ICI recommends filing of charges vs Estrada, Villanueva in flood control mess

Independent Commission for Infrastructure (ICI) Chairman Andres Reyes says on Oct. 2 that they have recommended to the Office of the Ombudsman the filing of charges against Senators Joel Villanueva and Jinggoy Estrada, former Public Works Undersecretary Roberto Bernardo and Commission on Audit Commissioner Mario Lipana for their alleged involvement in the flood control anomalies.
