'Cultural transformation' needed in govt vs sexual harassment in workplace
Dr. Macario Jusaysay, chief of the Sectoral Coordination Division of the Philippine Commission on Women (PCW), tells The Manila Times on Oct. 28, 2025 that there is an urgent need for a 'cultural transformation' within government institutions to effectively address sexual harassment in the workplace.

00:00I think yung problema na yan cannot be answered by this conference now. It takes time. Kasi una, we really need to have change in the mindset of people. The way we look, we treat women.
00:19We are not sensitive or even respectful. There are so many gaps.
00:38Una, the clear understanding and appreciation of why we are doing this, why we have plans and budget.
00:46Marami pa rin tayo mga, sorry to say, top level management na they lack that appreciation of why we are doing this annual plan and budget.
00:58So kung pag-usapan natin yung mga issues na yan, this is rooted from the fact that hindi pa talaga nagkakaroon ng pagpasok sa loob-kaloob-looban ng bawat isa sa atin.
01:14Yung genuine sensitivity on gender and development.
01:19So, for PCW, sabi natin na women's economic empowerment niya ay alam naman natin na imbede na yan sa mag nag-art out women,
01:30na imbede na rin yan sa ating gender equality on women's empowerment plan, at may paging sa NAVWPS.
01:39It calls for a sustained livelihood, social protection and skills development yung capacity development din.
01:47Which is kasama dito yung pag-improve o pag-enhance ng ating ano, pag-raise ng level of awareness.
01:54Nating lahat, hindi lamang yung top management. Kasama na lang tayo dyan.
01:59At tayong nasa gobyerno at tayong nasa media, kayong nasa media, at yung mga partners natin sa civil society organizations.
02:10So, yung ating sinasabing 5% na Godbudget, ito pang ano lang ito, pang primer lang ito eh.
02:16Ang totoong mangyayari dapat ay magkaroon tayo ng tunay na gender mainstreaming where our policies, our programs and projects, our mechanisms in the agencies where we are or in the organizations where we are, are truly gender responsive and transformative.
02:35We have to transform our culture. We have to transform our mindset. Thank you.
