00:00My name is George Maycott.
00:29I am the lead officer for the officers on the shield.
00:33I have almost 29 years of law enforcement experience.
00:36Started in 1969, retired in 1998.
00:4017 years as a traffic officer,
00:43two years as a collision investigation,
00:45and the rest were patrol officers.
00:47What's up?
00:48Somebody here to see you.
00:50John Kavanaugh, Internal Affairs.
00:52Every agency, the greater majority of agencies
00:55in the United States, has an internal investigation division
00:58which investigates misconduct by officers
01:02and or crimes involving police officers.
01:05Their common title is the hit hunters.
01:07Don't expect any cooperation from those folks down there.
01:11They're a home crowd.
01:11I wouldn't want to do anything to upset them.
01:15That's the thing I want to do.
01:17Just rock the boat.
01:18Their job is to go after corruption,
01:20investigate any misconduct by police officers on the department,
01:25any allegations of misconduct.
01:27They do their internal investigation
01:29and submit their findings to the...
01:31their supervisors and to the court system.
01:33They bugged the clubhouse too.
01:35Yeah.
01:36OIG signed off on it.
01:40I planted it last night in the basement
01:41with a softball trophy.
01:43Did you know that they were police league champs?
01:46One of the things I love about this show
01:48is that we're not a research-intensive show.
01:50Um, the way that some medical shows or law shows
01:53really have to get into the nitty-gritty of details.
01:55It's just cops just like you.
01:57I guess the, uh, good looks, it just throws everybody off.
02:00So we didn't do much research at all
02:03into IED cops or this and that.
02:06We just, uh, used our imagination as a group of writers,
02:08talked about who we wanted this character to be.
02:10We sort of really came up with about 75 percent
02:13of, uh, of who this guy is.
02:16What about the others?
02:18No condition about him giving us something on them?
02:20In the police department,
02:21when a, uh, officer achieves the rank of a sergeant
02:25and he completes his probation, is in the field.
02:27Uh, many times he is offered the opportunity
02:30to go to work for internal affairs division.
02:32It is many times considered a stepping stone in their career.
02:34And many of them and almost all of them that are asked
02:37do go ahead and go in that direction.
02:41Because like I said, it, uh, it's a feather in a hat.
02:44Internal affairs is not a coveted spot in the department.
02:47It is not a job that everybody wants.
02:50You have to be fit for the job.
02:52Because your job is taking down cops.
02:55The very people you went through the academy with.
02:57The very people that you give your life to.
03:00If you ever have to go back out in the field and work with,
03:03with a guy that you've taken down before
03:05or had a complaint with, your life could be in jeopardy.
03:07Every police officer that goes out on the street and does police work,
03:12at one time or another, makes either a mistake or a lapse of judgment.
03:17And, uh, it results in an investigation of, uh, what is perceived to be possible misconduct.
03:22In this day and age, any cop, if you look at someone wrong,
03:26you can have an allegation of misconduct.
03:28That is a problem, you know, in society, with society today.
03:32And I'm just here to remind everyone that I'm still in the case.
03:37And there is a right way to do things.
03:39I myself, yes, was involved in internal affairs investigations in my career.
03:43As many of friends of mine, colleagues, police officers, and so forth.
03:46A lot of times, internal affairs investigators will take a complaint.
03:50They can do most of the interviews over the phone.
03:53By the time they confront the officer, it's already time.
03:56They've already got him nailed or they need to investigate more.
04:00In the case of Kavanaugh and Mackey, uh, he went straight for the throat.
04:05He took a different approach, which is fine.
04:07I mean, he had a long road ahead of him and he just wanted to clear the air
04:11and say, this is who I am, this is what I'm here for.
04:14I get to officially notify you that internal affairs is investigating
04:17all four members of your former strike team.
04:20Well, you got Byrne trying to make that case already.
04:22Why don't you move on?
04:23As far as an investigator talking to an officer, yeah, an investigator will talk to an officer
04:27after his investigation has been, uh, talked to the witnesses and, uh, suspects and things like that.
04:33And they'll interview the officer and can, uh, conduct a follow-up.
04:37And yeah, they may cross paths from time to time.
04:39Not as intense as the, uh, film portrayed it.
04:42You recognize these young. I know.
04:45You need to know everything you know about these men.
04:48You want everything. I just need something.
04:51I know of certain cases where internal affairs investigators have actually planted evidence
04:55on certain officers for certain, uh, crimes or, uh, attempt to say that they were guilty of
05:01certain crimes. That's, you know, a little over the top, but it has happened.
05:05Internal affairs investigators have a job. If my job is to catch the crook and I have to go out and try to
05:10figure out a way to catch them, it's the policeman's job to try to take down another policeman.
05:16So you're fighting somebody who knows the rules and you've got to play dirty.
05:21Not that it's right, but they've been known to play dirty. Violate your, your civil rights and just,
05:26you know, take it, take it a step further. And in the end, if they lose, it all goes down the drain.
05:32What's the matter? Attorney-client privilege.
05:38Southern is discipline. I happened to see the episode when Mr. Whitaker was introduced.
05:44I'm going after Matt and his team. Now you can get on board and be proactive,
05:51or you can sit back and spectate. He portrayed the part to the T. He took the part and ran with it.
05:57And in my opinion, he was the, the word evades me right now with the epitome of the example of what
06:06an internal affairs investigating officer is. Being the great actor that he is, he is probably
06:13the most hated person on television right now in the police world. The following day, I saw him and
06:18I told him, Mr. Whitaker, I saw your episode and you were very good. I'll tell you how good you were.
06:23I hate you already. And he got a chuckle out of that. I find out that you told him that he
06:29learned anything about this case. It's on you. And that's prison. I know from talking to a lot
06:36of my friends on the job today, or retired friends, they can't stand Kavanaugh. Forrest Whitaker,
06:43they meet him. It's like, hey, you were great, but I hate you. I guess that's a compliment.
06:48You simply cannot separate and divorce, um, the writing of a character from the casting of a
06:56character, because the casting affects the writing and the writing affects the casting.
07:00So this character, as much as I'm proud of, of us creating this character, really the character
07:06wasn't fully created until Forrest, uh, inhibited him and started saying the words.
07:09What's going on? I got Mackey making a deal with the Russians. Hot prescription drugs.
07:15You know anything about that? I was told in the beginning that the Kavanaugh was going to become
07:20more and more obsessed and that he was going to possibly cross the line, because Kavanaugh is a very,
07:26um, moral man, you know? He follows a certain set of rules. He may lie,
07:32but not to the extent of harming someone, only to the extent of trying to save someone else.
07:37Big Vic fight on that intel about me, uh, going after his pension.
07:42Oh, you didn't see the steam coming off his bald head?
07:44Beautiful, man. And I so want there to be trust between you two.
07:48Thank you. Thank you.
07:50I think Kavanaugh, when he's in the hunt, he becomes more and more alive.
07:54You know, and when he, um, when he wins, he, he, he celebrates. It's, it's so exciting for him.
08:02And when he loses, it, it, it kind of like messes with the whole matrix of his being.
08:08And you see that too. You see, you see him like destroying, like, I haven't seen the scene,
08:13but I know I, I play the scene where I destroy this hotel room. At one point,
08:16I don't think they ever use it. I don't know. I actually scream out.
08:19It is similar to reality in the fact that the character that Mr. Whitaker played wanted to get
08:41Mackie. He wanted to get him. And it was, he took it on a more of a personal basis than a professional
08:47basis. His job was to come in, infiltrate and take down Vic Mackie. And ultimately,
08:53he couldn't do it. And that ate him away. And that, believe me, there have been situations like
08:59that where guys beat a rap in the department because it's a righteous one. And the internal
09:05affairs guy will try to look for another thing just because they take it so personal because they
09:11can't take a guy down.
09:13Ronnie, Ronnie, you've been disciplined. You've been careful. But not them. They're going to screw this up.
09:21They're going to bring you down for a mistake that you were too smart to make.
09:25Everything I've said about internal affairs is true. I know firsthand. I know secondhand and
09:32thirdhand that things in this show are true as far as internal affairs or Kavanaugh is concerned. But
09:39it's not to say that that internal affairs are all bad and investigators. OK, there is a need to police
09:46the police. There really is, as evident by the Rampart scandal. You know, when you have bad cops doing
09:52bad things, there's something needs to be done about it. The way certain investigations are handled,
09:58you know, it's the same way as an officer handling a certain investigation and making the crooks go
10:05away for a few years more. It's a job that needs to be done. And I'm not here to say that, you know,
10:12all internal affairs investigators are bad. We're speaking about a fictional character,
10:17you know, Lieutenant Kavanaugh. And Forrest Whitaker took it to the extreme and he did a great job at it.
10:22And, you know, like I said, I've got a lot of friends who love the show, who are still on the job.
10:29And love Forrest as an actor, but hate the character. And that's just, that's just the way it goes.
10:36That's Hollywood. That's the shield also. OK, we're rolling.
