Trump signs proclamation allowing death penalty in D.C. crime cases

US President Donald Trump says on Sept. 25, 2025 that he has signed a proclamation allowing the death penalty to be pursued in certain Washington, D.C., prosecutions. Trump declared an emergency, deployed hundreds of National Guard troops and federal law enforcement officials in the nation's capital to supplement local police dealing with what he said was an unacceptable level of violent street crime.

00:00You know, for the election, so I was a little bit prejudiced in that way toward TikTok.
00:05Okay, this is the death penalty for somebody that kills people in Washington, D.C.
00:11I think it's capital. It's a very interesting capital punishment, capital city.
00:15Right? It's capital, capital, capital.
00:18But this is our capital city. We can't allow that to happen.
00:21People come in from Iowa to look at the Lincoln Memorial and they end up getting killed.
00:26It doesn't happen anymore. It's not going to happen.
00:28And if it does happen, it's the death penalty for the person that did it.
00:32And this goes into effect.
00:34Yes, sir.
00:34Right? Pam, is that right?
00:35Could you speak a little bit about that?
00:37Yes, sir. Not only are we seeking it in Washington, D.C., but all over the country again.
00:41And as you saw very recently, we are now moving the inmates who were on death row,
00:47who Joe Biden or the auto pen commuted their sentences off of death row.
00:51We're moving them to supermax facilities where they will be treated like they're on death row for the rest of their lives, President Trump.
00:59Okay. That's a big statement. Thank you very much.

01:07You said on the campaign trail that you were poor, the death penalty if anybody...
01:12I'll be honest. I think it's the greatest thing to ever happen to the Republican Party.
01:16I really do.
01:17I think if a communist takes over New York City, I think that's a gift to the Republican Party.
01:24It's sad for New York, but it's a gift.
01:26And New York will recover because, you know, sometimes you need a shock like that.
01:30Ladies and gentlemen, I'd like to announce that Washington, D.C. has not had a death in four weeks, a murder.
01:39And he looked at me, he goes, is that good or bad?
01:41You know, he said, what kind of a place is this?
01:43But it's true for years.
01:45I mean, every week, essentially, somebody got killed or more than one.
01:50And this is a very safe city right now.
01:53We don't play games.
01:55And, you know, it's interesting.
01:56We took these careers out, career criminals.
01:59They call them careers.
02:01They just, they left the word criminal out.
02:03But we took the careers out of here.
02:07And they're now right back to their homes.
02:09Or they're in jail.
02:10Or they're in a jail in another country.
02:13And hopefully they're not coming back.
02:15And we have to maintain it.
02:16You can't just leave.
02:17And we have to maintain it.
02:18We've gotten along fairly well with the mayor.
02:21You know, she's getting a party that hates that the city's becoming safe.
02:25I mean, they're actually criticizing her because the city's becoming safe.
02:29But this is becoming a very, this is right now a very, very safe city.
02:33This is considered, this went from the most unsafe city in the country to the safest city in the country.
02:38There's no city any safer.
02:40That's a pretty big achievement.
02:42And we really did it in 12 days.
02:45But if you add an extra week to it, that would be nice.
02:48And, I mean, you can go out to dinner.
02:51Restaurants are booming.
02:52You know, the restaurants were dead.
02:54They were dead.
02:55Even if you got to the restaurant, then somebody would come in and hold you up.
02:59You know, they'd hold up the whole restaurant.
03:01They go to Uber.
03:03Young ladies in the White House, they'd call Uber for protection.
03:07They'd run to the car because they were petrified to be from the entrance of their building to the car.
03:12Now they feel safe.
03:13They're in the car.
03:14And then the car gets hijacked while they're in the back of the car.
03:17This is what we were living in.
03:18We were living in hell.
03:20People that work in the White House, every time they see me, young women in particular, thank you, sir.
03:25And I don't even ask them about what.
03:27I know exactly.
03:29I made their lives.
03:30Now they're living in a beautiful, glamorous place called Washington, D.C. with no crime.
03:34And that's the way it should be.
