Romanian Foreign Minister backs EU 'decision-making reforms' to speed up enlargement

European Council President António Costa has already floated removing the need for EU leaders' unanimous approval to open the next stage of a candidate country's accession bid.

00:14It's also holding back the progress of Romania's neighbour, Moldova, whose bid is coupled to
00:20Ukraine's.
00:21Minister Toyu suggested decision-making reforms are needed to ensure the process of joining
00:26the EU continues to be merit-based.
00:28Well, I think what we need to do is to make sure also internally that we have the proper
00:34decision-making reforms.
00:36Because it is clearly not just the merit of Moldova, the merit of Ukraine, Albania, Montenegro
00:41and so on, we can go on.
00:42But it is clearly a problem that we have for ourselves if the will of 26 countries is blocked
00:49irresponsibly just by one single vote.
00:51And we need to do the proper reforms but also fully use the current frame that we have to
00:56move forward.
00:57Antonia Costa, the President of the European Council, which represents the EU's 27 leaders,
01:03has floated revamping the EU's rules to prevent one country's veto from stalling the entire
01:09accession process.
01:12His plan would require the approval of just 15 of the EU's 27 countries, representing at
01:18least 65% of the population.
01:21Currently, the unanimous backing of all leaders is needed.
01:25The issue is expected to be discussed when leaders gather for a summit in Brussels next
01:29week.
01:30Pressed on whether Romania's President will explicitly back this proposal, DOIU would not
01:35be drawn.
01:36We're going to have the Council soon and the final decision is going to come of that.
01:40But yes, Romania thinks we need to move faster and we need to make sure we do not block our
01:46common decision.
