00:00car crime is at a record high across the UK there's a car stolen every four minutes
00:17leaving families feeling violated there's people in my house and more than likely they're not here
00:29for a good reason 50 seconds was enough time to reprogram that car so that they had control of
00:35it and we didn't but an army of investigators are fighting back the car is actually parked just
00:41there by fitting vehicles with high-tech trackers can't tell you what the devices look like or where
00:46we hide them so they can trace track it's a cat and mouse game now we just have to follow that
00:51signal and snatch them back from the crooks who took them there you go there we go got it before
00:55they're sold on or shipped overseas they're called organized crime groups for a reason
00:59they're organized they plan this stuff
01:01today when a stolen car linked to a string of robberies is live tracked
01:13can you find the police it leads to a pursuit through south london
01:19and the hunt for a three-ton excavator
01:26stolen digger behind this fence winds up in an unexpected location
01:33i mean this is really rare to find one in the back of someone's garden like this
01:37some criminals steal vehicles to avoid detection as they carry out their illegal activities
01:47but some hire them they switch cars regularly making it harder for the police to trace crimes back
01:55to them sierra echo 14 yeah today trackers alan mike and neil are in convoy they're on the trail of a
02:05hire car linked to a series of offenses in manchester we're 2.2 miles away yeah we're the same 2.2
02:13like most hire cars the land rover's fitted with a gps tracking device giving its precise location
02:19it's a land of every discovery it's on hire to a male it's been seen at one street robbery
02:26uh but it's been linked to a number of other offenses we don't know how many at the moment
02:32the hire car should have been returned but it's now 200 miles away in central london
02:39neil and the team are planning to snatch it back what we're doing today is trying to track and locate
02:46the vehicle first of all and speak to the police to say right this is where the vehicle is we won't
02:50be following around all day it'll just be a case of trying to trying to physically locate it have
02:55eyes on it so we can speak to the police directly and guide them in they suspect the man driving the
03:01land rover is a known criminal we've been told that the guy's got a marker for possession of an
03:08offensive weapon and also a drugs marker which again suggests that he's been found in possession of
03:14some sort of drugs potentially he may be out at the moment committing robberies we don't know
03:22as they close in mike's updating greater manchester police
03:26we're tracking it we're a mile away from it at the moment so we're just making towards it now
03:32but as the vehicle is now on the patch of the met police they may also need a heads up on the situation
03:38if there's only one of them on board we'll probably wait for it to stop and then snatch it back
03:42i think if there's more than one one then we'll ask the met to deploy and intercept it
03:48the gps signal has come to a standstill this could be their opportunity
03:55is it still stationary mike was he moved standby
03:59yeah it looks like it's stationary ignition still on we're two minutes away now i think we're a mile
04:04away from it at the moment so we're just making towards it now neil's now within range he's looking
04:11for a gray land rover discovery parked in carter place so we're just turning to car car to place is
04:17a dead end according to the tracker this is where the higher car is located
04:23yeah i think we've got the car yeah we're with the car now let me just see uh somebody in it can you
04:33find the police somebody in the passenger seat the driver's likely to come back at any moment so neil's
04:41not taking any chances we'll wait for the place to come now and hopefully all right okay i'll come up to
04:49me yeah okay so it's just on your right now can you see the person in the passenger seat
04:56the police are just minutes away it is a bit of a waiting game because obviously we don't know where
05:00the person's gone but he's left somebody in the car looking after the car which is what we thought
05:07but we've got two cars now looking at the vehicle so if it does move we'll be able to update the police
05:12there's someone approaching the vehicle i think he's i think he's back he's back
05:22he's on the move uh young male's just got into the car and we think they're with that mercedes
05:30so the car's just driving off now so mike at the moment he's on the on the phone to the police
05:34you go to manchester later it looks like they've slipped through the net yeah he's going left three
05:41in front but not for long we're still eyes on it's about 100 yards ahead of us
05:55gps trackers make it easier to locate and recover a stolen car
05:59gps is accurate to within three meters and can be used to track a vehicle in real time
06:08these trackers also record other data such as how the car's being driven and whether the ignition
06:14is on or off vehicle trackers often don't just rely on gps they use radio frequency or rf tracking
06:24which unlike gps continues to provide a signal if the vehicle is hidden from view in a lock-up
06:31underground car park or shipping container rf signals are also extremely difficult for criminals to jam
06:44on the south coast richard taylor from theft recovery specialists automatrix has received a call
06:51from a plant hire company saying one of their three-ton diggers has been stolen near nottingham
06:58with the report they've identified that the machine has been off hired and have gone to collect it
07:05but all they found was the um security plates of the machine on the floor so there was no machine there
07:11so we've uh operated the em track and put it into alarm and that's reporting a sale site
07:17approximately 50 miles away near coventry thieves are known to use a modem to pick up or sniff out
07:24a sim card signal the track is sending signals all the time and it's trying to communicate all the time
07:30it can be a signal giveaway sort of scenario where um if they're using some sort of sniffing device to
07:37sniff the sim card they could pick up the signal so it's it's quite a good tactic to put the thing into
07:43a sleep cycle so it's silent radio silent while he's not receiving a gps signal richard switches
07:50to a radio frequency receiver to help him locate the excavator he stops at a supermarket just outside
07:57of coventry to fit an antenna to the center of the roof hopefully we've got the rf signal when we get
08:03down the road great the antenna is connected to a receiver inside the car once he gets close enough
08:11he should be able to pick up an rf signal well now we've got the antenna on and we're listening now
08:17for the rf signal um it could be that the gps does come in and then the office will call me if that's
08:23the case but what we've got to go on at the moment it's the phone mask location uh we head towards the
08:28postcode of the phone mask location and then with the roof antenna on we'll we'll start cranking up
08:35with a larger gain on the adjuster and to see if we can pick up that rf signal once we pick up
08:41the rf signal it's this game over really we're going to get to the asset no problem at all
08:47richard is starting to pick up a strong signal close to a housing estate in coventry
08:55yeah every time i try and find this rf stronger i'm losing it so
09:00so we are up quite high here so there's better work to do yet he transfers to a handheld receiver
09:08to get a more accurate signal and begin searching the estate we use the roof antenna to first pick
09:15up the signal bingo we've got the signal but then we've got it as loud as possible or if you or we're
09:20doing a visual as well and we can see well look it looks like it could be in there time to uh a light
09:26from the vehicle get the hand held out and home in on it but could a three tonne digger really be
09:33hidden near these houses it's not really giving me a clear direction there could be a lot of bounce
09:38in this area i mean it is very residential so um it will bounce off walls and things like that
09:45okay so what i didn't do was go around the back here
09:50richard's had no luck so far so he explores some wasteland at the back of the estate
09:56it's definitely not in here is it
10:00later richard suspects the thieves have dumped the tracker
10:05i would only expect to find the tracker not the machine in a residential area like this
10:11and police backup arrives
10:18it's estimated that over 300 cars are stolen every day with many shipped abroad or sold on to unscrupulous
10:25buyers the criminals are smuggling them out of the country at ports such as felixstowe
10:32as well today in a bid to crack down on organized car crime there's a multi-agency operation
10:40led by navsis the national vehicle crime intelligence service
10:43uh welcome everyone to op alliances um i'm sid i'm the intel manager at navsis um also from navsis is
10:53sharon orton head of navsis and adam is here from navsis i'm the felix though officer so i cover this
10:59port and harwich the other side so the intention is to open up a number of containers at uk ports
11:05obviously we're here at phoenix though we'll be opening containers over the next couple of days
11:12navsis is privately funded so we rely on the private sector to provide sponsorship and funding
11:18for all of the work that we do so what we're trying to do is work with uk policing partners and
11:24private sector partners to stem the tide of vehicles being stolen and then remove to ports for export
11:31overseas so this is the final destination for those vehicles to be stopped on uk soil with uk resources
11:39and it's not long before they make their first discovery
11:43a shipping container destined for africa has two vehicles in it
11:49and the first task will be identifying them to confirm if they're stolen
11:52at the moment all i'm noting down is the registration number of the vehicle that's come out and then
11:59we're going to do some checks to find out the true identity of that vehicle adam inspects the first car
12:05a lexus nx 300 to help him id the vehicle he looks for the vin number which serves as the car's
12:12fingerprint most cars have various places where they have the vehicle vin so the vehicle identification
12:19number 17 digit number and um they have it in various places most people will know that they
12:24have something in the windscreen but they also have it stamped into the body of the vehicle
12:28and they're the things if somebody's trying to change the identity of the car
12:32that's the things that they will look to change to try and make out that it's something different
12:36my job is to check if they're a factory finish or whether they're the work of somebody afterwards
12:41a vin number stamped into the car's metalwork is hard for thieves to remove but it doesn't stop them from
12:47trying the people who've tried to make this a clone they've printed a sticker and stuck it over the
12:53top but they haven't even printed the sticker long enough to cover the original number so some of the
12:58digits are still showing uh also a lot of cars now when you go into the menus and you go into vehicle
13:04identification it will throw up the vin as part of the the vehicle id some criminals have worked out
13:10a way to change that so everything that the manufacturers come out with the criminals have
13:17to look for work around don't they and adam reveals another sign that indicates the car's being
13:22stolen one of the telltale giveaways on this one that something's up is that steering lock still on
13:27the steering wheel makes you think okay something's not right here and it proves that you can still
13:33drive the car with the steering lock fitted they just cut through it with a battery grinder
13:37and it just cuts through it like butter by using his tricks of the trade adam can confirm the lexus nx 300
13:44has been stolen and where it was taken from that one we've identified as a stolen vehicle stolen from
13:51west midlands area on the 18th of july this year the west mids will be notified it's here we'll also
13:57speak to the insurance company because chances are it's already been paid out it doesn't belong to the
14:02victim anymore once the insurance company pay out it's their property um they'll arrange for collection
14:07get sold on put back to its original id so all the stickers will have to be put back to
14:12to factory and that'll be back on the road after running some checks the second car is also
14:16confirmed as stolen it's been going well obviously we've done the one container now we've had two
14:23stolen vehicles from within it both stolen from west midlands area it's been a busy morning at felixstowe
14:29port and they've intercepted another container it's packed with white goods bicycles and two small cars
14:37but they're hiding something much more valuable we were aware that there's the two little cars at the
14:43front which are just there to disguise stuff basically same as the push bikes and the fridges
14:49and we're now getting to the cars at the back and it looks like we had a win one of the cars is
14:54a range rover valar worth around 80 000 pounds in the same container there's a white lexus strapped to the roof
15:05they've obviously put the two vehicles that they want to hide at the back of the container
15:09and in front of that they've put a lot of fridge freezers old washing machines
15:14in front of that they've put some other old cars in there that are not worth anything and then there
15:19was a load of bikes as well that are behind me and they'll get a lot of these fridges freezers and
15:25washing machines working again but it literally it's padding as much as anything else and packaging
15:31an identity check reveals that both cars have been taken from the london area
15:39it was stolen from the met it was stolen on the 7th of august
15:43this year so it was eight days after the other vehicle that was in the container as well
15:50and they keep on coming another suspect shipment reveals two toyota hilux but these car smugglers
15:58didn't bother with packaging it's a trend we're seeing a lot of at the moment toyota hilux has
16:04got this one another one now coming out of the box um these seem to be being stolen um in big numbers at
16:11the moment mainly because the final destination is africa and these are perfect for the roads in africa
16:17so there's a big demand for cars that have got that off-road capability but also they they still
16:23come with it as you can see a level of luxury to them now well we do know that the offenders currently
16:29are targeting certain makes and models of vehicles uh we're not saying that these vehicles are any easier
16:35to steal than any other uh vehicle clearly the offenders have got a market in mind and probably
16:43buyers that are lined up to to want particular vehicles for whatever reason
16:50here alone just as a rough estimate
16:53that's the best part of 200 000 pounds worth of cars just here in this row six cars so um not bad
16:59daily office in one week as part of operation alliance adam and his colleagues retrieved 316
17:07stolen cars with an estimated value of over four million pounds depriving them of their ill-gotten
17:16gains anything that we stop getting to the end is still a win for us because it's one car they haven't
17:21got one car they haven't profited from if you accidentally buy a cloned car you're likely to lose your money
17:32so if you're shopping for a used car follow these simple steps to confirm it's genuine
17:41ask to see the v5c logbook and check the details match the motor
17:49check the vin the vehicle identification number in any locations where it can be found
17:54and look for any evidence of tampering including scratches or other damage
18:01check the mot history online and make sure it's up to date
18:07be wary of buying from online marketplaces
18:12and if you're using a private seller always ask to see the car at their home
18:16and check their address matches the one on the logbook
18:23lastly pay for the vehicle with a credit card or bank card for extra buyer protection
18:38right at the junction camberwell road in central london neil thomas and his colleagues
18:43are tracking a land rover hire car which is linked to a number of street robberies in manchester
18:50the target vehicle is being live tracked by alan and mike
18:54and neil is getting regular location updates
18:59is he still in front of you well i think he is isn't he yeah i'm just about to see yeah
19:04there's more than one suspect in the car so they'll need the police to intercept
19:08we're just waiting now for greater manchester police to speak to the met police just to say
19:16that the vehicle's on the move now they've confirmed that there's a an interest marker
19:20on the police national computer the plan is for the met police then to hopefully speak to us directly
19:28and intercept the vehicle in the meantime we'll follow it around we can we can remotely track it
19:32as we've been doing and we're not going to get too close i think he's turning left
19:36has he gone left no no straight on they don't want to let the target out of sight
19:43but need to keep a distance we've got to make sure that we don't get detected so we can't get too
19:49close yeah we're still eyes on it's about 100 yards ahead of us so the circuit vehicle's at the
19:56traffic lights intending to turn right has he already gone right yeah yeah okay with bad luck at the
20:04traffic lights the target vehicle disappears from both tracker teams line of sight
20:13taking left yeah yeah i'll go right
20:18gonna locate the vehicle again now with the technology just activating another covert tracker
20:23when the gps signal stops neil knows the vehicle has parked up
20:30it sounds like la la cafe la la
20:34it's got a hard stop on it i would say we don't go and approach it
20:37yeah yeah yeah yeah
20:39the tracking team swoop in
20:48it may not be safe to approach the suspects so mike calls for backup i'm with the tracking company who
20:53owned the vehicle and we are directly behind it at the moment so ideally we need someone to come and
20:58intercept it no they're still stationary with at least two on board the police is coming to this
21:06location hopefully they can come here just before the the car moves off here we come get yourself ready
21:20the police are just blocking the road for our vehicle we'll speak to them they'll do that what they
21:26need to do alan briefs the police on the situation we can't get a hold of the client
21:33however that we don't believe it's the client driving plus we know it's been used in crime
21:39because greater manchester police rang us yesterday and said that it's been used in
21:44street robberies up there which we tracked it up there for them and then it's come back down south
21:49today the driver has disappeared so the officers question the passenger
21:55we're going to require you to give us your details we're very fluid at the moment so we're just
22:07waiting for the police to do their bits and then hopefully we can recover the vehicle
22:15the passenger has been asked to remove his things from the car
22:18i think the gentleman is just let's just say um taking his time
22:25but the police then realize he's in possession of the car keys
22:31the police take the suspect's details and let him take the suspect's details and let him
23:00go when we eventually get the clearance from the police we're going to take this back to a local
23:06depot uh where we'll research the vehicle and hopefully then after that we can go home
23:13looks like it's mission accomplished for the tracking team
23:16the police have released the vehicles to um be recovered back to the transport
23:27our job is to get the cars back on behalf of the customer and that's what we've done
23:30so the car is safe the police will liaise with each other and you know hopefully they make some
23:35arrests but you know as far as we're concerned we've done our job and we've helped the police as
23:39well which is good and you know we've helped in in our own little way the victims of these street
23:45robberies because you know we've helped bring in hopefully the people to justice
23:56back in coventry richard's on the hunt for a digger reported stolen by a plant hire company
24:01but he's concerned the thieves may have removed the tracker from the machinery and dumped it
24:09they can pull the tracker off without tripping the tamper mechanism and um you know just stick it
24:17underneath another vehicle chuck it on the roof of the house or a garage throw it in the garden so
24:22you know even though we're looking for what is going to be the excavator we have to bear in mind hold
24:28on is it going to be the excavator or could it be the tracking device on the floor the police have
24:35been called as backup just in case so police are turned up and we just checked by the cricket club nothing there
24:51the radio signals getting louder
24:53and richard's colleague makes a discovery it's there next yard next garden you can just see if you look
25:06between them two posts you can just see the ramp it's in the next one along yeah you see it richard
25:14if you look at the fence post the red one on the grip you can see the arm some good news um we've just
25:21had one of the engineers spot it across from not this garden but another one behind here so we're
25:26going to shoot over there and have a look um and that's a big relief because all these other places
25:31we've seen we're thinking thinking we're going to end up with the tracker on the floor but he spotted
25:36something so let's go and see what's going on only 10 percent of stolen plant machinery gets recovered
25:42so if this is the excavator that's a great result for richard

26:00behind this fence so officers are going to go around and
26:04arresting well if i say arrest they're going to question them this is uh an excellent opportunity
26:12for the police i mean most of these recoveries when we go out and find these stolen diggers and
26:16dumpers and rollers they're they're in wasteland or they're in the woods or they're somewhere tucked
26:21away nobody they're not on private property i mean this is really rare to find one in the back of
26:26someone's garden like this the excavator is boxed in behind the garden fence so the question is how
26:33do they get it out the police went around the front and knocked up um the owner of this house
26:39i mean it didn't even look like though that that back fence panel came open but it there
26:43was a mechanism to undo and it just looked like a normal static fence panel but it was actually like
26:48a secret door to stash stuff in but the the story that's coming back is that the the owner of this
26:55house is he's saying that he had nothing to do with the theft of this machine he's not involved
27:01anywhere along the line that's not very often you see that in someone's back garden like that
27:10yeah seven two two eight that's all front number sorted sorted what the police were sort
27:16of relaying to me was that in their conversation with the owner of this property he had a document
27:23with him which identified that he had legitimately agreed to some sort of contract to to rent his
27:32garden for this for this um excavator the machinery is removed from the garden once it's checked and
27:38given the all clear it will be returned to the owner i couldn't see any damage it looked pretty
27:45pretty much like it could go straight back to work tomorrow it was good to come out and and and
27:50find that machine in in relatively a short period and the relief for me was that it wasn't a tracker
27:56on the floor it was the machine under the tarp it could have been a tracker on the floor and i wouldn't
28:01have been so happy
