00:00The United States government shut down on Wednesday after lawmakers failed to reach
00:06an agreement on how to fund the government. On Tuesday, Senate Democrats voted down the
00:12last-ditch Republican bill to extend federal funding for seven more weeks. As Republicans
00:18only have 54 seats in the Senate and need 60 votes, Democrats used that as leverage in
00:23an effort to achieve their policy goals regarding health care. Both sides had blamed each other
00:29for the imminent shutdown and refused to budge from their positions. Now that a lapse in funding
00:36has occurred, roughly 750,000 federal workers are expected to be furloughed or potentially
00:42laid off by the Trump administration. Those that stay on the job won't get paid until after the
00:48shutdown ends. The last government shutdown lasted for 35 days from December 2018 until January 2019
00:56during Trump's first term as president. That shutdown had been the result of a dispute over
01:02immigration and border security.
01:06The Portuguese government on Tuesday adopted stricter immigration laws to make it harder
01:12to enter the country, pushed through with the support of the far-right. The center-right parliamentary
01:18majority approved the revised bill after the constitutional court blocked its previous version
01:24for being too harsh on immigrant family members seeking to join them. While all the left-wing
01:30parties voted against the bill, the two largest parties approved more than a dozen amendments
01:36to the decree, with the overwhelming support of the right-wing parties represented in the chamber.
01:43The raft of measures approved stipulates that only highly skilled workers are eligible for job search
01:49visas. And from now on, family reunification for immigrants will only apply after at least two
01:56years of legal stay. Lawmakers are still debating another element of the reform regarding conditions
02:03for acquiring Portuguese nationality. 2024 records show more than 1.5 million non-Portuguese people
02:10were living in Portugal, around 15% of the total population, and nearly four times more than in 2017.
02:24The European Union has welcomed the 20-point plan laid out by U.S. President Donald Trump to end
02:30Israel's war on Gaza, and urged Hamas to accept it without delay. EU leaders, including Foreign Chief Kaya
02:38Kallas, Commission President Ursula von der Leyen and Council President Antonio Costa, have expressed
02:44commitment to the plan's successful implementation. German Chancellor Friedrich Meretz said it's the
02:49best chance to end the war.
02:51If there is a agreement, then Germany is ready to implement the plan. That is political, that is humanitarian,
02:58and that is of course also for the restoration of the region. We consider it as work for a Near East,
03:05in which one day Israelis and Palestinians are safe and safe in two states.
03:11The proposal includes, among other aspects, an end to military operations, the liberation of Israeli
03:18hostages, the release of hundreds of Palestinian prisoners, disarmament of Hamas, and the unimpeded
03:24delivery of humanitarian aid.
03:27Everything that serves to avoid the force of the population, to end up with the unimpeded
03:33disease, unacceptable, to get the liberation of all the enemies, and to end up with this
03:41massacre of innocents, too many dead innocents.
03:46Recent days have seen several EU countries recognize the state of Palestine, and Trump
03:53said conditions could be in place for a pathway to self-determination. Israeli Prime Minister
03:58Benjamin Netanyahu, however, said he would forcibly resist the prospect of Palestinian statehood,
04:04casting doubt on whether the 20 points can be realized in full.
04:11Regional authorities in Ukraine reported on Tuesday that at least nine civilians were killed
04:17and 15 others injured in Russian strikes in the last 24 hours. In Sumy, a couple and their
04:24two children were reportedly killed in the Russian drone strike on Tuesday. The drone hit a residential
04:32building in the village of Chechenya in what the region's governor called a targeted strike.
04:39one of the two children injured, and the two children.
04:58According to media reports, a 60-year-old was also killed elsewhere in Sumy and three others
05:07were killed in Donetsk. Ukraine's Air Force said 46 out of 65 drones launched from Russia
05:13overnight were intercepted by its air defenses. Daily Russian strikes on Ukraine continue as
05:20U.S.-led efforts to end the war have made no progress.
05:28An aide who worked for a prominent member of Germany's far-right RFD party has been
05:33convicted of spying for China. Jian Guo worked in the parliamentary office of Maximilian Kra,
05:40a member of the European Parliament between 2019 and this year. Kra is currently an MP in Germany's
05:47parliament. Guo has been charged with repeatedly providing Chinese intelligence with information
05:53on negotiations and decisions in the European Parliament between 2019 and 2024. He also
06:01snooped on Chinese dissidents in Germany and gathered information on AFD lawmakers.
06:07Kra was a witness in Guo's trial and said he did not have any knowledge of his former aide's activities.
06:14Earlier this month, Germany's parliament lifted Kra's immunity in connection with allegations
06:18that he also has had ties to China and was involved in corruption and spying scandals.
06:25Kra denies wrongdoing and says the allegations are politically motivated.
06:31Kra denies wrongdoing. The Romanian president, Nica Shordan, expressed his great satisfaction
06:36over the victory of the pro-EU coalition in the Moldovan parliamentary elections during an exclusive
06:41joint interview with Euronews in Euronews Romania.
07:22After the electoral success of the pro-EU bloc in Moldova, the Romanian president thinks that
07:28the Moldovan government has the political opportunity to speed up the negotiation process
07:33to join the union.
08:28Nicășor Dan is also aware of the structural obstacles
08:31concerning a fast Ukrainian accession to the EU.

09:34A powerful 6.9-magnitude earthquake jolted the central Philippines late on Tuesday,
09:44killing at least 69 people on the island of Cebu.
09:48Efforts are underway by the government to search for survivors
09:51and restore power and water supplies.
09:54Authorities fear the death toll is further expected to rise.
09:57The shallow quake's epicenter was roughly 19 km
10:01from the coastal city of Bogo, with a population of 90,000.
10:06Its tremors caused widespread damage.
10:09Footage circulating on social media showed the severe damage
10:13the quake caused to an old Catholic church in the nearby Bantayan island,
10:17with its walls and belfry collapsed into the courtyard.
10:20The earthquake comes less than a week after the area
10:23was battered by back-to-back storms.
10:25The Philippines is one of the world's most disaster-prone countries
10:29and is often hit by earthquakes and volcanic eruptions
10:32due to its location on the Pacific Ring of Fire.
10:37Qatar's foreign ministry says Israeli Prime Minister Benjamin Netanyahu
10:40has apologized for the airstrike on Doha earlier this month.
10:44The strike targeted Hamas' leadership gathered in the Qatari capital
10:47to review a U.S.-backed ceasefire plan.
10:50The September 9 attack hit a residential neighborhood,
10:53killing five Palestinians and a Qatari security officer.
10:57Officials say the apology came during a trilateral call
11:00with Netanyahu, U.S. President Donald Trump,
11:03and Qatari Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani.
11:07On Monday, President Trump also outlined a 20-point plan
11:10to end the war in Gaza and secure the release of all remaining hostages.
11:14Foreign ministers from eight Arab and Muslim nations
11:18later issued a joint statement
11:19welcoming what they called Trump's leadership
11:22and sincere efforts to end the conflict.
11:25Mediators from Qatar and Egypt have since delivered the proposal
11:28to Hamas negotiators in Doha
11:30who are said to be reviewing the document
11:32both positively and objectively.
