00:00New tax laws kicked in this month, and they're about to hit millions of Americans who rely on SNAP benefits, better known as food stamps.
00:08But while families lose help, big grocery chains could actually gain.
00:14The Congressional Budget Office estimates nearly 2.5 million Americans will lose SNAP benefits over the next decade,
00:21with cuts ranging from $72 to $231 a month.
00:27SNAP dollars make up about 12% of all grocery sales.
00:31Experts say discount giants like Walmart, Kroger, and Costco will likely benefit as families stretch their budgets.
00:38Walmart, already the leader in SNAP sales, can use its size to offer lower prices than smaller stores can match.
00:45But for independent grocers, the cuts could be devastating.
00:49Katina Holiday, who owns a small market in Mississippi, told CNBC Walmart will, quote,
00:55benefit totally because small stores pay higher costs and have to keep prices up just to survive.
01:02Analysts say even if shoppers cut back, they still need food and will go where the dollar stretches the furthest.
