Congressman proposes second international airport in Cebu  Cebu 5th District Rep. Duke Frasco calls for the creation of another international airport in Cebu to strengthen the province’s infrastructure and disaster preparedness. Frasco said on Oct. 22, 2025 that the recent magnitude 6.9 earthquake highlighted the risk of relying solely on the Mactan-Cebu International Airport. The congressman proposed Sogod town in northern Cebu as the ideal site for a new international airport.  He said its location within his district was strategic not just for safety, but also for economic development, as the project could attract businesses and boost local economy. 00:00For Cebu is to try to put up a secondary airport here in Cebu.

00:07We can see that something were to happen to our existing airport.

00:16For example, if the epicenter of the recent quake was in Mactan,

00:21there is no airport.

00:23How can we get planes to land?

00:26How will we be able to get the help and the aid that we need if we don't have this airport?

00:31So, in every major city, just like ours in Cebu, Cebu City,

00:39Naagyo yung secondary airport.

00:41So our plan is to put up a secondary airport in the municipality of Sugud,

00:46which is just a little over 50 kilometers, if I'm not mistaken, from the existing airport.

00:53So, hopefully, if Madayo na siya, I think ako kaya na siya katabang,

00:59not only to mitigate the risk of if ever there is something that would simbako lang happen to our existing airport,

01:07but it would also open up the economy dito sa Norte.

01:12Open up the economy, provide opportunities sa ito ang mga kahisuunan nga ito sa Sugud,

01:20and even in the 4th District.

01:22Why is it so good going?

01:26Well, I'm a little bit biased. It's in my district.

01:29But I think in terms of convenience, you have the Fernan Bridge, di ba?

01:38Which connects directly into Mandawi, and that's the north side of Cebu.

01:44And then you have our international port, which is coming in construction.

01:50And also, in Sugud, naapatayd akong area wherein we can establish the airport.

02:00Kasa na katakaroon sa mga mong pinong kapag plano ko?

02:03Okay. Well, last Congress, I proposed it.

02:08We are just at the beginning of this Congress.

02:12Our focus in the first couple of months was really the General Appropriations Bill,

02:19which we just recently passed in the House.

02:23So this would be my focus in the next coming months.

02:27I hope that ang concern ng nani na ito is really where we would get the funding,

02:35you know, the partners for this.

02:38But ako truly, I believe that kayuhan gini siya para sa Sugbog.

02:44Makatabang gini dako para sa propinsya, sa Sugbog, sa Cebu City.

02:50So diparang na tatawir ang ang sige yung masugdan kung ang first quarter ang next year?

02:57No. I'll be honest with you.

02:59I think this is not something masugdan na yun within the next couple of years.

03:05It needs the, first, we need to have the feasibility study.

03:09We need the planning. We need the partners.

03:11It's not, I don't even think it's gonna happen in the next two or three years.

03:16But important nga ka nang, the discussion needs to start na ba.

03:22It needs to be talked about.

03:23And so if ever ka nang, you know, na ay potential na partner,

03:29na ay funding na ma dawat na togikan sa national,

03:34ready na dahil yung ta nga pag-implementar.

03:37So I think the first step would be really to, I'll talk to the DOTR.

03:42Maybe we can secure some funding for the feasibility study

03:48for the establishment of this airport.

03:52And then I think from there, we can establish a more accurate niya timeline

03:58para sa pagpatupod sa Maungi Airport.
