00:28to regional forecasting centers, the slow movement makes the storm more dangerous, as its prolonged
00:33presence in the same area brings heavier rains, higher storm surges, and stronger winds. The U.S.
00:38National Hurricane Center reported when the hurricane was 195 km from Kingston, Jamaica's
00:43capital, that the rainfall situation could be catastrophic, warning also that within
00:4924 hours, Melissa could intensify to Category 5.
