For decades, South Korea’s foreign adoption system was plagued by abuse and fraud. In many cases, adoptees later discovered their records had been falsified to make them appear abandoned, when in reality they had been taken or even stolen. This week, President Lee Jae-myung issued a public apology for the government’s role, writing on Facebook that he wanted to offer a “heartfelt apology and words of comfort.”
