00:32Tuesday's operation was shocking in its scale and human toll.

01:36Governor Claudio Castro's policy treats the favelas as enemy territory where a license to kill prevails.
01:45He has requested an emergency meeting with the Minister of Justice.
01:49The United Nations High Commissioner for Human Rights said he was horrified and called for swift investigations.
