00:05She always made it home.
00:11One day, I called Cindy and I said, I'm bringing dinner home.
00:17Cindy was 20, but she had a mind of a 12-year-old.
00:22So when I got off work at 4 o'clock, I told her, you come home.
00:27She said, okay.
00:30I said, mommy loves baby.
00:32And she said, baby loves mommy.
00:34That was our saying.
00:38So when I got off work, I come home.
00:42I thought Cindy was in the kitchen getting some milk.
00:49Or in her bedroom playing her games.
00:56But she was not there.
01:00And she was nowhere to be found.
01:06That's when it hit.
01:10I was scared.
01:13Like butterflies in my stomach.
01:16I have this instinct of something really bad happening.
01:19Because she was my little girl.
01:24Oh, my God.
01:54Oh, my God.
02:24I remember when we got the call, I was a detective with the Toledo Police Department in the Missing Persons Unit.
02:36We had a 20-year-old female missing. Her name was Cindy Sumner.
02:43I remember walking up to the house to meet her parents. I could see that Mary was very afraid for their daughter's safety.
02:51And when she didn't come home that night, I didn't eat, I didn't sleep.
02:58So I said, I know you've got to wait 24 hours for a missing person.
03:02But my daughter has muscular dystrophy and cerebral palsy.
03:08She walked good. She ran good, too. But if she fell, she couldn't get up because her muscles were brittle.
03:18I knew right away that this was out of the ordinary.
03:23Cindy couldn't defend herself if she was attacked.
03:26That heightened our sense of urgency.
03:29This wasn't just a normal runaway.
03:32Every minute that went by, her vulnerability makes it even more remote that she's going to come home.
03:37Mary mentioned that Cindy had a bike, and her bicycle was basically her freedom from her home.
03:56Cindy would always come back home and check in.
04:00She was very good at that.
04:01I said, OK, be careful.
04:02No one had a bike like Cindy's.
04:09She had a teddy bear and a rose on it.
04:13And she just put it on her handlebars, and the bear was holding it in the rose.
04:26Time is of the essence right off the bat.
04:28And so we started driving around that end of town.
04:35We went to the parks.
04:37We went to the stores that were around there looking for Cindy.
04:41And we were looking for her bike.
04:44We went up Elm Street, which is a pretty long street in the north end.
04:49It had some residential houses.
04:52It had some businesses.
04:53And it also had some abandoned structures.
04:55The parents had given us different friends' addresses and the places she would go.
05:05I told the police, Cindy's best friend was Lisa.
05:10When I met her, I was 12.
05:13And she didn't have many friends because of her mindset.
05:17You know, nobody wanted to hang out with a 19, 20-year-old that acts like a kid.
05:24But I had so much love in my heart for her.
05:29Cindy was 20.
05:31But she acted like a 12-year-old because of her disability.
05:35She would ride her bike by her house every single day, just waving.
05:40And she was the nicest girl ever.
05:41When the detectives came to my house, I knew in my heart that something bad had happened to her.
05:50She was an easy target because she was so innocent.
05:53The day Cindy went missing, she came to my house on her bike, and she was asking me to go on a bike ride with her.
06:03And then I told her that I couldn't go.
06:07And I remember waving to her by.
06:09Mary also said that Cindy had seen somebody driving by the house on a bicycle, going back and forth.

06:48cindy had that gut feeling as i was watching her
07:00that raised the hair on the back of my neck a little bit thinking this person's brazen enough
07:07to go by the house without worrying about being caught and he's brazen enough to try and snatch
07:12i came home lisa was frantically saying cindy's missing cindy's missing she's gone i was like no
07:23now i find out that somebody was watching cindy
07:27and knowing that cindy had been over my house that day
07:31the fear started setting in on me like thank god that i have lisa
07:38stalkers are particularly dangerous because they won't give up they lurk in the shadows
07:46until the right opportunity and then they pounce
07:49the police reached out said hey we have a missing girl we want to get this on the news
08:00and the mom i knew that this was an urgent situation it was just 20 when she vanished
08:07last seen in a fluorescent green shirt her mother is certain this wasn't a runaway
08:12we got it on the air within hours of her being reported missing
08:15cindy if you're out there watching me i love you very much come home mia
08:20i just want her home
08:23the next day the panic and the fear started setting in really bad with lisa
08:40her mind was racing where is she mom let's go find her
08:45her mom was gathering people searching the streets
08:50it's nerve-wracking
08:55trying to find a needle in a haystack
09:00we were breaking down doors to abandoned buildings
09:04just searching for her
09:06i remember clearly
09:19i was walking home from school with my friends
09:22and we would walk through a graveyard
09:27that went into the back of this warehouse
09:30it was on elm street
09:35it was like the shortcut
09:37walking home
09:39we were talking about cindy
09:45and we thought maybe she's in the warehouse
09:49so then we were like let's check it out
09:54and we were like let's check it out
10:24On the side of the warehouse, we found a stairwell.
10:42We were like, I wonder what's down here.
10:50So we opened the door.
10:54And it smelled like stale water.
11:02It was really dark going down, so you couldn't really see anything.
11:07And it was really creepy.
11:24And then that happened.
11:34Walking home from school, we thought it would be a good idea to go in this abandoned warehouse searching for Cindy.
11:40But it turned out it wasn't.
11:51All the way down the stairwell.
12:18The whole basement was just flooded of the building.
12:22It's like knee-deep water.
12:23And I was like, no.
12:40My mom was on edge at that point because she didn't want any chance of this happening to me.
12:51So I didn't tell her.
12:53We went through the warehouse.
12:54When Cindy went missing, I was assigned to the Investigative Services Bureau.
13:03And the entire department was aware that Cindy Sumner was missing.
13:07As an investigator, you know she's at risk.
13:13It tugs at your heart.
13:14Everybody wants to find that girl.
13:17Because she has the mental capacity of a 12-year-old, they don't think she just took off, which leaves only a few scary possibilities.
13:26The news spread fast.
13:27So we received tons of information that was coming from the community.
13:32So we followed up on hundreds of tips.
13:35There were a lot of leads that turned out to not bear fruit.
13:39So we went back to people that were close to Cindy.
13:47And her mother mentioned to us that Cindy had a boyfriend-like young man, Derek Marks, that she was close to in the neighborhood.
13:55When we started really digging into him, Derek wasn't exactly squeaky clean.
14:02So we brought Derek Marks in.
14:05Immediately, I noticed that he was wearing an ankle monitor.
14:08Whoever let him out felt that he still needed to be monitored.
14:13So that brings up a red flag.
14:18We were able to get the records relative to his ankle monitor, which established an alibi and eliminated him from consideration.
14:29However, Derek told us that the day she vanished, Cindy rode by his house.
14:34And he basically ignored her.
14:36And as she was riding on, he noticed that she was with an older, maybe man in his 30s with blonde hair.
14:44We thought, why would that person be with her?
14:47Who was he?
14:48And was that the last person that was with her?
14:51Police interviewed dozens and dozens of people in this case, trying to track down this blonde gentleman.
14:59The urgency was, if anybody harmed Cindy, such a pure, innocent young lady, they could do it to anybody.
15:08In the neighborhood, there's a lot of families, there are a lot of children, and that could happen in someone's backyard.
15:13Missing posters like this one hang outside, and a week later, her mom just wants to have her home.
15:21And we kept looking and looking.
15:28I was like, what's going on with my baby?
15:30I'm out, my baby home.
15:34I kept praying, please, Lord, let me find my baby alive.
15:39And then we got some important information.
15:48We had subpoenaed Cindy's cell phone records.
15:52Once we were able to get the records to Cindy's phone, there was one particular text message that was sent to her the day she was reported missing that was particularly concerning to me.
16:02It said, you coming to Jamie Farr, and that's the park that Cindy would frequent, got bear for you.
16:12Cindy was very fond of teddy bears.
16:17If you're thinking like a 12-year-old, you're going to want to meet him.
16:22You're going to want to get your bear.
16:25The person who sent that was close enough to her to know that she loved teddy bears.
16:29Unfortunately, these text messages came from a Werner phone, and we didn't know who the number was connected back to.
16:39We hit a wall.
16:44After all the leagues were exhausted, it started becoming frustrating.
16:50Investigation was dragging on, and you start questioning yourself if you're ever going to find Cindy or not.
16:59And then several weeks into the investigation, a lady named Marissa called the detective bureau and said she had recognized Cindy from her picture, but she knew her as Sissy from being around the neighborhood.
17:15Marissa stated that she had seen Sissy at a warehouse over on Elm Street one time, and something might have happened.
17:23And the warehouse itself was huge.
17:28Earlier on in the investigation, a uniformed crew was sent to investigate it.
17:35They couldn't find anything.
17:37This old, decrepit, abandoned warehouse on Elm Street was just not a good place.
17:49People were going in and out.
17:51Homeless people were living in there.
17:53People were doing drugs.
17:56It was almost like it breathed evil.
17:58This building, because of the sheer size of it, you could very easily hide there, and no one would ever know you were there.
18:11And there was an element of dangerous people living there that you didn't know what you were walking into.
18:17So when we walked in, we had flashlights, we had each other, and we were going to check every room on every floor.
18:31And right away, there were two people there that took off running.
18:48We weren't sure what they were up to.
18:52It just felt like a trap.
18:57I was frightened, and I had a flashlight and a gun.
19:01But we were going to go through every floor to rule out if she was there or not.
19:12Approximately six weeks after Cindy Sumner went missing, the call came in.
19:16She was in an abandoned warehouse on Elm Street.
19:20This warehouse was dangerous because of the circle of people living there.
19:25Several of them had violent criminal histories.
19:30As well as sexually related.
19:31Crimes.
19:33Just knowing the nature of the people that had been in and out just gave you pause.
19:40Our concern was that there was somebody there.
19:46We didn't know what their intentions were.
19:49Were they watching us?
19:50There was the scent of stale beer, urine.
20:06There were a lot of crack pipes.
20:09Bedding was obviously an encampment for people that were using it as a short-term living space.
20:17When my partner and I went down into the basement, you could tell there was some type of staining water
20:32because it just had that something's wrong here smell.
20:38You just get a sick feeling.
20:39When we got into the basement, I got the feeling that somebody was watching.
20:53It's complete darkness.
20:54And you didn't really know what else was down there.
21:00Definitely the stuff of nightmares.
21:14My partner went to the left.
21:16Stumbles upon the boiler room.
21:20And then...
21:38The hair on the back of my neck stood up.
21:49My partner called out.
21:51I looked over and he said,
21:54I found something in the water.
21:57I don't know if it's her, but it might be her body.
21:59But it was submerged.
22:05And then suddenly we smelled something different.
22:07We smelled smoke.
22:10It was a fire.
22:12And whoever started that fire obviously didn't want us there.
22:17But anybody that would set a place on fire while we were in there,
22:21we didn't know how far they would go.
22:24And so we cordoned off the area and called in the troops.
22:29The fire department came and put it out.
22:35We called in for more officers.
22:38Because at that point we didn't know what we were dealing with.
22:41Or what we were going to find.
22:43Our concern first was, were they still in the building?
22:47Because there was many rooms they could have been hiding in.
22:51They also requested to have the Department of Water come out
22:55to help drain some of the water
22:57so that the basement would be more accessible.
22:59I was working for the city of Toledo in the sewer and drying services.
23:07The warehouse on Elm, it was a place that I kind of grew up around.
23:13I know that it's not a good place to be.
23:15It's kind of scary, the things that go on in there.
23:19Had I known that we were going to be pumping that place out,
23:21I don't know that I would have volunteered to go.
23:28The smell was, uh...
23:30You never forget it.
23:32It permeates everything.
23:33You're breathing it, it's in your clothing, it's on you.
23:39And you get this sick feeling.
23:41You feel like something was watching you.
23:56The water was so dark,
23:58you couldn't take a flashlight
24:00and look into it.
24:03So, like, you don't know what's underneath it.
24:04And then, as the water started to drain down,
24:14I could start to see the body in the water.
24:16I felt...
24:25Oh, man, this is horrible.
24:27This is something I'm just not going to be able to forget.
24:32Once they had the water pretty much pumped out,
24:36the victim was laying on her side.
24:39And we were unable to determine who it was.
24:41The victim's wrists were bound behind her.
24:48There was a marble-type slab
24:49that was laid partially across the victim's body.
24:56Whoever had done this to this poor young lady
24:58was a vile, evil soul.
25:03The body was clothed in...
25:05Clothes inconsistent with what had been reported
25:08that Cindy was last seen in.
25:09And we did not know who this was.
25:12Our immediate reaction was,
25:14oh, crap, is this really Cindy?
25:18Or was this another victim?
25:21And we still have no one in custody.
25:25You had this sense of urgency
25:27that potentially other young women or girls
25:30are at risk.
25:32So if she was a second victim,
25:35you're going to immediately think,
25:37oh, maybe we got a serial killer.
25:39Now, Cindy had reported someone
25:42that she found suspicious around her house.
25:46And she also had been seen with the blind man
25:48that we weren't able to identify it.
25:51And now we're worried,
25:52do we have somebody out there
25:53doing this on a serial basis?
25:55We knew that a young lady
26:08had been brutally murdered
26:09and left in the basement of a warehouse
26:11on Elm Street.
26:13And we needed to confirm
26:14the identity of the body.
26:17Due to the serious decomposition of the body,
26:21visual identification was impossible.
26:23But she was wearing a pendant around her neck.
26:27I gave her the necklace on her birthday.
26:40And she never took it off.
26:42That's when I broke down.
26:45I couldn't breathe.
26:46It just gave me chills up and down my spine.
26:53I was hoping that she'll come home,
26:58celebrate her birthday,
27:01Christmas.
27:03And I was just so angry,
27:05I just wanted to hurt something.
27:07When we got the clothes
27:17from the coroner's office,
27:18we weren't sure if it actually matched
27:20the clothing description
27:22that we were given initially.
27:25We weren't sure what it meant.
27:27And so the question was,
27:30was someone dressing her up?
27:31Was she their human doll?
27:32When I got home from work,
27:57Lisa started screaming to me,
27:59Mom, Mom, Mom.
28:00They found her, they found her.
28:01She's crying and crying.
28:04I started crying.
28:08The detectives told me
28:10that if your daughter Lisa
28:12would have went with her that day,
28:15she would have not survived.
28:19We knew if somebody was watching Cindy,
28:22and if he's watching Cindy,
28:25he's watching Lisa too.
28:26I was actually terrified
28:30when I found out
28:31that that's where they found her.
28:32Because I was like,
28:33oh my God, we were right there.
28:35And we just did not know
28:37that she was there.
28:40Like, could we have saved her?
28:44I was scared all the time.
28:46Because they didn't find the guy
28:47who did this yet.
28:50I didn't know if there was someone
28:51in the bushes.
28:52I didn't know what to do
28:55at that point.
28:56I didn't even want to walk
28:57home from school anymore.
29:00I was just feeling
29:01kind of like Cindy,
29:02like someone's watching me.
29:07If they can get her,
29:08why can't they get me?
29:09I started carrying a knife
29:16with me everywhere.
29:21It was a very short time later.
29:23I got a phone call.
29:25Your daughter has a big butcher knife
29:27at school.
29:28What?
29:29A butcher knife?
29:31I went into full panic.
29:33As a mom,
29:34I was thinking,
29:35don't carry a knife to school.
29:36But this person's still out there.
29:39I don't know who they are.
29:40They're not getting you, though.
29:41I'm going to make sure of it.
29:46In the warehouse,
29:48we found some important evidence.
29:50There was a water heater.
29:52Taps emerged in the water
29:53next to the body.
29:55And there was a shoe print
29:57on the covering.
29:59It was identifiable.
30:02If we were able to match
30:04that shoe print
30:05to the shoe being worn
30:06by that person,
30:07then we may have our suspect.
30:09And at this point,
30:12the scope of who
30:13we were interviewing
30:13narrowed to the circle
30:15of people that were associated
30:16with the warehouse.
30:19After talking to more people,
30:21they indicated that
30:23there was a blonde man
30:24living at the warehouse
30:26where we found
30:27Cindy on Elm Street.
30:28It raised our suspicion
30:34because we had gotten
30:35information that Cindy
30:36was with a blonde man
30:38on the same day
30:39she went missing.
30:42They described him
30:43as being a creep job
30:44because of his behavior
30:46with Cindy.
30:49A lot of people
30:50didn't care for him.
30:51They were actually
30:54appalled by him.
30:57People reported
30:58that this man
30:59would ride his bike
31:00methodically
31:01back and forth
31:03in front of Cindy's house.
31:08He would often
31:09stop and stare.
31:11Just standing,
31:12motionless,
31:12just watching.
31:14So, Cindy was right.
31:29Someone was watching her.
31:32And it was probably
31:33this evil creep
31:34who killed Cindy.
31:35Cindy had been missing
31:44for approximately
31:44six weeks
31:45when her remains
31:46were found.
31:48We tried to interview
31:49everybody that was
31:50associated with the warehouse
31:51where Cindy Sumner's
31:53body had been recovered.
31:55And when we found out
31:56that Cindy was the focus
31:57of someone's
31:58overzealous attention,
32:00certainly that helped
32:01narrow our focus
32:02as to who the suspect
32:03might be.
32:03One person
32:06described running
32:07into the same guy
32:07the creep job
32:08by the name
32:09of Elhadi Robbins.
32:11We realized
32:11that he was incarcerated.
32:14So, locating him
32:15was a pretty easy step.
32:20Elhadi Robbins
32:21was a middle-aged male
32:22who was homeless
32:24who would travel
32:25to the north side
32:25of Toledo
32:26on his bicycle.
32:28He didn't have
32:28blonde hair,
32:30but we found out
32:31that Elhadi Robbins
32:33had recently dyed
32:34his hair.
32:35I'm Detective Morrow.
32:37This is Detective Gattis.
32:39How you doing?
32:40The morning we started
32:41digging into him,
32:43we found out
32:44that he had had
32:44a very checkered past.
32:47How much time
32:47did you do
32:48for the robbery?
32:48Nine and a half years.
32:50Are you on parole now?
32:52Yeah.
32:52Okay.
32:53For what?
32:53For domestic violence
32:54and some other stuff.
32:55Robbins was
32:56a registered sex offender.
32:59Child pornography.
32:59And he had been involved
33:01with some other women
33:03that had some mental
33:05and physical challenges.
33:07This was obviously
33:08the type of person
33:09that he was attracted to.
33:11He had a lot
33:12of ex-girlfriends.
33:13I noticed
33:14he did have some injuries
33:15to his arms,
33:15some scratches
33:16that he alleged
33:17came from a bicycling accident
33:18from when he had a car.
33:20So that definitely
33:21threw up red flags.
33:22What kind of relationship
33:24would you say you had?
33:26Just front and riding around.
33:28Riding around?
33:29Riding on bikes, yeah.
33:30On bikes?
33:31Now, were you and Cindy
33:33romantically blank?
33:36Did you be like
33:36boyfriend and girlfriend
33:38kissing and stuff?
33:40They knew I wanted
33:42to get with Cindy
33:42when she was talking
33:43about her boyfriend
33:44and all that.
33:45Robbins was very interested
33:47in developing a relationship
33:48and becoming close
33:50to Cindy Sumner.
33:51So she said
33:52you were too old?
33:53Yeah, she said
33:54at first too old.
33:55Yeah.
33:56How old did you say
33:57you were?
33:5744.
33:59He talked about
34:00they weren't in love
34:01but they were
34:01hopefully going to get there.
34:06Now, he's a detective
34:07Cousinow.
34:08He's with the
34:09Scientific Investigations Unit.
34:12But this says
34:13there's a search warrant
34:14for your shoes
34:15so we need you
34:16to take your shoes off.
34:18Are these your shoes?
34:19Yeah.
34:22Just looking at your shoe
34:25it's an exact match.
34:27There's not going to be
34:28any denying
34:29the shoe print
34:30found next to
34:31where the body was.
34:33You don't seem
34:33like a bad guy.
34:36Okay.
34:36I can pretty comfortably
34:37say that.
34:38And I think that you really
34:39want to shed that light
34:41for us
34:41but you're gun shy.
34:43And I'm telling you
34:43as we stand here today
34:45there is an out.
34:46He talked about
34:51having blackouts
34:52that he just would
34:53lose it
34:54and then wake up
34:55and not know
34:56what he'd done.
34:57I had blacked out
34:58for like 13 hours
34:59I think it was.
35:01And when I thought
35:01I woke up
35:02they were telling me
35:03no, you've been up
35:03all night.
35:05I was certain
35:05that he was
35:06the man that killed
35:07Cindy Sumner.
35:08At this point
35:09you invoked
35:10your right to an attorney
35:11which means by law
35:13the officer can't
35:14ask you any more questions.
35:16But Al-Hadi Robbins
35:17refused to give us
35:19all the specifics.
35:22Ultimately
35:22some of the other inmates
35:24gave that information
35:26to law enforcement.
35:28Even with criminals
35:29there is a code of conduct.
35:32They just said
35:33this is a bad guy.
35:35He got into an argument
35:37with a cellmate
35:38about what happened
35:40to Cindy
35:41and he wanted to
35:42correct the record.
35:44the narcissism in him.
35:47He wanted that recognition.
35:49He thought he was
35:49among like-minded people
35:51and it was okay
35:52for him to brag.
35:54Yeah, I did that
35:55and this is the way
35:56it happened.
35:57When we talk about
35:58Predator
35:58he had a plan.
36:02We believe
36:03he lured her
36:04to the warehouse
36:05with the promise
36:06of a teddy bear.
36:07Once Cindy went
36:19into that warehouse
36:20because of
36:21the sheriff's size
36:22of it
36:23you could very easily
36:25avoid discovery.
36:26when Elhadi Robbins
36:42tried to have
36:43this way with her
36:44I think she threatened
36:46to tell people
36:47what he had done to her
36:47and he was fearful
36:48of being discovered.
36:49He ultimately killed her
37:00to avoid discovery.
37:03I think Cindy fought
37:04as best she could.
37:05Unfortunately
37:06her ability to fight
37:07was obviously
37:08very restricted
37:09because of her
37:10disabilities.
37:10he tied her hands
37:14behind her back
37:15carried her to the basement
37:16and hid her body
37:18in a back boiler room
37:19in a bunch of water.
37:22Then he threw her bike
37:23down an elevator shaft
37:24so no one
37:25would ever find it.
37:28The idea that
37:29this could happen
37:30to such a pure
37:31innocent young lady
37:32was something
37:34that was just
37:34pure evil.
37:40The man accused
37:42of taking
37:43Cindy Sumner's life
37:44was arraigned
37:44in court today.
37:46Elhadi Robbins
37:46pleaded not guilty.
37:49Prior to being able
37:49to go to trial
37:50Elhadi Robbins
37:53was found dead
37:54in the shower
37:55in the Lucas County Jail
37:56and ultimately
37:58died of a heart attack.
38:03I wanted him
38:04to be in prison
38:05the rest of his life.
38:08Doing that
38:09to my baby girl.
38:10I was angry
38:15because Cindy
38:16was such
38:18a beautiful person.
38:20She always
38:20seen the good
38:21in people
38:21even when
38:22they weren't good.
38:25It was
38:26kind of bittersweet.
38:28I wanted him
38:29to pay for his crime
38:30but it also
38:31ended the story.
38:34He wasn't
38:35going to be able
38:35to do this
38:36to anybody else.
38:39I don't know
38:40if karma
38:41is the right word
38:41but certainly
38:42the circumstances
38:43around him
38:44dying in water
38:44the way he left her
38:46is
38:47that's for
38:48a bigger power
38:49than mine
38:49to figure out.
38:52Fast forward
38:53to 2023
38:54this bad
38:56evil warehouse
38:57on Elm Street
38:59continued
39:00to be a nuisance.
39:02I just wanted
39:04to tear it down
39:05and if it was
39:07tore down
39:08a long time ago
39:09it's going to be
39:10right here.
39:16Cindy's family
39:16fought really hard
39:17really hard
39:19to get that
39:20building torn down
39:21and finally
39:2315 years
39:25after Cindy
39:26took her last breath
39:27there
39:27that warehouse
39:29was finally torn down.
39:30every time
39:33I pass it
39:34I just
39:35don't look
39:35over there.
39:36I know
39:37it's gone
39:37but it still
39:39brings me
39:39some bad days.
39:43I don't know
39:44there's something
39:44about that street
39:45that just
39:45has always
