The Budget Amendments Review Sub-committee (BARSc) ended its mission in this year's budget process by further augmenting allocations for the priroty sectors of education, agriculture, and health in the proposed P6.793-trillion national budget for 2026.

00:00Now that we're done with all of the proposed amendments, as well as the special provisions, we would like to highlight the totals for the three main sectors, so education, agriculture, and health.
00:18So, Comsec, please highlight. Please show on the screen.

01:11So, from the previous Barsi to the second, to our Barsi today, the education sector, we're still going to zoom more.
01:29So, for the education sector, from the previous increase in the budget of education of $38 billion, we have further increased that by $18 billion.
01:49So, now the total increase of the education sector is at $56.63 billion.
01:57For health, the increase is from $89 billion previously, we have further increased that by $3.2 billion, attributed to HFEP.
02:10So, now the increase is $92.57 billion for the health sector.
02:16And for agriculture, we have, from the previous increase of $44.96 billion, we have now increased that further by $8.7 billion to now be $53.75 billion.
02:32So, just to show po, that if you add all of that, may you please sum yung sectoral totals, 56 plus 92 plus 53.
02:43So, out of the, so out of the $255 billion that was removed from flood control projects under DPWH,
03:04PWH, 202.96 billion of that went to education, health, and agriculture.
03:14The restful went to the other agencies, but as you can see here, majority of the, the funding that was taken out from flood control projects
03:24were moved to the, moved to the priority sectors, which are education, health, and agriculture.
03:31So, roughly, $53 billion for all other agencies.
03:37So, we would, the other question that we had earlier is, given all of these changes, how are we doing in terms of the education budget?
03:48Anong percentage na po yun ng GDP?
03:50What is the current total for education in the 2026 budget?
03:54Okay.
04:00Okay.
04:01So, from the original 1.22 trillion pesos for education in the NEP, the current total is now 1.36 trillion, sorry, thank you.
04:24So, it's 1.36 trillion total for the education cluster in the current GAB.
04:35So, what does that represent?
04:39That represents 4.36 percent of the GDP, which is, for the first time, we've reached the 4 percent, and we are now at 4.36 percent of GDP.
04:51So, yun po, we just wanted to highlight that.
04:55With that, I would like to thank the members of the Barsi.
05:14We literally could not have done this without the collective wisdom on the Barsi.
05:22And after how many hours across several days po of deliberations, I would like to really extend my deepest gratitude to the members of the Barsi.
05:34Thank you, thank you, thank you, thank you, thank you, thank you, thank you, thank you for the hard work that you've put in to put all of these amendments together.
05:43Sobrang hirap po nung ginawa natin the first time around.
05:46So, again, unprecedented po yun for us to have had to allocate the 255 billion pesos taken out from DPWH towards the different agencies.
05:56Ang ganda po nung risulta nung una natin yung Barsi.
06:00And with the further refinements that we've done today, we've increased the allocation for the key sector.
06:08So, lalo pa pong gumanda yung amendments natin.
06:12So, again, I would like to thank all of the members of the Barsi for all the hard work and the wisdom that you have shared to the Barsi.

06:33And with that, for an expedient and efficient process in the consideration of the various proposed individual and agency amendments by the House and Barsi members,
06:52I move that a substitution of the entire House Bill No. 4058 as contained in Committee Report No. 7, including all proposed, discussed, and approved special provisions
07:09be recommended to the plenary for its consideration.

08:22I think this is the very first time in history wherein the special provisions were discussed openly and all the amendments were discussed openly.
08:30So we could not even have gone, I would not even have been able to show the proposed amendments without the hard work of the amazing, amazing people in the Committee on Appropriations.
08:44So I would just like to request a big round of applause to the Secretariat of the Committee on Appropriations, literally the heroes behind the budget.
