00:00And one of the reasons that you're here today is to hear that we are very unhappy, I am, with Russia.
00:09But we'll discuss that maybe a different day.
00:12But we're very, very unhappy with them and we're going to be doing very severe tariffs if we don't have a deal in 50 days.
00:21Tariffs at about 100%. You'd call them secondary tariffs. You know what that means.
00:25But today we're going to talk about something else.
00:29And as you know, we've spent $350 billion approximately on this war with Russia and Ukraine.
00:38And we'd like to see it end. It wasn't my war, it was Biden's war.
00:42It's not my war. I'm trying to get you out of it.
00:45And we want to see it end.
00:48And I'm disappointed in President Putin because I thought we would have had a deal two months ago.
00:53But it doesn't seem to get there.
00:55So based on that, we're going to be doing secondary tariffs if we don't have a deal in 50 days.
01:00It's very simple.
01:01And they'll be at 100%.
01:02And that's the way it is.
01:05It can be more simple.
01:06It's just the way it is.
01:07I hope we don't have to do it.
01:09But regardless, we are going to be – we make the greatest military equipment in the world, whether it's missiles.
01:18You saw that recently in Iran, the way those planes flew in.
01:21They hit every single – 14 bombs hit every target.
01:25Then you had the helicopters shoot a total of 30 bombs, 30 missiles.
01:32And they hit every single – Marco, is that right?
01:34Every single – every single target.
01:37And it was, I guess, on a scale of 0 to 10, they say it was about a 15.
01:44That's how successful it was.
01:46That's how lethal it was, a word they like to use nowadays.
01:49But it was – it was an amazing, well-organized attack that people in this country wanted to do for 24 years.
01:59You know, when we had the pilots in last week, they were saying,
02:02Sir, we've been practicing this for 24 years, meaning people – not them, but other people that are a little older now.
02:09But they, too.
02:10And you were the one that let us do it.
02:13But we've been practicing it three to four times a year for 22, 24 years, because they always knew they hadn't stopped Iran from doing what they were doing,
02:25which is trying to come up with a nuclear weapon, a nuclear bomb.
02:30And we did it very successfully.
02:32And we made the best equipment, the best missiles, the best of everything.
02:39The European nations know that.
02:42And we've made a deal today – and I'm going to have Mark speak about it –
02:45but we've made a deal today where we are going to be sending them weapons, and they're going to be paying for them.
02:52We – the United States will not be having any payment made.
02:57We're not buying it, but we will manufacture it, and they're going to be paying for it.
03:02Our last meeting of a month ago was very successful in that they agreed to 5 percent, which is more than a trillion dollars a year.
03:09So they have a lot of money.
03:10And they have – these are wealthy nations.
03:12They have a lot of money, and they want to do it.
03:14They feel very strongly about it.
03:16And we feel strongly about it, too.
03:18But we're in for a lot of money, and we just – we don't want to do it anymore.
03:22And we can't.
03:23But we make the best, and we're going to be sending the best to NATO,
03:26and in some cases to maybe – at Mark's suggestion, if we go to Germany,
03:31where they're going to send early-on missiles, and they'll be replaced,
03:36and NATO's going to take care of it.
03:38It's going to be coordinated by NATO, and they're going to work very much with Matt Whitaker,
03:43who's right here, who's a great ambassador.
03:45And Matt's going to be – you better do a good job, Matt.
03:48I will.
03:48But Matt's going to coordinate.
03:50He's a very talented guy.
03:51He's going to coordinate everything.
03:53So in a nutshell, we're going to make top-of-the-line weapons,
03:58and they'll be sent to NATO.
04:00NATO may choose to have certain of them sent to other countries
04:03where we can get a little additional speed,
04:05where the country will release something,
04:07and it'll be mostly in the form of a replacement.
04:11And I'd like to have Mark – and again, just a highly respected,
04:15pretty young guy.
04:16A pretty young guy for having had the career that he's had.
04:20Because he had an amazing career before going to NATO.
04:24So we spent a lot of time together over the last couple of months.
04:28And if you could say a few words over –
04:30Absolutely.
04:31No, Mr. President, dear Donald, this is really big.
04:34This is really big.
04:35You called me on Thursday that you had taken a decision.
04:39And the decision is that you want Ukraine what it needs to have
04:43to maintain, to be able to defend itself against Russia.
04:49But you don't want Europeans to pay for it, which is totally logical.
04:53And this is building on the tremendous success of the NATO summit.
04:57The 5 percent, but also the decision to keep Ukraine strong
05:02and the decision to increase our defense industrial production.
05:06So based on that, this is – that was Europe stepping up.
05:09This is again Europeans stepping up.
05:12So I've been in contact with many countries.
05:14I can tell you that at this moment – Germany, massively,
05:16but also Finland and Denmark and Sweden and Norway.
05:20We have the Kingdom, the Netherlands, Canada.
05:22They all want to be part of this.
05:24And this is only the first wave.
05:25There will be more.
05:26So what we will do is work through the NATO systems
05:29to make sure that we know what Ukrainians need
05:32so that we can make packages.
05:34Of course, in a way, we discussed it this morning with Pete Hexat
05:36at the Pentagon, in a way that, of course,
05:39the U.S. will keep on its stockpiles necessary to defend this country.
05:43That's absolutely clear.
05:45But it will mean that Ukraine can get its hands
05:47on really massive numbers of military equipment,
05:52both for air defense, but also missiles, ammunition, etc., etc.
05:58So if I was Vladimir Putin today,
06:00and I hear you speaking about what you were planning to do in 50 days,
06:03and this announcement, I would reconsider
06:06whether I should not take negotiations about Ukraine
06:10more seriously than I was doing at the moment,
06:11if I was Vladimir Putin.
06:12But when I'm in Ukraine, I think this is really great news for them.
06:16So I really want to thank you for that.
06:17And it means the Europeans paying for it.
06:19And again, I mentioned all these countries.
06:21We will deal with that.
06:22And exactly as you said,
06:24it might also mean that countries will move equipment fast into Ukraine
06:29and then the U.S. later backfilling it,
06:32because speed is of the essence here.
06:35So really, thank you.
06:36This is important.
06:37You did a great job.
06:38It's a really great job.
06:39We've been very successful in settling wars.
06:43You have India, Pakistan.
06:45You have Rwanda and the Congo.
06:47That was going on for 30 years.
06:49India, by the way, and Pakistan would have been a nuclear war within another week,
06:52the way that was going.
06:53That was going very badly.
06:54And we did that through trade.
06:57I said, we're not going to talk to you about trade unless you get this thing settled.
07:00And they did.
07:01And they were both great.
07:02Great leaders.
07:03And they were great.
07:04But Rwanda and the Congo, that was going on for 30 years.
07:09And at least 7 million people killed, and killed with a lot of pretty rough weapons like machetes,
07:18heads chopped off, going on for many years.
07:22You couldn't even get near the countries.
07:23Nobody wanted to get near.
07:24It's so frightening.
07:25And we got that one solved.
07:29Serbia, Kosovo, got that solved.
07:32That was going to be one that was going to happen.
07:35And again, that was something I used.
07:36I used trade for a lot of things, but it's great for settling wars.
07:41That was really very important.
07:43We're working.
07:44Marco is working very hard with everybody here on the strip, the Gaza Strip.
07:50I call it the Gaza Strip, one of the worst real estate deals ever made.
07:53They gave up the oceanfront property, one of the worst deals ever made.
07:58But it was supposed to bring peace, and it didn't bring peace.
08:01It brought the opposite.
08:02But we're doing pretty well on Gaza.

08:06And I think we could have something fairly soon to talk about.
08:11And we solved another one.
08:13One that we just seemed to have, Armenia and Azerbaijan.
08:18It looks like that's going to come to a conclusion, successful conclusion.
08:25We worked on Egypt with our next-door neighbor, who is a good neighbor.
08:31They're friends of mine.
08:31But they happened to build a dam, which closed up water going into a thing called the Nile.
08:38I think if I'm Egypt, I want to have water in the Nile.
08:41Well, and we're working on that one problem, but it's going to get solved.
08:48They built one of the biggest dams in the world, a little bit outside of Egypt.
08:52You know about that?
08:53You've been hearing about that one.
08:55And that turned out to be a big problem.
08:58I don't know.
08:58I think the United States funded the dam.
09:00I don't know why they didn't solve the problem before they built the dam.
09:03But it's nice when the Nile River has water.
09:06It's a very important source of income and life.
09:10It's the life of Egypt.
09:11And to take that away is pretty incredible.
09:14But we think we're going to have that solved very quickly.
09:18So we do good.
09:18The only one we haven't been able to get to yet is Russia.
09:23And I'm not happy.
09:24And I will tell you that Ukraine wants to do something.
09:27Again, it's a war that should have never started.
09:29If I were president, it never would have happened.
09:31I used to speak to President Putin about it a lot.
09:34It was the apple of his eye.
09:36But once I saw what was going on, I said, you know, they're going to have a war here.
09:41I was outside.
09:43The election was rigged.
09:44And I was outside looking in.
09:46And I said, you know, that thing's going to be a war.
09:48I couldn't believe it.
09:49Because what Biden said was the exact opposite of what should have been said.
09:53And it started.
09:55And it's a real mess.
09:57We're losing, I guess they're losing 5,000 or 6,000 people a day.
10:01It's actually now more.
10:02I used to, I was saying 5,000 a day.
10:04It's actually more now.
10:05Mostly soldiers, but a lot of people in cities and towns that are getting blown up to.
10:10It's a horrible war.
10:12And it should be stopped.
10:13And so if it's not done, if we don't have an agreement in 50 days, that's what we're doing.
10:16They're secondary tariffs.
10:20And they're biting.
10:22And I hope we don't get to the point where we do.
10:24But I've been hearing so much talk.
10:26It's all talk.
10:27It's all talk.
10:28And then missiles go into Kiev and kill 60 people.
10:32It's got to stop.
10:36It's got to stop.
10:37But the purpose of this is to say that this is a very big deal we've made.
10:41This is billions of dollars worth of military equipment is going to be purchased from the United States, going to NATO, et cetera.
10:49And that's going to be quickly distributed to the battlefield.
10:55Ukraine will take it up.
10:56And, you know, say what you want about Ukraine.
10:59When the war started, they had no chance.
11:01And they still would have had no chance if the equipment, they had the best equipment.
11:07Because we do make the best planes and missiles.
11:10And we make the best military equipment in the world by far.
11:15And we have new things coming out that are beyond belief.
11:18And I'm very excited about the Golden Dome.
11:20It's going to give us very strong protection.
11:23We've already started that.
11:26But they had courage because somebody has to use that equipment.
11:30And they fought with tremendous courage.
11:32And they continue to fight with tremendous courage.
11:35But they don't have their losing on equipment.
11:38And Russia has really taken a very positive, very, very strong, I mean, what they've done the last couple of weeks.
11:46Without military reasons, that's what they're doing.
11:49700 drones a day, missiles, bombing cities.
11:52This is not because of military goals.
11:55It is just creating panic.
11:57Hitting towns.
11:58Keeping people out of their sleeps.
11:59Hitting towns.
12:00It's really terrible.
12:01And it is meaning a lot of people lose their lives.
12:04But also the infrastructure.
12:05Whole cities being destroyed.
12:07Well, they're wiping out the electric.
12:08It's going to take years to rebuild it.
12:11That's going to be the next problem.
12:13But that's going to take a long time.
12:16Many of the cities are knocked down to the ground.
12:19Many of the people have left.
12:20But many have stayed.
12:22I don't know.
12:22They actually stay.
12:24Most have stayed, actually.
12:26It's incredible that they stay.
12:27And knowing that a missile could be hitting your apartment house.
12:31And your apartment house that you're sitting in could collapse on top of you.
12:35And they do very heavy construction.
12:37They don't use rebar.
12:38They do very thick concrete construction.
12:40Those are heavy buildings.
12:41Big buildings and heavy buildings.
12:43And they collapse like they're made out of paper.
12:47It's unbelievable to see this happening with people, so many people being killed.
12:51So we think we're going to make progress.
12:54And we hope we're going to make progress.
12:56In the meantime, we're going to get you good service on what you need.
12:59And we really became friendly with NATO this last meeting.
13:02You know, we went from 2% to 5%, which everyone said was not even a possibility.
13:07They weren't paying 2%.
13:08Many of them were paying much less than 2%.
13:11But even those, since you became president, all committed to the 2% before the summit.
13:15And now collectively we committed to the 5%.
13:17That's right.
13:17They did.
13:18They've been very good.
13:19And I think I made a lot of friends over there.
13:22We had a couple of days of very intensive talks.
13:25And they're great people.
13:26They're leaders of countries.
13:27Leaders of countries.
13:29Many of them great countries.
13:31Some of them smaller countries.
13:32But for the most part, that's a very solid, strong countries.
13:36And very successful.
13:38Some of them are among the most successful countries in the world.
13:42So that's the story.
13:43We hope that's going to have an impact on Vladimir Putin.
13:48And we hope it's going to have an impact on Ukraine also.
13:51We want to make sure that Ukraine does what they have to do.
13:54All of a sudden they have, they may feel emboldened or maybe they don't want.
13:58You know, this is a very difficult situation.
14:02Ukraine wants a peace deal.
14:03I think so.
14:04And they will stay committed to that.
14:05There's no doubt.
14:06They want it.
14:07But the Russians have to become serious.
14:07They have to continue to want it, though.
14:09Yeah, I agree.
14:10But we will, you and I will make sure of that.
14:12All of a sudden they get, you and I will make sure of that.
14:14We'll, we'll make sure.
14:15I feel confident that they will do what has to be done.
14:18Plus we have certain parameters that both sides know.
14:20And we already know what, what should be done.
14:24So I think that's going to be, it's going to be very strong.
14:27We want everlasting peace.
