ICI recommends filing of charges vs Estrada, Villanueva in flood control mess  Independent Commission for Infrastructure (ICI) Chairman Andres Reyes says on Oct. 2 that they have recommended to the Office of the Ombudsman the filing of charges against Senators Joel Villanueva and Jinggoy Estrada, former Public Works Undersecretary Roberto Bernardo and Commission on Audit Commissioner Mario Lipana for their alleged involvement in the flood control anomalies. 01:28jp mendoza the commission uncovered an alleged systematic kickback scheme in which legislators

01:41acting as project proponents inserted flood control projects into the national expenditure program

01:51or net and the house general appropriations bill also called hgab and the general appropriations act or gaa

02:01in exchange for commission ranging from twenty percent to thirty percent of the project cost

02:12payments were reportedly course through dpwh engineers and cooperating contractors to secure projects

02:22and awards and awards and facilitate the release according to the former dpwh officials this scheme resulted in inflated

02:35project costs substandard implementation and the diversion of billions of pesos in public funds over several years

02:47members among those implicated are senators joel villanueva and senator jingoy estrada

03:08commissioner mario mario the alleged participation appears to constitute violations of article 210

03:23222 of the revised federal code on bribery and corruption of public officers sections 3b and 3c

03:47plunder law given the magnitude of the funds involved so i'll just uh state a little of what i said

03:55uh with this filing we remain true to our commitment to the filipino people no one will be spared in this fight
