00:00In Peru, former Head of Congress Josejeri Ore has been sworn in as the new President of the Republic,
00:17following the removal from Office of former Head of State Dina Boluarte.
00:24Colombian President Gustavo Petro demands that the United States Government publish the list of names
00:29of those killed by its worships in the Caribbean.
00:35And as ceasefire comes into effect, thousands of Palestinians who were displaced into southern Gaza
00:41by the Israeli military forces, assault began returning to the north towards Gaza City.
00:53Hello, welcome to From the South. I'm Alejandra Garcia from Telesource Studios in Havana, Cuba.
00:58We begin with the news.
01:11Peru's Congress approved the impeachment of President Dina Boluarte in the grounds of permanent moral incapacity.
01:19After the vote exceeded the two-thirds majority required by the Peruvian Constitution,
01:24Congress approved the vacancy motion. Boluarte refused to vote.
01:28to appear before Congress after her legal representative, Juan Carlos Portugal,
01:33argued that the defense period did not meet the minimum and essential requirements.
01:39Several hours later, the Prosecutor's Office requested that the former President be prohibited from leaving the country for 36 months.
01:46following the removal from office of former Peruvian President Dina Boluarte, Jose Heriori,
01:57previously head of the Peruvian Congress, has been thrown in as President of the Republic.
02:01In accordance with Article 115 of the Constitution, due to the absence of Vice-Presidents in Peru, the President of the Congress assumes interim leadership of the country.
02:13Heriori assumed the Presidency of the Republic early this Friday after the plenary session of Congress failed to approve the motion of sanction brought against the Parliament's Board of Directors, which he shares.
02:28Heri becomes the third President of the current five-year term from 2021 to 2026 after Pedro Castillo and Dina Boluarte.
02:35Now let's learn more about the new Peruvian President.
02:45Legislator Jose Enrique Heriori, from the Somos Peru Party, was elected President of Congress for the 2025 to 2026 term after winning the election for the Executive Committee.
02:57Heri's political career has been marked by investigations, including allegations of sexual abuse, disobedience to authority and alleged acts of corruption linked to the Budget Committee.
03:10According to Article 115 of the Constitution, if there are no Vice-Presidents, the President of Congress assumes interim leadership of the country.
03:19Therefore, following the removal from office of ex-president Dina Boluarte, the Presidency failed to gerir.
03:32In this same context, protests were held in front of the Ecuadorian and Brazilian embassies in Lima to prevent any attempt to grant asylum to former President Dina Boluarte.
03:42This protest arose after several congressmen warned about possible political asylum for the now former President, a situation that concerns citizens.
03:54In this regard, and in order to guarantee order and prevent altercations, the National Police reinforced its deployment in the towns of San Isidro and Miraflores, where the embassies of Ecuador and Brazil are located respectively.
04:08Meanwhile, members of Parliament are calling on both governments not to give in to this maneuver, since this is not a matter of persecution, but rather an act of justice.
04:22And Brazilian President, Luis Ignacio Lula da Silva ranks first in voting intentions in all scenarios simulated by the Genial Quest Polym Company, with a view to the general elections in the South American giant in October 2026.
04:40The survey conducted between October 2 and 5, among over 2,000 people, revealed that Lula da Silva would easily win in a second round against all his main contenders.
04:53The current president would defeat opponents, such as the Governor of Sao Paulo, Tarsicio de Freitas, and former First Lady Michelle Bolsonaro.
05:00President Lula's strong electoral performance and growing popularity are driven by his stance towards the U.S. and his protection of the country's economy from Trump's tariffs and his defense of national self-determination.
05:16Meanwhile, in Argentina, trade unions, families of people with disabilities and retirees protested in the city of San Rafael de Mendoza in rejection of President Javier Millet's visit.
05:32The government ordered a security operation involving 700 officers with the aim of preventing the protests from breaching the event venue.
05:42During the event, there were moments of tensions between protesters and the security forces, with pushing and verbal exchanges with supporters of the president,
05:52resulting in the arrest of former provincial deputy for the Frente de Todos Parti, Bruno Cescín,
05:58and activist Maximiliano Londero and Sebastián Encina for putting up a poster criticising the Argentine leader.
06:13And we go to Chile, where on Thursday began the eviction of the Dignidad camp located in a suburban community of the capital, Santiago.
06:22This land-grab occurred after the October 2009 revolt, where nearly 200 families, both Chilean and migrant, lived.
06:30The country is experiencing a housing deficit that exceeds one million homes and has 1,428 camps, the highest number since 1999.
06:41The operation does not provide a temporary solution for everyone, so many will end up on the streets.
06:48Furthermore, despite the residents' willingness to engage in dialogue, late in the afternoon the police repressed them at the place where they were supposed to be for work and did not comply with the demolition limits.
07:01This situation will continue evolving in the coming days, with more than 400 eviction orders planned.
07:09And now we have a short break coming up. But first remember, you can join us on TikTok at Telesur English, where we'll be using different formats, news updates and much more.
07:22We'll be right back, stay with us.
07:24Welcome back to From the South. Venezuela activated its governing bodies for comprehensive defense with the aim of guaranteeing peace and sovereignty in the national territory.
07:53From the state of Aragua, the Minister of Interior, Justice and Peace, Diosdado Cabello, asserted that the United States continues to launch constant attacks against Venezuela under the excuse of a supposed war against drug trafficking.
08:07In this regard, the minister warned that the Donald Trump administration intends to steal the country's natural resources.
08:14Cabello reaffirmed the commitment of the Venezuelan people to defending their sovereignty in perfect military-popular police unity against any threat to the peace of the nation.
08:25Ah, good morning, good, early morning. As of midnight today, Friday, October 10th, we are activated in Independence 200 plan, which is the deployment of the entire military force and popular military police throughout three integral defense zones.
08:54Zodi, activated from 1200 m. Starting at 5 m, the Bolivarian militia will be activated, along with all social forces of Zodi Zulia, Zodi Falcán, and Zodi Aragua. That is, three vital states in the northwest of the country, Zulia, Falcán, and Aragua.
09:22To carry out the development, Deployment, Evaluation, and Finalization of the 27 tasks, or 27 fundamental actions, to guarantee the integral defense capacity of Venezuelan territory. In these three states, Operation Independence 200, activated.
09:47Zodi Zodi Zulia, Zodi Zulia, Zodi Falcán, Zodi Aragua, charge, to battle, to victory in perfect popular, military, and police fusion.
10:01Venezuela is winning peace with sovereignty, and defending its right to life. So, let's move forward. Good morning, and let's stay active.
10:17Now we go to Colombia. The President, Gustavo Petro, demanded on Thursday that the United States Government publish the list of names of those killed by its warships in the Caribbean.
10:31The President stated that it is the responsibility of the U.S. Government to determine the identities, nationalities, cargo, and destination of the victims.
10:41To date, the U.S. Government has not identified the people who were on board the vessels that were attacked.
10:47However, it alleges that they were individuals presumably involved in drug trafficking.
10:52The Colombian President described the attacks on the ships as disproportionate, and called the lethality murder.
11:05And also in Colombia, at least nine people were injured on Thursday after an explosion in the town of Robles, in the south of the country.
11:12According to the National Police, the incident occurred after an attack by a dissident.
11:21According to the authorities, two of the victims are girls aged four and five who were treated at the local hospital,
11:29and then they were transferred to the Valle del Lili clinic in the city of Cali.
11:34The Cauca Valley, where Robles is located, is considered a strategic area for illegal armed groups that profit from coca leaf plantations
11:43and their connection to the port of Buenaventura on the Pacific coast.
11:52And in Ecuador, the national strike enters its 19th day, and the indigenous movement warns that protest will escalate
11:59if Daniel Novoa's government does not engage in dialogue.
12:02The Confederation of Indigenous Nationalities are sure that, so far, attempts at dialogue have not worked,
12:08and the strike remains in effect in provinces such as Imbabura and Cotopaxi,
12:13but also joined by people from La Sierra and Amazon regions.
12:18In this scenario, leaders of the indigenous communities of Imbabura warned of a possible radicalization of the protest
12:24if the government does not open channels for dialogue.
12:29And the Confederation maintains, as well, its demands, which include the repel of the decree that lifted the price cap on diesel,
12:37attention to social demands, and an end to the criminalization of protests.
12:42And in the United States, New York Attorney General Leticia James was charged with mortgage fraud in federal courts
12:56in the Eastern District of Virginia.
12:59But we are going to interrupt this news because we are going to go live to Venezuela
13:06where executive vice president Adelcy Rodriguez is offering statements.
13:09Let's listen.
13:12I want to say hello to me.
13:13I want to say hello to my brotherhood, Joao Pedro,
13:15that is here and everywhere in the planet with his message of brotherhood, of cooperation,
13:26with his ecological message of love.
13:29A very special greeting to all of you, to Sonia Lopez, who is gathering with us, the Minister of Ecosocialism,
13:39and to the Vice President Sartorial, Vice President Gabriela Jiménez.
13:44And I want to take this opportunity to congratulate from here
13:49those international awards received by Venezuela at the UNESCO,
13:57where the Scientific Alliance and Farmer Alliances through Biotechnology
14:03has received a Category 2 prize at the UNESCO
14:11and also a strong applause for our youth from the Simon Bolivar Orchestra
14:17that has been awarded with this prize of Category 2.
14:22These are the prize for the peoples, recognition for the efforts and labor of the peoples.
14:28You have been for two days having an intense work and I know this is the first activity
14:36and it has been of reforestation, regeneration to heal the wounds left by the climate emergency.
14:45And here in Venezuela we are inspired by the Chukisaca decree that this year turns to 100 years
14:56because of being in fact since our Liberator had the seed of the love for the nature,
15:03of the care for the rivers, for the vegetation and the reforestation, regeneration.
15:11Bolivar has left a legacy on the humanitarian legacy of conflicts, on human rights, respect,
15:28a deep respect for human rights, of the care for the nature and the rights of the nature.
15:36Bolivar was a giant, a universal giant that marked the history of Venezuela,
15:41the history of the great homeland marking a way, a path for our concept of social justice,
15:49of universal justice. And this congress that you are attending today resumes Bolivarianism
15:58and resumes as well and speaks on the climate change, the justice, the climate justice,
16:07and there can be no justice, climate justice without social justice and vice versa, are topics that are
16:15implied because the origin of the great calamities lived by humanity today have name and last names,
16:25which is the capital capitalist system. There are no other names. It doesn't matter how
16:34colors we want to put at them. It is not possible, it is not viable, the human species in this planet and
16:41life in this planet, if we are searching on how to embellish this predator and destructive system that has
16:50destroyed the atmosphere, rivers, seas, our vegetation species, we have no other way to go. That is why
16:59it is so important, this congress is so important. Where do we come from? We come from Chukisaca,
17:06from there we are Joao, who come from there with a clear mandate from our liberator, Simon Bolivar,
17:17that is why Chavez, Commander Chavez and President Maduro have speak on previous occasions from eco-socialism,
17:25which is a different model that we need to think from the peoples of the south, because when we see the
17:33numbers, we know that it is very concerning what is happening, what the sixth table on climate change
17:48have described, which is what we it is happening today, the atmosphere,
17:55the snow is melting, the sea is rising, we are going to see the numbers, and the concentrations of
18:11gases of global warming have rise as well. This resumes the climate emergency, that it is going to be
18:21be added of the destruction of the systems of the fauna, the vegetation, the emissions in 2024, last year,
18:35was by the way, a milestone year in the numbers. The CO2 have
18:49rise. It is alarming. The evolution of the of the eyes in the Arctic are melting. The poles are melting as well.
19:04The level of the sea is like 11 centimeters above their reference in 1993.
19:12In 2023, in 2022, 2024 was the warmest year ever since, ever since there's a recording. And it is said that it
19:31surpassed the 1.5 centigrade. This is very important. And I recall that being, as being a foreign minister of
19:40President Nicolás Maduro, he warned in a discussion of the climate change agreement,
19:49there was misery. Concept miseries. When we saw that the countries making a discussion on how many grades
20:02could be put on a goal could be put on a goal. They used to say they tried to protect capitalism,
20:12for it to put more acceleration, but no one's speaking about the life, the need to put a speed on
20:21life. And that is why all of this is happening. And I remember
20:24this number is impossible to reach. There are going to be decades before we can reach this goal,
20:34where we here we are at 2024. And look how the planet is at this moment.
20:40And also the high income countries are the main responsible for the emissions of CO2. Those numbers,
20:59those record you can see here are the great and the greatest countries emitting these gases
21:09from the global south. The global south is asked to pay for the consequences because they didn't
21:18invest in what they assured they were going to invest in, which was in technology to reduce these
21:27gases. Here, towards 2050, the whole humanity is very clear that due to the levels of compromise and
21:36financial and financial and bank credits, it is not going to be possible for us to reach the zero emissions
21:45of gases. And from the global north, they failed to the global south. And it is a fault. That transition,
21:52that green transition,
21:54they are doing so from on behalf of the peoples of the south with a number
22:05that is very impressive, those numbers. When they say in Europe, electric cars, but the lithium, they want
22:14to take that from the outer planes. Also, they are saying we need to pay with green bonus. It doesn't matter,
22:22you can pollute, and we are going to give you some bonuses. They have the concept that life can be
22:29purchased, and they are very wrong, and they have threatened the existence of life in the planet.
22:39Look at these numbers. And I wanted to bring numbers because that green transition is a great force. It's a
22:47is a lie. Those who speak on the green transition are
22:51that there are 667 million of people who have no access to electricity, that there are 2,100,000 people
23:08who are who cook with wood. And they are saying that we are living in the era of
23:15of technology. And because the mark of human beings transform the environment. And it's not true. Not
23:25not all of us. We are not all of the peoples. And the peoples of the south are the less
23:32people who mark in this climate emergency. And there must be justice, environmental justice. And look,
23:39these numbers are very concerning. And I'm going to read them for it to be understood. The 1% of the
23:47rich, the richest people of the world only needed 10 first days of 2025 to consume its part of CO2
23:58that corresponds to them. They only took 10 days to consume what one person corresponds in one year to
24:11consume. 50 million of the multimillionaires of the world emit more CO2 in less than half an hour
24:25than any regular person, anyone who are sitting here in their entire life. So
24:38is the era of capitalism, irrational capitalism with its stances against life, against nature,
24:47being promoted by fascism with misinformation campaigns, fans and denialists about the emergency
25:00of climate change. And that is why we're speaking. There is a colonialism of the environment of those
25:11who want to take advantage of the resources of the global south. We have environmental colonialism
25:19of those who pretend that the bills are paid, the environmental bills be paid by the peoples of
25:26the south. We have environmental colonialism in those who are reproducing these ways of production
25:34of capitalism without no consideration of what it means to compromise the life in planet.
25:46Look, another record of 2024, deforestation
25:52of 64 of forests that were destroyed. The equivalent to the surface of Panama that were destroyed in 2024.
26:11But look at the evolution of the destruction of the tropical, of the tropical jungle, the tropical forest,
26:20how life is compromised. And that is why it is now more alive than ever. The decree, the first decree
26:29of conservation and love for nation of our fatherly breeder 200 years ago.
26:38Another aspect, the species in extinction that are estimated in 100,000 of species
26:53are in danger of extinction in animals, in flora, fauna that are compromised seriously.
27:00Another aspect to be very attentive is artificial intelligence and the consumption of energy and the
27:11compromise of hydric resources. It is on the move, it is occurring at this moment. Whenever we consult
27:21what is saying AI on these shoes or in the cuff I have, there we are,
27:30hitting Mother Earth because we cannot reach, we haven't reached still the path for renewable energies to
27:38sustain the demand of electrical consumption that it is required to sustain this technological revolution.
27:46The heating, the, the level of the oceans have, have
27:59reported the, its highest point in decades with which fanatic lie, it is lie, it is pretended to not
28:13recognize this reality. 48 million people in 2024 were displaced due to the affectations of the climate
28:22emergency. They had to move. Here we have had situations. Minister Gabriela mentioned this,
28:35also President Maduro showed what happened in Venezuela, an increase of, of over 100% of rainy season.
28:47All of a sudden we have, we have sun and at the very, or the second we have a tornado. It is the expression
28:54of this crisis that the planet is saying that it is, it can't take it anymore. And what do we have to do?
29:02Well, what you are doing, reflect, reflecting, see, thinking on policies that we can apply from the global south,
29:12from our knowledge, ancestral knowledges, because it is not the indigenous people, the ones who have
29:20destroyed the environment in the way that the technological advances are doing, without consideration
29:26on human life. It is not the conuco. And the president of Venezuela,
29:38Yo Pedro, thank you, because we know, you know, we know that you are putting a lot of effort for our
29:44country to produce food in an organic way, in a friendly way with nature. How can we decarbonize in a
29:55just manner? Because the, the environmental colonialism means the reproduction of the, of, of
30:07social injustice as we can, we have seen the poor, the, the energy poorness and
30:16of those who never have set a foot on an airplane, but they are asked for paying the bills of these
30:31jets and airplanes. That's a logic. And the true reality is that if this world, this human species,
30:44persisting irrationality, hyper-consumist, from here towards 2050, we need the resources of three
30:53planets that we do not have and do not exist. And what is yet to come will be the destruction,
31:01will be the destruction. We are barely living the first
31:05the consequences of the deep pain of a nation that is saying enough is enough.
31:15The mentality must, the system must change, the system must change.
31:23Like decades ago, it was warned by Commander Fidel Castro and Commander Hugo Chavez, the system must
31:31change our way of life, our way of thinking. It must have a logic, a different logic of relationships.
31:43And I know we have, you have speak on the circular economy and how to make that wealth of the economy
31:53prevail longer and recirculate. And we have seen in Ireland, in Albania, there are measures on how from
32:07here towards 2050 we could have to reduce the emission of gases of global warming if we assume
32:18policies of circular economy. And yesterday, President Nicolás Maduro ordered to the economic cabinet to
32:25design policies for the communal economy, for entrepreneurship, for the Venezuelan industry
32:32that involve projects of circular economy. And we are going to move towards recirculization.
32:40We have to change our logic of hyper-consumption. It is to change the way we consume. And it implies that we
32:52change our logics and the protection of nature to protect the key species, to have an agriculture that allows
33:03resources for the protection in every sector for life, almost half a percent. How do we care about
33:16forests and rivers? Through coffee, through chocolate, no? Using transgenic seeds to destroy land.
33:26And that is the call, brothers and sisters, in these two days of reflection. But we need
33:43definitely to call for the peoples of the world to raise their voices for life
33:54against war.
33:55The war is also destructed. Here from Venezuela, again, threatened by the war in the US, we need to
34:10sound the drums of peace. Thank you very much, brothers and sisters. Congratulations.
34:16We were listening to the statements of the executive vice president, Delcy Rodriguez, in her remarks given
34:29during the Congress in Defense of the Mother Earth, in which she warned of the environmental crisis that
34:36has been lifted by the whole planet, which has been called, as she mentioned, by the environmental
34:43colonialism that is predominant in this context in the world and how also she's making a call for the
34:51peoples of the south to defend nature, to change the system and also to reject wars, which are also
35:01depriving the nature from recovering in this emergency, climatic emergency. And with this information of
35:09breaking news, we have come to the end of this news brief. Remember, you can find this and many other
35:15stories on our website at teleserenglish.net. Also join us on social media. We are on Facebook,
35:21X, Telegram, Instagram and TikTok. This is all for the moment. I'm Alejandra Garcia. Thank you for watching.
