusyon on the sidelines about AI.
01:08And that's what we're, anong ginagawa ninyo, anong plano ninyo.
01:11What are your capacities, what are your capabilities, saan kayo magaling, dito kami magaling, magtulungan tayo, ganyan-ganyan, etc.
01:20And trying to find a way, everyone's trying to find a way to, well, we are, trying to achieve two things.
01:29We are trying to understand the technical side of AI.
01:34What is AI actually capable of doing?
01:38And it is not a static exercise, because what AI can do one month ago is different from what AI will be able to do one month from now.
01:50Ang bilis na, no, that's the one thing that's new about AI, about, that's why people can't quite understand it, is it learns.
01:57So yung kausang, it's not, it's not paulit-ulit lang, on the same question, paulit-ulit lang.
02:04It learns, it knows who, my AI knows who I am.
02:08You, I'm sure, you use chat GPT, kilala na kung sino ka.
02:12You know, that you're a journalist, that you're, we work for this, malalaman, malalaman eh.
02:17And so, you have to take advantage, it's such a powerful tool.
02:21You must take advantage of it as quickly as possible.
02:24You have to learn how to use it as quickly as possible.
02:27As I said, that's one of the big takeaways for myself, at least.
02:31And I think all the others as well, all the other leaders as well, about how quickly, how quickly AI will overwhelm us
02:43if we do not learn how to swim with the tide, if we do not learn how to handle it properly,
02:49if we do not learn how we can, how we can use it to best help our people.
02:55Although, there's so many aspects to it that it really has to be studied very, very hard.
02:59You mentioned that, do you plan to issue, make any issuance that would provide government agencies guidance
03:10on how to adapt AI in their operations, and if they're, and what agencies should be prioritized to adapt AI?
03:19It's not yet clear.
03:25Okay, what AI do you use for government?
03:29And I'm sure each department has a slightly different AI.
03:33And we have to learn, and we have to learn, and we have to learn, and we have to learn, and we have to talk to everybody, the whole world.
03:50And try and find out, again, those two things.

03:58How do you use it properly?
04:00And number two, yung mga think tank, sa palagay ninyo, saan patungo ito?
04:08At papano nating gagamitin para tulungan yung Pilipinas, para tulungan yung ibang bansa, para tulungan yung ASEAN?
04:17People have to think, we have to go to the people who are thinking about those issues,
04:22so they can tell us what their conclusions are.
04:25We can agree or not agree, but at least we have an idea of how the thinking is going,
04:31and a better idea of the technology, so that we know where it is headed,
04:35and where are the dangerous areas that we need to watch out for.
